What is happening?

MANCHESTER CITY COUNCIL

Notice is hereby given that Manchester City Council has made the CITY OF MANCHESTER (CONTROLLED PARKING ZONE) (MANCHESTER CITY CENTRE) (NO.5) ORDER 2004 (AMENDMENT NO.13) ORDER 2026 under the Road Traffic Regulation Act 1984, the effect of which is to introduce:

No Waiting at Any Time:
Granby Row: (i) south side from the western side of Cobourg Street north easterly for 6m, (ii) south side from 30m northeast of the western side of Cobourg Street north easterly for 13m, (iii) south side from Echo Street south westerly for 5.5m, (iv) south side from 17.5m south west of Echo Street south westerly for 4m. Echo Street: (i) west side from 34m southeast of Granby Row south easterly Altrincham Street, (ii) west side from Granby Row south easterly for 13m.

No Loading at Any Time:
Back Acton Street: both sides from Granby Row north westerly for 5m. Cobourg Street: (i) north-east side from Granby Row north westerly for 3m, (ii) south-west side from 80m south east of Fairfield Street to Granby Row. Echo Street: (i) east side from Granby Row south easterly for 5m, (ii) west side from 34m south east of Granby Row south easterly to 3m south east of the development access, (iii) west side from Granby Row south easterly for 13m. Granby Row: (i) north side from 5m south west of Back Acton Street north easterly to 5m north east of Back Acton Street, (ii) north-west side from 3m south west of South Pump Street north easterly to 3m north east of South Pump Street, (iii) north-west side from Cobourg Street north easterly for 5m, (iv) south side from 17.5m south west of Echo Street south westerly for 4m, (v) south side from Echo Street south westerly for 5.5m, (vi) south side from Echo Street north easterly for 5m, (vii) south side from the western side of Cobourg Street north easterly for 6m, (viii) south side from 30m north east of the western side of Cobourg Street north easterly for 13m. South Pump Street: both sides from Granby Row north westerly for 3m.

Pay and Display Parking Places 2 Hours, No Return Within 1 Hour All Days 8am-8pm:
Echo Street: west side from 13m south east of Granby Row south easterly for 11m, width of 2m. Granby Row: (i) south side from 18m north east of the western side of Cobourg Street north easterly for 12m, width of 2m, (ii) south side from 5.5m south west of Echo Street south westerly for 12m, width of 2m, (iii) south side from 21.5m south west of Echo Street south westerly for 25m, width of 2m.

Disabled Persons Parking Place At All Times On All Days:
Granby Row: south side from 6m north east of the western side of Cobourg Street north easterly for 12m, width of 2.7m

Goods Vehicle Loading Parking Place At All Times On All Days, Max Stay 15 Minutes
Echo Street: west side from 24m southeast of Granby Row south easterly for 10m, width of 2.7m.

The Order was made on 11th September 2026 and will come into effect on 21st September 2026. A copy of the Order and the plan can be requested by emailing phlegal@manchester.gov.uk or inspected at the Customer Service Centre Ground Floor, Town Hall Extension, M60 2LA (for Sat. Nav. use M2 5DB) between the hours of 9am and 4.30pm Monday to Friday. 

Anyone wishing to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of that Act or of any instrument made under it has not been complied with in relation to the Order may within 6 weeks from 11th September 2026 apply to the High Court for such purpose.
