Temporary Prohibition of Traffic Order (No.4) 2026
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Carthouse Lane (D3625) Horsell as extends from its junction at its roundabout with (C12) Littlewick Road and (C140) Horsell Birch to its junction with the access to the property known as “Brook House”;
(b) Littlewick Road (C12) Knaphill as extends from its junction at the roundabout with (D3625) Carthouse Lane and (C140) Horsell Birch to its junction with (D7210) Claydon Road; (c) Suspend “The Surrey County Council Carthouse Lane (D3625) Horsell Temporary Prohibition of Traffic Order (No.3) 2026”, “The Surrey County Council Carthouse Lane (D3625) Horsell Temporary Prohibition of Traffic Order (No.2) 2026”, and “The Surrey County Council Carthouse Lane (D3625) Horsell Temporary Prohibition of Traffic Order 2026” insofar as they affect that length of road in part (a) of this Notice. Alternative Route: (1) Carthouse Lane, Guildford Road, Castle Grove Road, (A3046) Station Road, (A3046) Chobham Road, and Littlewick Road, or this route in reverse; (2) Littlewick Road, Barrs Lane, Chobham Road, Guildford Road, Castle Grove Road, (A3046) Station Road, (A3046) Chobham Road, and Littlewick Road, or this route in reverse. This Order is required to facilitate excavation of HV Duct installation and connection works for, or on behalf of Central Energy Group. These works are anticipated to be carried out over 6 weeks, between the hours of 7pm and 3am, during the 12-month period of operation of this Temporary Order that commences on 17 October 2026. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/ or for preventing the likelihood of any such danger arising.
