RHODDIR HYSBYSIAD DRWY HYN fod Cyngor Sir Fynwy o Neuadd y Sir, Y Rhadyr, Brynbuga, NP15 1GA (“y Cyngor”) wedi gwneud Gorchymyn Rheoleiddio Traffig Ffyrdd fel a ganlyn:
EFFAITH Y GORCHYMYN:
• Diddymu’r Gwaharddiad ar Gerbydau Modur ar Heol Glynwood, Pontyseison, Tyndyrn (17eg Medi 2026).
• Cyflwyno Gwaharddiad Gyrru â Chyfyngiad Amser (Yn ystod y Tymor yn Unig, 08:30-09:00 a 15:00-15:40) - Ac eithrio deiliaid trwyddedau a deiliaid Bathodyn Glas), Heol Harold, Y Fenni (13eg Tachwedd 2026).
• Cyflwyno Cyfyngiad Pwysau Strwythurol 7.5t ar Draphont Gilwern yr A4077 (18fed Ionawr 2027)
• Bydd y Cyfyngiad Pwysau 7.5 tunnell ar Draphont Gilwern yn dod i rym ar 18fed Ionawr 2027, yn amodol ar gwblhau asesiad strwythurol yn cadarnhau bod y strwythur yn gallu cario cerbydau hyd at 7.5 tunnell o bwysau gros y cerbyd. Os bydd yr asesiad yn dod i’r casgliad nad yw’r strwythur yn gallu ymdopi â llwyth o’r fath yn ddiogel, bydd y cyfyngiad pwysau dros dro presennol o 3 tunnell yn parhau mewn grym hyd nes y bydd unrhyw Waith cryfhau neu adfer angenrheidiol wedi’i gwblhau.

Os yw unrhyw berson yn dymuno cwestiynu dilysrwydd y Gorchymyn neu unrhyw un o’i ddarpariaethau ar y sail nad yw o fewn y pwerau a roddir gan y Ddeddf, neu nad yw unrhyw ofyniad o’r Ddeddf neu unrhyw offeryn a wneir o dan y Ddeddf wedi’i gydymffurfio, caiff y person hwnnw, o fewn chwe wythnos o’r 15fed Medi 2026 (sef y dyddiad y gwnaed y gorchymyn) wneud cais at y diben hwnnw i’r Uchel Lys.

NOTICE OF MAKING A PERMANENT ORDER
MONMOUTHSHIRE COUNTY COUNCIL
MONMOUTHSHIRE COUNTY COUNCIL TRAFFIC REGULATION, SPEED LIMITS AND PARKING REGULATIONS CONSOLIDATION ORDER 2019 (AMENDMENT ORDER NO 19) 2026
PROVISION OF A TRAFFIC REGULATION ORDER WITHIN VARIOUS COMMUNITIES IN MONMOUTHSHIRE
NOTICE IS HEREBY GIVEN that Monmouthshire County Council of County Hall, The Rhadyr, Usk, NP15 1GA (“the Council”) has made a Road Traffic Regulation Order as follows:
EFFECT OF THE ORDER:
• To revoke the Prohibition of Motor Vehicles on Glynwood Road, Pontyseison, Tintern (17th September 2026).
• To introduce a Time Restricted Prohibition of Driving (Term Time Only, 08:30-09:00 & 15:00-15:40) - Except for permit holders & Blue Badge holders), Harold Road, Abergavenny (13th November 2026).
• To introduce a 7.5t Structural Weight Restriction on the A4077 Gilwern Viaduct (18th January 2027)
• The 7.5 tonne Weight Restriction on Gilwern Viaduct will come into effect on 18th January 2027, subject to the completion of a structural assessment confirming that the structure is capable of carrying vehicles up to 7.5 tonnes gross vehicle weight. Should the assessment conclude that the structure is unable to safely accommodate such loading, the existing temporary 3 tonne weight restriction shall remain in force pending the completion of any necessary strengthening or remedial Works.

The orders detailed above are scheduled to come into effect in a staggered manner on the dates specified in brackets. If any person wishes to question the validity of the Order or any of its provisions on the ground that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from 15th September 2026 (being the date the order was made) apply for that purpose to the High Court.
