CONSOLIDATION ORDER 2021 (VARIATION NO. 3)
(WALWORTH ROAD AREA) ORDER 2026
NOTICE IS HEREBY GIVEN that Hampshire County Council made the above-mentioned Order on Tuesday 8th September 2026, in exercise of its powers and duties under Sections 1, 2, 4, 5 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 of the Act and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, and having discharged its duty under section 122 of the Act.
GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to implement Prohibition of Waiting Restrictions along roads in Andover as described in the following schedule:
No Waiting at any Time
Finkley Farm Road, North, Between its access road to Finkley Down Farm and a point 134 metres west of that access.
Finkley Farm Road, South, Between its access road to Finkley Down Farm and a point 140 metres west of that access.
North Way (part spine and North spur), Both, Between its junction with Walworth Road and a point 242 metres north thereof.
Walworth Road, South, Between a point 20 metres east of Central Way and a point 183 metres east of that point.
Walworth Road, North, Between a point 370 metres east of its roundabout junction with North Way and a point 160 metres east of that point.
DATE OF OPERATION: The order will come into force on Saturday 19th September 2026.

(i) Andover Library, Chantry Centre, Andover, SP10 1LT (Opening hours: Monday & Wednesday – Saturday: 09.30 - 17.00; Tuesday: 09.30 - 13.30)
(ii) Test Valley Borough Council, Andover Offices, Beech Hurst, Weyhill Road, Andover, SP10 3AJ (Opening hours: Monday – Thursday: 08.30 - 17.00; Friday: 08.30 - 16.30)
(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 – 17.15; Fridays 8.30 – 16.45)

APPLICATION TO THE HIGH COURT: Any person desiring to question the validity of the Order or of any of its provisions on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act or of any relevant instrument made thereunder has not been complied with in relation to the Order may, by Tuesday 20th October 2026 make application for the purpose to the High Court.
