1. NOTICE IS HEREBY GIVEN that Lewisham Borough Council on 18 September 2026 made the above-mentioned Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended. The Orders will come into force on 28 September 2026 and for a maximum period of 18 months.

2. The general effect of the Orders will, by way of an experiment, to:

(a) introduce a pedestrian and cycle zone restricting vehicle access in the vicinity of the schools listed in column (1) of the Schedule to this Notice, comprising the roads or parts of roads listed in column 

(2). The pedestrian and cycle zones will operate at the times listed in column

(3) – although in practice 
it is anticipated that they will only operate during these hours in school term-time, when the traffic signs are showing.

(b) introduce double yellow line “at any time” waiting restrictions on the south-west side of Beachborough Road, for 10 metres across both entrances to St John’s Church.

3. All motor vehicles except permit holders will be prohibited from entering the pedestrian and cycle zones specified in paragraph 2(a) during their hours of operation. Permits allowing vehicles to enter the zones will be available to residents of premises located within or only accessible from a pedestrian and cycle zone, and to disabled person’s badge holders who are school staff or carers or have a bona fide reason to enter or leave a vehicle in a pedestrian and cycle zone, by application to the Council. 
Any vehicle that is already within a pedestrian and cycle zone prior to its commencement of operation will be permitted to leave. Exemptions will apply in respect of emergency service vehicles and certain Council services.  

4. The Orders are intended to create a pleasant environment that feels safer in the immediate vicinity of a school, discourage travelling to school by car, and encourage walking, scooting and cycling to school, thereby achieving positive health outcomes for the school community. 

5. The Orders provide that in pursuance of section 10(2) of the 1984 Act, the Council’s Road Safety and Sustainable Transport Manager, or some person authorised by them, may, if it appears to them or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders extends, modify or suspend the Orders or any provision thereof. 

6. Copies of the made Orders and other documents giving more detailed particulars of the Orders, and their effects, may be viewed either though the lewisham.traffweb.app website or obtained by emailing a request to trafficorders@lewisham.gov.uk  quoting reference ETO1119. 

7. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

8. The Council will in due course consider whether the provisions of the Orders should be continued in force indefinitely by means of a permanent Order made under sections 6 and 45, 46 and 49 of the 1984 Act. Any person may object to or make representations regarding the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the date on which the experimental Orders comes into force or, if the Orders are varied by subsequent 
Orders or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force.

9. Any such objection or representation must be made in writing, and all objections must specify the grounds on which they are made and must be emailed to: schoolstreets@lewisham.gov.uk  or posted to Lewisham Strategic Transport, 5th Floor Laurence House, 1 Catford Road, London SE6 4RU, quoting reference ETO1119. Any objection may be communicated to other persons who may be affected.
