Public Notice For Proposed Parking Changes
1. The Council proposes to make changes to the following Orders under the Road Traffic Regulation Act 1984 (as amended): THE TOWER HAMLETS (WAITING, LOADING AND STOPPING RESTRICTIONS) (MAP BASED) ORDER 2019 and THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) ORDER 2019, and THE TOWER HAMLETS (TRAFFIC MOVEMENT AND SPEED LIMIT REGULATIONS) (MAP BASED) ORDER 2021.
2. The General Effect Of The Proposed Amendment Orders Would Be To:
(a) PTO (2275): Minor amendments
i. Imperial Street – on the east kerb, outside the Tesco petrol station, to replace 6 metres of double yellow line and the associated no loading restriction with a general loading bay to operate at any time, with a maximum stay of 20 minutes and no return within 2 hours.
ii. Durward Street – on the north side, at the junction with Vallance Road, introduce 15 metres of ‘No Loading At Any Time’ to accompany the existing double yellow lines.
iii. Jamaica Street – on the east side, south of no.88, to replace 7 metres of single yellow line with a resident permit holder parking place with zone C3 operational times.
iv. Parmiter Street – on the north side, opposite Cambridge Court, to replace;
(i) 5 metres of single yellow line with a shared-use permit holder/cashless payment place, and;
(ii) approx. 13 metres of single yellow line across an off-street access point with double yellow lines.
v. Cambridge Heath Road – on the west side outside No. 347, to reclassify the existing permit holder/cashless payment parking place as a business permit holder/cashless payment parking place.
vi. Kitcat Terrace – on the west side between Bow Road and Denmark Place, remove the resident permit holder parking place together with approximately 4 metres of No loading ‘at any time’ and replace them with double yellow lines.
vii. Nant Street – on the north side, west of Cambridge Heath Road, introduce an 8-metre general loading bay operating at all times, with a maximum stay of 40 minutes and no return within 2 hours;
viii. Paradise Row – west side between arch numbers A251 and A255, to convert approximately 41 metres of single yellow line to double yellow lines.
ix. Fordham Street –
(i) on both sides of the junction with Romford Street, to replace the existing single yellow line with double yellow lines and a No Loading ‘At Any Time’, and;
(ii) on the flank wall of Fieldgate Mansions, to extend the existing cashless payment parking place by approx. 5.5 metres towards the junction with Myrdle Street, replacing single yellow line.
x. Giraud Street – outside No. 22, replace the single resident permit holder parking bay with single yellow line.
xi. To replace the resident parking space into a personalised disabled parking bay (number to be allocated) on;
(i) Carr Street, on the west side outside No. 39, and;
(ii) Canrobert Street, on the east side outside 25-32 Thornaby House.
xii. Monier Road – northside, between no.109 to 119, to replace the double yellow lines between the parking bays into permit holder parking spaces.
xiii. Coke Street – Outside the London Metropolitan University, to convert 5m the Business permit holder parking bay at its western end into a permit holder parking space.
xiv. For the installation of dropped kerb accesses, to remove 5m of residents’ permit holder parking space and replace it with double yellow line at the following locations:
(i) north side outside no.1 Franklin Street,
(ii) west side, outside no.17 Macquarie Way,
(iii) west side, Chrisp Street outside the flank wall of no.74 Carmen Street, and;
(iv) outside no.12 Donoghue Cottages, Galsworthy Avenue.
xv. Franklin Street – north side, to replace the single yellow line from the junction of St. Leonard’s Street, with approx. 2m of double yellow line and a single 5 metre single resident parking bay respectively.
xvi. Halley Street – south kerb outside no.1, to replace 5m of single yellow line by extending the adjoining resident parking bay in an easterly direction.
xvii. Lindfield Street – south kerb outside Mellor House, to replace the single yellow line with a single permit holder parking bay of 5 metres in length and double yellow line for junction protection.
xviii. Ferry Street – north kerb, outside no.35 Fraser Court, to replace 5m of double yellow line by extending the adjoining resident parking bay in a westerly direction.
xix. Shandy Street – outside no.68, to replace the Personalised Disabled Parking Bay no. TH DIS.688 into a resident permit holder space.
(b) PTO (2276): Lanrick Road, Blair Street, Aberfeldy Street, And Dee Street
i. Lanrick Road – west kerb, outside Buchan House. For delivery access requirements to the industrial units, to replace approx. 24m of shared-use permit holder/cashless payment parking space at its northern end with double yellow lines and no-loading restriction applying Monday to Friday between 8:00 am and midday. Approximately 10 metres of the existing shared-use parking place will remain at the southern end.
ii. Blair Street –
(aa) On the north side between Abbotts Road and Benledi Road, replace 12 metres of single yellow line with a resident permit holder parking place; and on the south side remove a redundant bus cage and replace it with single yellow line;
(bb) between Benledi Road and Goodway Gardens, introduce two 10 metre resident permit holder parking places on the north side; on the south side replace a 6.5 metre general disabled persons’ parking place and 3.5 metres of double yellow line with a 10-metre resident permit holder parking place;
(cc) between Goodway Gardens and Ada Gardens, replace a redundant 19.5 metre bus cage on the north side with a resident permit holder parking place, and replace single yellow line on the south side with a resident permit holder parking place;
(dd) opposite Lansbury Gardens, replace a redundant bus cage and adjoining double yellow line with a 35 metre resident permit holder parking place and a 6 metre general loading bay operating Monday to Friday between 8:30am and 5:30pm, with a maximum stay of 20 minutes and no return within 2 hours.
iii. Aberfeldy Street – to remove redundant bus cage and single yellow line restrictions to introduce a 23-metre resident permit holder parking place on the west side and a 22-metre resident permit holder parking place on the east side; and replace the remaining parts of the redundant bus cages and single yellow lines with double yellow lines.
iv. Dee Street –
(aa) On the south side outside Culloden Primary Academy, west of Aberfeldy Street, replace two resident permit holder parking spaces with one general loading bay operating Monday to Friday between 8:30am and 5:30pm, with a maximum stay of 20 minutes and no return within 2 hours.
(bb) Junction Protection Measures – to replace the existing single yellow lines with double yellow lines on both the north corners of Dee Street with the junction of Aberfeldy Street.
(c) PTO 2277 – Grenade Street
To implement a zebra crossing measuring approx. 39.6 metres outside Cyril Jackson Primary School and across the junction of Gill Street, together with associated amendments to parking places and waiting restrictions through the introduction of zig-zag markings, as follows:
i. Grenade Street:
(aa) On the south side, outside Padstow House, to replace approximately 13 metres of shared-use parking place (permit holder/cashless payment) and adjacent single yellow line with zig-zag markings.
(bb) On the north side, to replace approximately 8 metres of existing school keep clear markings and adjacent single yellow line with zig-zag markings.
ii. Gill Street: On the east side, near its junction with Grenade Street, to extend the existing resident permit holder parking place northwards by replacing approximately 5.5 metres of single yellow line.
iii. Junction Protection Measures – to replace the existing single yellow lines with double yellow lines on all corners of the junction of Grenade Street and Gill Street, and on the south side of Grenade Street between Gill Street and Stocks Place, for the purpose of improving junction protection and road safety.
(d) PTO 2278 – Uamvar Street:
To implement a zebra crossing measuring approximately 36 metres outside Manorfield Primary School, following the removal of the existing buildouts, together with associated amendments to parking places and waiting restrictions, as follows:
i. To replace the existing school, keep clear markings, permit holder parking place, double yellow lines and associated loading restrictions with the proposed zebra crossing and its associated zig-zag markings.
ii. On the west side, south of the junction with Daniel Bolt Close, to replace approximately 25 metres of double yellow lines and associated loading restrictions with a resident permit holder parking place. This would provide an additional 10 metres of permit holder parking to offset the parking space removed as part of item (1) above.
iii. On the east side, from a point approximately 8.9 metres south of the southern kerb line of Wyvis Street and extending for approximately 37 metres outside the school entrance, to relocate the existing school keep clear markings removed under item (1), retaining the current operational times.
(e) PTO 2279 – Tiller Road:
i. To convert of single yellow line to double yellow lines with no loading at any time on the south side approx. 39 metres, opposite Alpha Grove, and the north side east of the junction with Alpha Grove;
ii. On the south kerb opposite Alexander House.to introduce no Loading ‘At Any Time’ to accompany the existing double yellow line.
iii. To revoke the existing one-way east ward bound traffic restriction and to introduce a two-way operation between Alpha Grove and no.85 Hammond Court.
(f) PTO 2280 – Tiller Road/Cassilis Road/Mastmaker Road:
i. Tiller Road (South side):
(aa) opposite Hammond Court (61-67): To replace approx. 7 metres of double yellow line by extending the adjoining shared-use parking place in an easterly direction.
(bb) East of no.1 to 40 (Kedge House), to replace approx. 23.5 metres of shared-use permit holder/cashless payment parking from its western end and approx. 4.6 metres from its eastern end, with double yellow lines and no Loading ‘At Any Time’ (12m of this shared use parking bay will be retained).
(cc) Opposite Contessa Court (69-77) and Holystone court (79-87) – to replace of shared-use parking and approx. 23.3 metres of resident permit holder parking into double yellow one and no Loading ‘at Any Time’.
(dd) Opposite Holystone Court (79-87), to replace approx. 23m of resident permit holder parking bay from its western end to double yellow lines and no loading ‘At any time’.
ii. Tiller Road (North side):
(aa) outside Contessa Court (69-77) and Holystone court (79-87) – to replace the existing two-space resident permit holder parking place, the sections of single yellow line and 5.7m of the resident parking bay Holystone court (79-87) at its western end, replacing these with a continuous section of approximately 23.3 metres of double yellow line and no Loading ‘At Any Time’.
(bb) To replace the existing personalised disabled parking bay no. TH DIS.697 with a resident permit holder parking space.
(cc) To convert 6m the western side of the resident permit holder parking bay outside the boundary wall of Holystone court (79-87) and Corvette Court (89-97) into a personalised disabled parking bay no.TH DIS.697.
iii. Cassilis Road (west side): to replace sections of existing double yellow lines with resident permit holder parking places, as follows:
(aa) Outside Gainsborough House, to introduce a parking place measuring approx.11 metres; and;
(bb) Outside Moore House, to introduce a parking place measuring approx. 22 metres.
iv. Mastmaker Road (east side):
(aa) By replacing the double yellow lines to introduce two permit holder parking bays, each 11 metres in length outside Thole Court and Opposite no.4 Phoenix Heights east.
(bb) Outside Salvor Tower, to reposition the existing cashless payment parking bay southwards by 9m with double yellow line adjustments.
(cc) Opposite no.6 to 16, to extend the existing cashless payment parking bay northwards by 13m.
3. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 2 above.
4. A copy of each of the proposed Orders and all relevant documents can be obtained by emailing: Parking.TMO@towerhamlets.gov.uk, until the expiration of a period of 21 days from the date on which this notice is published.
5. Any objections or other representations about the proposed Orders should be sent by email to the above email address in paragraph 4 or in writing to: Parking & Mobility Services, 585-593 Commercial Road, London, E1 0HJ, within 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
