Westminster - White Badge Disabled Person's Personal Parking Place Order

ATTERBURY STREET AND MILLBANK
THE CITY OF WESTMINSTER (D ZONE)
(AMENDMENT NO. 27) ORDER 2026

1. NOTICE IS HEREBY GIVEN that Westminster City Council on 14th September 2026 made the above Order under sections 6,45, 46, 49, 63 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be, in connection with the development of Tate Britain Garden, to: 
(a) relocate the dockless e-scooter and cycle hire parking place on the north-east side of Atterbury Street, adjacent to Tate Britain, north-westward by 15 metres;

(b) relocate the shared-use parking place on the northeast side of Atterbury Street, adjacent to Tate Britain, south-eastward by 5 metres;

(c) introduce a 15-metre taxi rank (no stopping "at any time", except taxis) on the north-east side of Atterbury Street, adjacent to Tate Britain; and

(d) remove the "Blue Badge" disabled persons' parking place (16.5 metres / 3 bays) and taxi rank (9 metres) on the north west side of Millbank, outside Tate Britain. Please note that there will be no overall loss of "Blue Badge" disabled parking provision on Millbank, outside Tate Britain, as the three bays proposed to be removed from the City of Westminster's parking complement will be transferred to the control of Transport for London (TfL) and realigned to the new kerb-line outside the gallery. 

3. The Order, which will come into force on 17th September 2026, and other documents giving more detailed particulars of the Order are available for inspection until 26th October 2026 at https://westminstertransportationservices.co.uk/notices and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.
