LANCASHIRE COUNTY COUNCIL
(BROADWAY, SAGAR STREET, HOLME STREET, MANCHESTER ROAD, SCOTLAND ROAD, NEW SCOTLAND ROAD, RAILWAY STREET, NELSON, PENDLE BOROUGH) (TEMPORARY PROHIBITION OF THROUGH TRAFFIC) ORDER 2026

NOTICE IS HEREBY GIVEN that Lancashire County Council intend to make an Order under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to temporarily prohibit traffic on the roads set out in this notice.

1. No person shall cause any motor vehicle to proceed over those lengths of
I. Broadway, Nelson from its junction with Netherfield Road for approximately 85 metres in a north westerly direction.
II. Sagar Street, Nelson from its junction with Netherfield Road to its junction with Broadway.
III. Holme Street, Nelson from its junction with Sagar Street to its junction with Leeds Road.
IV. Manchester Road, Nelson from its junction with Kiln Street to its junction with Carr Road.
V. Scotland Road, Nelson from its junction with Bradley Road to M65 roundabout.
VI. Scotland Road, Nelson from its junction with forest Street to its junction with Market Street.
VII. New Scotland Road, Nelson from its junction with Leeds Road to its junction with Bradley Road
VIII. Railway Street, Nelson from its junction with Netherfield Road to its junction with Broadway.

2. Nothing in this order shall apply to persons engaged in the carrying out of the works.

3. The prohibition will be operative nightly from 2000 hours until 0500 hours on Monday 21st September 2026 until Monday 14th November 2026 or until completion of the works within this period. Access for emergency services will be maintained. The prohibitions will only be operative when indicated on site by the presence of the appropriate traffic signs in accordance with The Traffic Signs Regulations and General Directions 2016.

4. Vehicular access for residents will be maintained whenever and wherever possible. Emergency services access will be maintained whenever and wherever possible. Pedestrian access to properties will always be maintained.

5. A diversion will be signed locally.

The temporary prohibition is necessary to allow resurfacing works carried out by Lancashire County Council.

The prohibitions will only be operative on the following roads in the below schedule when indicated on site by the presence of the appropriate traffic signs in accordance with The Traffic Signs Regulations and General Directions 2016.
