GOSFORD & WATER EATON: BICESTER ROAD – PROPOSED TOUCAN CROSSING, BUS STOP CLEARWAYS & SHARED-USE PATH

NOTICE IS HEREBY GIVEN that Oxfordshire County Council under the Road Traffic Regulation Act 1984 & the Highways Act 1980 proposes to construct the following features on Bicester Road in Gosford, which are being put forward as a result of adjacent development on Water Eaton Lane for residential purposes, and to help improve road safety for vulnerable road users in the area:

1. A new Toucan Crossing (a signal-controlled crossing for use by both pedestrians and pedal cyclists) – to be located approx. 265 metres south of its junction with Water Eaton Lane,

2. two new Bus Stop Clearways (with associated ‘No stopping except buses’ restrictions) – to be approx. 13 metres in length, and located on either side of the carriageway approx. 44 metres north of the proposed crossing on the eastern side & 66 metres north on the western side, and

3. a new section of Shared-use foot & cycle path – to be approx. 3 metres wide, and located on the eastern side of the carriageway leading to/from the new residential development & the proposed crossing.

Footway improvements are also planned on the eastern side between the proposed bus stop & crossing, and all proposals remain subject to completion of the detailed design process if approved.

Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below (or via the web address above) no later than 09 October 2026. The County Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public. (STANTON ST JOHN, SHEPHERDS PIT LANE) (PROHIBITION OF MOTOR VEHICLES)

EXPERIMENTAL ORDER 2026

NOTICE IS GIVEN that on 7th September 2026 Oxfordshire County Council made the above experimental order under the Road Traffic Regulation Act 1984. The effect of the order, which comes into force on 21st September 2026 is to prohibit Motor Vehicles from entering Shepherds Pit Lane (except for access) from its junctions with Bayswater Road and Beckley Road/Wheatley Road (B4027), effectively covering its entire length. Access will be maintained for those walking, wheeling, cycling or horse riding.

Exemptions to the restriction will apply to Emergency service vehicles (including Police Vehicles on general patrol duties), Public Utility vehicles, Highway Maintenance vehicles, and for those vehicles requiring legitimate access to property or land adjacent to the closure (including for agricultural purposes).

The restriction forms part of the wider ‘Quiet Lanes’ policy & programme, which seeks to create rural connections that are free from motorised traffic, therefore enabling and encouraging more active forms of travel (i.e. walking or cycling) where suitable alternative routes are available for motor traffic.

The Experimental Order may remain in force for a maximum of 18 months. If the provisions of the experimental Orders are made permanent the measures will be incorporated into the existing Oxfordshire County Council local traffic orders.

The orders contain provisions allowing for the Corporate Director for Environment & Place to modify or suspend the Orders or any provisions of the Orders (if appropriate) in accordance with Section 10(2) of the Road Traffic Regulation Act 1984.

The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely. Any person may object to the making of an orders for the purposes of such indefinite continuation within a period of 6 months (a) beginning with the day on which an experimental Orders come into force or (b) if an Order is varied or modified by the Council pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification comes into force.

1. (VARIOUS ROADS – SOUTH OXFORDSHIRE) (MAP BASED) (PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION No. 33) ORDER 2026

2. (GARSINGTON PARISH) (SPEED LIMITS) ORDER 2026

NOTICE is given that on 1 September 2026 Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984, and which come into force on 7 September.

Order 1 resolves to reduce obstructive parking in the area and extends the existing ‘No Waiting at Any Time’ (double yellow lines) parking restrictions on both sides of Pettiwell north-eastwards for approx. 205 metres.

The Oxfordshire County Council (Various Roads – South Oxfordshire) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 is further amended, updating Map Tiles: ‘F178’ & ‘FJ78’ in the process.

Order 2 is to help facilitate the introduction of the above restrictions, with a minor amendment to the existing 20mph speed limit on Pettiwell – extending the limit south-westwards for an additional 25 metres in place of the unrestricted 60mph limit.

The Oxfordshire County Council (Garsington Parish) (Speed Limits) Order 2023 is therefore revoked/replaced.

(KENNINGTON AND SOUTH HINKSEY) (SPEED LIMITS) (No.2) ORDER 2026

NOTICE is given that on 7 September 2026 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The order, which comes into force on 14 September – in support of the A34 Lodge Hill Interchange Scheme – introduces a 40mph speed limit on Oxford Road/A4183, replacing the existing 50mph speed limit in its entirety between its junction with the Dunmore Road/Twelve Acre Drive roundabout at Abingdon, through Bagley Wood to the existing 40mph speed limit south of its junction with Hinksey Hill.

The Oxfordshire County Council (Kennington and South Hinksey) (Speed Limits) Order 2026 is revoked/replaced.
