Kingston Upon Thames - Experimental Traffic & Waiting Restrictions

ROYAL BOROUGH OF KINGSTON UPON THAMES

1. Notice Is Hereby Given that THE COUNCIL OF THE ROYAL BOROUGH OF KINGSTON UPON THAMES on 14 September 2026 made the following Orders: under section 9 and 124 (insofar as applicable) and all other powers thereunto enabling under the Road Traffic Regulation Act 1984, as amended.

- The Kingston upon Thames (Moving Traffic Restrictions) (Amendment No. 14) Experimental Order 2026

- The Kingston (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 56) Order 2026

2. The general effect of the Orders which will come into force on 28 September 2026, will introduce on an experimental basis,
(a) with an exemption for cyclists as follows: –
(i) Manor Gate Road, outside No. 27;
- ‘no entry’ point in a south-eastern direction; and
- ‘one-way’ in a north-western direction between Nos. 25 and 27 towards Kingston Hill.
(ii) Wolverton Avenue, outside No. 33b;
- ‘no entry’ point in a north direction; and
- ‘one-way’ in a southern direction between Nos. 33 and 33b towards Coombe Road;
(b) Carlisle Close compulsory right turn into Manorgate Road; and
(c) waiting restrictions operating ‘at any time’ in Wolverton Avenue opposite No. 33b in place of a length of shared use parking bay.

3. The Experimental Orders provides that, subject to the provisions of section 10(2) of the Road Traffic Regulation Act 1984, a person authorised by the Royal Borough of Kingston upon Thames, essential in the interest of the expeditious, convenient and safe movement of traffic; or for providing suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the area through which any road affected by the Orders runs, can modify or suspend the Orders or any provision contained therein.

4. Copies of the Experimental Orders, the Council’s Statement of Reason for making the Orders and map schedules showing the locations and the effects of the Orders may be inspected as follows: -
(a) online at: https://consultation.appyway.com/kingston-upon-thames, selecting either MapKingEXP346 Wolverton Avenue for paragraph 2(c) or MO.EXPKing346 – Manorgate Road and Wolverton Avenue for paragraphs (a) and (b) from 28 September 2026;
(b) Council Libraries; or
(c) copies of the Experimental Orders and map schedules can be obtained by calling 020 8547 5000 (between 9:00am and 5:00pm Mondays to Fridays).

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

6. The Council will consider in due course whether the provisions of the Experimental Orders should be continued in force indefinitely by means of an Order made under sections 6 and 124 of the Road Traffic Regulation Act 1984.

7. Any person may make comments or object to the making of an Orders for the purpose of such indefinite continuation within a period of six months beginning from the date on which the Experimental Orders came into force, or if the Experimental Orders are varied or modified, beginning with the date on which such variation or modification came into force.
