The London Borough of Southwark (Housing estate roads and car parks) (Map-based) Order 2026

1. Southwark Council hereby GIVES NOTICE that on 17 September 2026 it has made the above Orders 6, 45, 46, 49, 63 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effects of the Traffic Management Orders are to:

(a) clarify and, where necessary, update the provisions of all existing permanent Traffic Management Orders in force within the London Borough of Southwark relating to parking places, waiting, loading and stopping restrictions, moving traffic restrictions and prohibitions,bus and cycle facilities, speed limits, housing estate roads and car parks, and other off-street traffic management measures;

(b) formalise within the proposed Orders all restrictions, prohibitions, parking places and traffic management measures currently indicated by traffic signs, road markings or other authorised traffic control devices and having effect on roads within the London Borough of Southwark;

(c) update the terms and conditions, exemptions, exceptions, permit requirements, eligibility criteria and applicable charges relating to parking places and traffic management measures so as to reflect current legislation, traffic signing requirements, enforcement practices and the Council’s current transport, parking and highway management policies;

(d) clarify and update the provisions relating to off-street parking places, housing estate roads and housing estate car parks, including the conditions governing their use, permit arrangements, applicable charges and any relevant exemptions;

(e) provide ‘map-based’ schedules, to be read in conjunction with the proposed Orders, describing the location, nature and extent of parking places, restrictions, prohibitions and other traffic management measures, together with the classes of vehicles affected, hours of operation, permit requirements and any applicable exemptions or signed exceptions; and

(f) revoke and replace existing Orders relating to the matters described above and re-enact their provisions, with such amendments as are considered necessary, within the map-based
Orders.

NOTE: there are no changes to the type or to the existing layout in the street of the restrictions or prohibitions detailed in paragraph 2 above, or to the terms of use thereof (and any applicable fees and charges) as is currently published online by the Council, as a result of the making of these Orders.

3. This is an administrative exercise to clarify existing ‘static’, ‘moving’ and ‘speed limit’, ‘estate roads’ and ‘off-street’ traffic restrictions and prohibitions in a map-based format, incorporating the Council’s current parking policies and payment methods. The Orders do not introduce any material changes on the ground to existing restrictions. Any schemes currently implemented on a trial basis through Experimental Traffic Management Orders will continue to be progressed, evaluated and, where appropriate, made permanent in due course.

4. 5. Any person desiring to question the validity of the Order/s, or of any provision contained therein, on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order/s may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
