(CHARLES STREET, ROOK STREET AND SCOTLAND ROAD, NELSON, PENDLE BOROUGH) (REVOCATION PROHIBITION
OF WAITING AND LIMITED WAITING)
ORDER 2026
NOTICE IS HEREBY GIVEN that on 28th August 2026 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the "Lancashire County Council (Pendle Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
a) Items (72)a)(ii), (289)b)(i), (289)c)(i), (289)c)(ii) and (289)d) of Schedule 10.01;
b) Item (2)b)(ii) of Schedule 12.054.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Charles Street, Nelson, the north west side, from its junction with the Centreline of Scotland Road for a distance of 12.5 metres in a north easterly direction;
b) Charles Street, Nelson, the south east side, from its junction with the Centreline of Scotland Road for a distance of 15 metres in a north easterly direction;
c) Rook Street, Nelson, the north west side, from its junction with the Centreline of Scotland Road for a distance of 10.5 metres in a north easterly direction;
d) Scotland Road, Nelson, the north east side from its junction with the Centreline of Rook Street for a distance of 6 metres in a north westerly direction;
e) Scotland Road, Nelson, the north east side, from a point 32 metres north west of its junction with the Centreline of Rook Street for a distance of 53 metres in a north westerly direction;
f) Scotland Road, Nelson, the south west side, from its junction with the projected Centreline of Rook Street to its junction with the Centreline of Westfield.
3. Introduce a limited waiting parking place for 1 hour with no return within 1 hour 8am - 6pm in Scotland Road, Nelson, the north east side, from a point 6 metres north west of its junction with the centreline of Rook Street for a distance of 26 metres in a north westerly direction.
This Order will come into force on the 14th September 2026. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Pendle Borough Council, No1 Market Street, Nelson, Lancashire, BB9 9LU, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website
quoting ref: LSG4/894_20818/AFR. Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
