What is happening?

NOTICE OF CONFIRMATION OF A MODIFICATION ORDER SECTION 53 OF THE WILDLIFE AND COUNTRYSIDE ACT 1981
THE DEFINITIVE MAP AND STATEMENT OF PUBLIC RIGHTS OF WAY FOR THE COUNTY OF LANCASHIRE
FOOTPATH FROM BLACKBURN ROAD TO NORMAN ROAD, OSWALDTWISTLE
DEFINITIVE MAP MODIFICATION ORDER 2023

On the 06 February 2026 the Secretary of State for Environment, Food and Rural Affairs confirmed the above Order.

The effect of the Order as confirmed is to modify the Definitive Map and Statement of Public Rights of Way for the area, by recording a Footpath from a junction with Blackburn Road immediately to the east of West End Methodist Church, Oswaldtwistle running south between the eastern boundary of the Methodist Church and the rear boundaries of properties 372 Blackburn Road and 2 - 12 Norman Road for a distance of 30 metres before turning to continue in a more south easterly and then easterly direction to exit onto Norman Road north of 14 Norman Road.

The total length of the route is 0.06 km and the width is 3 metres.

A copy of the Order and the Order Map may be seen free of charge at the offices of Hyndburn Borough Council, and at my offices from 9am to 5pm on weekdays. Copies of the order and map may be bought there at the price of £1.00.

The Order took effect on the 06 February 2026, but if a person aggrieved by the Order desires to question the validity on the grounds that it is not within the powers of Section 53 of the Wildlife and Countryside Act 1981, or that any of the requirements of Schedule 15 to the Act have not been complied with in relation to the Order, he may, under Paragraph 11 of Schedule 15 to the Act, within 42 days from the date of publication of this Notice, make an application for the purpose to the High Court.
