PROPOSED ZEBRA CROSSING INSTALLATION – LOWER MORDEN LANE, SM4

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, after consultation with the Commissioner of Police of the Metropolis, intend to introduce a zebra crossing under powers conferred by section 23 of the Road Traffic Regulation Act 1984 in:-

LOWER MORDEN LANE, SM4, the centre point of which would be 27.5 metres north-west of the projected northern kerb-line of its junction with Wydell Close.

2. The “controlled area” in which stopping, waiting and loading is prohibited at all times would apply on both the approach and exit sides of the crossing, with the zig-zag markings extending to a maximum of 28 metres on either side from the middle of the crossing.

3. A plan of the area showing the crossing can be inspected during normal office hours on Monday to Friday at Merton Link, Merton Civic Centre, London Road, Morden.

4. Any person desiring to comment on the proposal should send a statement in writing to the Environment, Civic Pride and Climate Department, Merton Civic Centre, London Road, Morden SM4 5DX or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/Lower Morden Lane no later than 1st October 2026.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON(IVY GARDENS MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026

1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer repair works, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic from entering, proceeding or waiting, including in any parking places, in Ivy Gardens.

2. During the works no person would:-

(a) cause or permit any vehicle to enter or proceed in Ivy Gardens, from its junction with Greenwood Road generally north-eastwards for 24 metres; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading a vehicle, in the length of road specified in sub paragraph 2(a) above.

3. During the works the:

(a) One way working would be suspended;

(b) Any parking places in Ivy Gardens would be suspended.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply:-

(a) any vehicle being used in the execution of the said works or for the loading or unloading of construction vehicles; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) any vehicle requiring access to premises adjacent to the affected length of road, subject to site conditions and at the discretion of the contractor or traffic management operatives

6. Vehicular traffic affected by the road closure should proceed using one or more of the following roads as required: Abbotts Road, Greenwood Road, Holly Way, Ivy Gardens and Wide Way.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on 5 October 2026 and it is anticipated the works would be completed on 16 October 2026. However, the Order would remain in force for a maximum period of 3 months should further works be required.

PRINCE GEORGE’S ROAD, COLLIERS WOOD (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026

1. The Council of the London Borough of Merton hereby give notice that to facilitate ducting works in Prince George’s Road, Colliers Wood, they made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works no person will cause or permit any vehicle to:-

(a) enter or proceed in Prince George’s Road, between its junction with Tandem Way and its junction with Christchurch Road; or

(b) wait, including for the purpose of loading or unloading a vehicle, in the length of Prince George’s Road specified in paragraph 2(a) above.

3. Any designated parking place, situated in the length of Prince George’s Road specified in sub-paragraph 2(a) above will be suspended for the duration of the works in that length of road.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to:-

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed by way of Tandem Way and Christchurch Road.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into force on Monday 21 September 2026 and it is expected that the works will be completed by Friday 25 September 2026. However, the Order will remain in force for a period of 12 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON (VARIOUS ROADS) (NO. 14) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026

1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic from entering, proceeding or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.

2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in those roads or lengths of road.

3. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress.

4. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. Nothing in the Order will apply to:-

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.

6. The Order will come into force on Tuesday 22nd September 2026 and the anticipated works dates are specified in column 2 of the Schedule to this notice. However, the Order will remain in operation for a maximum period of 12 months and its provisions would be re-introduced should further works be required.
