THE LONDON BOROUGH OF WALTHAM FOREST (LBWF)
Provision Of Junction Protection Double Yellow Lines (LBWF Batch 23) (E4 And IG8 Roads) (T10(26)) - The Waltham Forest (Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 24) Order 2026
1. Notice Is Hereby Given that THE COUNCIL OF THE LBWF ("the Council") on 10th September 2026 made the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act (RTRA) 1984, as amended.
2. The general effect of the Order will be to introduce double yellow line "at any time" waiting restrictions at the following junctions:
E4 Roads Unless Otherwise Stated:
Avril Way With Village Close
(a) Avril Way – from its junction with Village Close, northwards for 9.7m and southwards for 15.5m;
(b) Village Close – both sides, between its junction with Avril Way and the common boundary of Nos.1/2.
Avril Way With Greenwood Drive – extending into and on each side of the junction for 10m;
Bluehouse Road With Hornbeam Grove – extending into and on each side of the junction for 10m;
Bluehouse Road With Manor Farm Drive – extending into and on all sides of the junction for 10m;
Brodie Road With Hortus Road;
(a) Hortus Road – extending into the junction for 10m and;
(b) Brodie Road – on the north side of the junction to the common boundary of No. 8/10 Brodie Road and on the south side of the junction to the common boundary of Nos. 12/14 Brodie Road.
Dale View Crescent From Endlebury Road – both sides, extending into the junction for 10m;
Forest Side With Beech Tree Glade – extending into and on each side of the junction for 10m;
Groveside Road With Hornbeam Grove – extending into and on each side of the junction for 10m;
Henry’s Avenue With Unnamed Road Between No.19 And 21 Henry’s Avenue IG8 -
(a) Unnamed Road – extending into the junction for 10m;
(b) Henry’s Avenue – from the junction with unnamed Rd, north-eastwards for 8.1m and south-westward for 9.4m
Hoppett Road With Groveside Road – extending into and on each side of the junction for 10m;
Keynsham Avenue With Marion Grove IG8
(a) Marion Grove – both sides, between its junction with Marion Grove and the common boundary of Nos. 9/11.
(b) Keynsham Avenue – from its junction with Marion Grove, northwards to a point opposite the common boundary of Nos. 38/40 and southwards for 6m.
Little Friday Road With Hoppett Road – extending into and on each side of the junction for 10m;
Maple Avenue With Lilac Close – extending into and on each side of the junction for 10m;
Mapleton Road With Stapleford Close-
(a) Mapleton Road – from its junction with Stapleford Close, south-eastwards for 10m and westwards to a point 4m west of the eastern wall of No.1 Stapleford Close;
(b) Stapleford Close – from its junction with Mapleton Road,
(1) The East Side, to the projected northern wall of No. 40 Mapleton Road; and
(2) The West Side, to the common boundary of Nos. 2 and 3 Stapleford Close.
Mapleton Road With Tiptree Close-
(a) Mapleton Road – from its junction with Tiptree Close, north-westwards to the common boundary of Nos. 75/77 and south-eastwards, to a point 5.4m south-east of the eastern wall of No. 71;
(b) Tiptree Close – from its junction with Mapleton Road,
(1) The South-East Side for 14.7m; and
(2) The North-West Side for 16.4m.
Mount Echo Drive With Sunset Avenue – extending into the junction on the east side for 11.9m and on all other sides for 10m;
Mount Echo Avenue With Nevin Drive –
(1) Extending Into On The South Side and on each side of the junction for 10m;
(2) Extending Into On The North Side of the junction to the common boundary of No. 1/3 Nevin Drive;
Oak Hill With Hollywood Way IG8;
(a) Oak Hill – from its junction with Hollywood Way, north-eastwards of the junction for 11.5m;
(b) Hollywood Way – from its junction with Oak Hill,
(1) The North-West Side, to the south-eastern wall of No.80 and;
(2) The South-West Side, to the south-eastern wall of No. 75.
Oak Hill Crescent With Oak Hill IG8 – both sides, extending into the junction for 8m;
Oak Hill With Holly Crescent IG8
(a) Holly Cres – both sides, between its eastmost junction with Oak Hill and a point 7.3m north-west of the south-eastern projected wall of No. 75 Hollywood Way;
(b) Oak Hill – from its eastmost junction with Holly Crescent, north-eastward for 16m and south-westwards for 8.8m
Ropers Avenue,
(a) the north-east to southwest arm – the north-west side,
(1) for 10m west and 10m east of the westernmost junction of the crescent section of Ropers Avenue, and
(2) for 10m west and 11m east of the easternmost junction of that said crescent;
(b) The Crescent Section:
a. Its Easternmost Junction, both sides, from its junction with the north-east to southwest arm of Ropers Avenue to a point 5m south-east of the common boundary of Nos. 64/66
b. Its Westernmost Junction, from its junction with the north-east to southwest arm of Ropers Avenue
i. East Side, north for 13.5m
ii. West Side, north for 10m
Sinclair Road With York Road –
(a) Sinclair Road – both sides, between its junction with York Road and the common boundary of Nos. 66/68
(b) York Road – from its junction with Sinclair Road, northwards for 9m and southwards for 8.2m;
South Avenue With Margaret Avenue – extending into and on each side of the junction for 10m;
Valance Avenue With Littleton Avenue – extending into and on each side of the junction for 15m;
Valley Side With Lawrence Hill;
(a) Lawrence Hill – from its junction with Valley Side
(1) The North-East Side, to the north-western wall of No. 40; and
(2) The South-West Side, for 13.5m and;
(b) Valley Side – on each side of the junction for 10m;
Waltham Way With Valley Side;
(a) Valley Side – both sides, between its junction with Waltham Way and 3.6m north-west of the common boundary of Nos. 106/108 and;
(b) Waltham Way – on each side of the junction for 10m;
Waterhall Avenue With Nightingale Close;
(a) Nightingale Close – both sides, between its junction with Waterhall Avenue and the eastern wall of No. 10 Waterhall Avenue;
(b) Waterhall Avenue – from its junction with Nightingale Close, northwards to the common boundary of Nos. 6/8 and southwards for 10m.
Woodside Gardens With Cranston Gardens – extending into and on each side of the junction for 10m;
3. Copies of the order, which will come into operation from 14th September 2026, and all other relevant documents can be inspected until the expiration period of 6 weeks from that date on request by either emailing: traffic.scheme@walthamforest.gov.uk, or visiting (by appointment), The Highways and Traffic Management Office, Low Hall, Argall Avenue, E10 7AS, during normal office hours on Mon to Fri inclusive; or alternatively, documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.
4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the RTRA 1984, or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Order may, within six weeks of the making of the Order, make application for the purpose to the High Court.
