TEMPORARY TRAFFIC NOTICE

FLINTSHIRE COUNTY COUNCIL

TEMPORARY PROHIBITION OF THROUGH TRAFFIC ORDER

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14

FLINT

The Flintshire County Council hereby intends not sooner than 7 days from the 11 September 2026 to make an Order which will prohibit any vehicle from proceeding through:

Maes Gwyn at its junction with Prince of Wales Avenue, Flint, in the County of Flintshire.

The reason for the closure is to allow essential maintenance and upgrade works by O'Connor Utilities Ltd on behalf of Scottish Power.

Alternative routes will be signed accordingly with the use of prescribed signs. Pedestrian access will be maintained throughout the period of the closure.

It is anticipated that the Order will come into force on the 28 September 2026, or as soon as possible thereafter. The road will be closed for approximately 10 weeks, or until the earlier completion of the works, subject to a maximum period of eighteen months.

NOTICE OF TEMPORARY PROHIBITION OF THROUGH TRAFFIC ORDER

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14

HAWARDEN

Flintshire County Council has made an Order which will prohibit any vehicle from proceeding in the following road:

Cottage Lane, between its junctions with A550 Gladstone Way and Mancot Lane, Hawarden, in the County of Flintshire.

The reason for the closure is to facilitate the installation of gas reinforcement mains with associated works by PN Daly Ltd for the Gladstone Way development.

Alternative routes will be signed accordingly by the use of prescribed signs. Pedestrian access will be maintained throughout the period of the closure.

The Order comes into force on the 7 September 2026 or as soon as possible thereafter and will be closed for 3 weeks, or until the earlier completion of the works, subject to a maximum period of eighteen months.

NOTICE OF TEMPORARY PROHIBITION OF THROUGH TRAFFIC ORDER

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14

CAERWYS

Flintshire County Council has made an Order which will prohibit any vehicle from proceeding through the following road:

Pen y Cefn Lane, between its junctions with Croes-wian Crossroads and Drovers Lane, Caerwys, in the County of Flintshire.

The reason for the closure is to allow for the erection of scaffolding so that repair works to a private property can take place. The application has been made by Rent a Pump Traffic Management.

Alternative routes will be signed accordingly by the use of prescribed signs. Pedestrian access will be maintained throughout the period of the works.

The Order will come into force on the 7th September 2026 or as soon as possible thereafter. The road will be closed for 2 weeks or until the earlier completion of the works, subject to a maximum period of eighteen months.

Flintshire County Council has made an Order which will prohibit any vehicle from proceeding in the following road:

Willow Avenue, between its junctions with Queensway, Hope, in the County of Flintshire.

The reason for the closure is to facilitate gas mains replacement with associated works by Wales and West Utilities.

Alternative routes will be signed accordingly by the use of prescribed signs. Pedestrian access will be maintained throughout the period of the works.

The Order comes into force on the 7 September 2026 and will be closed for 11 weeks, or until the earlier completion of the works, subject to a maximum period of eighteen months.

NOTICE OF MAKING

THE FLINTSHIRE COUNTY COUNCIL

(BRUNSWICK ROAD, BUCKLEY) (LIMITED WAITING BAYS) EXPERIMENTAL ORDER 2026

Notice is hereby given that on the 8th September 2026, Flintshire County Council made an Experimental Order in exercise of its powers under the Road Traffic Regulation Act 1984, under Sections 9, 10 and all other enabling powers, the effect of which will be to :-

1. Introduce on an experimental basis, Limited Waiting bays ‘20 minutes, No return within 1 hour’ on the following length of road:

(a) At various locations on both sides of Brunswick Road, Buckley.

In all other respects the present provisions of the ‘The Flintshire County Council (Prohibition and Restriction of Waiting and Loading and Parking Places) (Civil Enforcement and Consolidation) Order 2013’ will remain in force.

The Experimental Order will come into operation on the 21st September 2026 for a period of 18 months. A copy of the Order, plans showing the road affected by the Order, together with a statement of the Council’s reasons for the making of the Order, may be inspected during normal opening hours at Flintshire Connects, Buckley Library, The Precinct, Buckley, Flintshire, CH7 2EF or they may be viewed on our website at www.Flintshire.gov.uk > Resident > Roads, Streets and Travel > Traffic Regulation Orders or you can request a copy of the documents by emailing transportstrategyconsultation@flintshire.gov.uk or by calling 01352701234.

The Council will be considering, in due course, whether the provisions of the Order should be continued in force indefinitely. Within a period of 6 months from the coming into force of the Order, or if the Order is subsequently modified or varied, from the coming into operation of that modification or the variation (whichever is the latest), any person may object to the making of the Order for the purposes of such indefinite continuation.

Objections to the Order, together with the grounds on which they are made, should be sent in writing to the undersigned within six months of the date on which this Order shall have come into force, or the date on which any variation or modification or the latest variation or modification shall have come into force and quoting the reference SS/TRO/JB/76/2026

If it appears essential to the Council that it is necessary in the interests of the expeditious, convenient or safe movement of traffic or of the provision of suitable and adequate parking facilities on the highway or for preserving or improving the amenities of the area through which any length of road affected by the Order runs, then the nominated Officer of the Council below, may modify or suspend the Order or any provisions thereof.

Any person wishing to question the validity of the Experimental Order (which was made on the 8th September 2026) or any of the provisions contained in it on the grounds that they are not within the powers conferred by the appropriate legislation, or on the grounds that any requirement of such legislation, has not been complied with in relation to the Order may, within six weeks from the 8th September 2026, apply to the High Court for this purpose.

Notice is hereby given that on the 8th September 2026, Flintshire County Council (hereinafter referred to as “the Council”) made an Experimental Order in exercise of its powers under the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act of 1984”) under Sections 9, 10 and all other enabling powers, the effect of which will be to:-

1. Allow any vehicle to proceed in the length of road specified in the Schedule to this Notice.

The County Council of Flintshire (Brunswick Road, Buckley) (Traffic Regulation) Order 2000 – Articles 2 and 3 are hereby suspended for the period of operation of this Experimental Order.

The effect of the Experimental Order is to allow vehicular traffic to access Brunswick Road, to boost local trade.

SCHEDULE

Brunswick Road, Buckley

Both sides, from its junction with B5127 Mill Lane/Padeswood Road North, at The Cross to the Junction with Precinct Way.

The Experimental Order will come into operation on the 21st September 2026 for a period of 18 months.
