(Hill Dickinson Football Stadium Area) (Various Roads) (Temporary Suspension of 40mph Speed Limit & One-Way Traffic) (Temporary Prohibition of Driving, One-Way Traffic, Prohibition of Waiting/Loading and Unloading & Prohibition of Stopping) Order, 2026
Notice is hereby given that the Council intends to make the above-mentioned Order under Section 14 of The Road Traffic Regulation Act, 1984, so as to: -
Part 1:
1. To prohibit any vehicle from proceeding on: - Athol Street, from its junction with Great Howard Street for a distance of 40m in an easterly direction; Bankfield Street; Bankhall Lane, from its junction with Studholme Street to its junction with Sandhills Lane; Barmouth Way; Birchall Street; Blackstone Street; Boundary Street, from its junction with Regent Road to its junction with Shadwell Street; Burton Street; Carlton Street; Clay Street; Cotton Street; Dickson Street; Dublin Street; Dunes Way; Foster Street; Fulton Street; Jesse Hartley Way; Luton Street; Milford Street; Oil Street; Porter Street; Regent Road, from its junction with Waterloo Road to its junction Bankfield Street; Regent Street; Saltney Street; Sandhills Lane; Sandon Way; Studholme Street, from its junction with Bankhall Lane to its most easterly extremity; Townsend Street; Triskellion Way; Vandries Street; Vulcan Street; Walter Street & Waterloo Road, from its junction with Paisley Street to its junction with Regent Road.
Part 2:
2. To prohibit any vehicle from proceeding on: - Blackstone Street, from its junction with Great Howard Street to its junction with Boundary Street); Boundary Street, from its junction with Blackstone Street to its junction with Barmouth Way; Derby Road, from its junction with Sandhills Lane to its junction with Blackstone Street; Great Howard Street, from its junction with Walter Street to its junction with Boundary Street; & Sandhills Lane, for periods of time of up to 25 minutes.
Part 3:
3. To prohibit any vehicle from proceeding in any direction, other than the direction stated, on: - (a) Boundary Street, from its junction with Blackstone Street to its junction with Great Howard Street, in a northerly then westerly direction; (b) Dublin Street, in a westerly direction; (c) Regent Road, from its junction with Boundary Street to its junction with Bankfield Street, in a northerly direction; (d) Regent Road, from its junction with Walter Street to its junction with Waterloo Road, in a southerly direction; & hellip; and as a contingency to support shuttle bus operations & hellip; (e) Boundary Street, from its junction with Great Howard Street to its junction with Boundary Street, in an easterly direction; & (g) Boundary Street, from its junction with Blackstone Street to the junction of Commercial Road/ Vauxhall Road, in an easterly direction.
Part 4:
4. To suspend any Traffic Regulation Order made by the Council insofar as it relates to: - (i) (a) the 40mph speed limit on Derby Road, from its junction with Junction Road to its junction with Boundary Street; & (b) Great Howard Street, from its junction with Boundary Street to its junction with Chadwick Street: & (ii) the one-way traffic flow on Sandon Way.
Part 5:
5. To vary any Experimental or Permanent Traffic Regulation Order made by the Council, to:
(a) prohibit waiting at any time, or waiting for the purposes of loading & unloading at any time, on - Bankfield Street, from its junction with Regent Road to its junction with Derby Road; Blackstone Street; Boundary Street; Bankhall Lane, from its junction with Sandhills Lane to its junction with Studholme Street; Fulton Street, from its junction with Blackstone Street for adistance of 30m in a northerly direction; Regent Road, from its junction with Walter Street to to its junction with Boundary Street; Saltney Street, from its junction with Regent Road for a distance of 30m in an easterly direction; & Walter Street, from its junction with Regent Road for a distance of 30m in an easterly direction;
(b) prohibit waiting at any time, waiting for the purposes of loading & unloading at any time, or stopping at any time, except for Hackney Carriages, on - Dublin Street, northerly side; Boundary Street, southerly side, from its junction with Shadwell Street to its junction with Walmsley Street; & Sandhills Lane, southerly side, from its junction with Dunes Way to its junction with Commercial Road; &
(c) prohibit waiting at any time, or waiting for the purposes of loading or unloading at any time, or stopping at any time, except for coaches or buses, on - Bankfield Street, both sides; Bankhall Lane, both sides, from its junction with Studholme Street to its junction with Sandhills Lane; Boundary Street, both sides, from its junction with Blackstone Street to its junction with Luton Street; Regent Road, both sides, from its junction with Boundary Street to its junction with Bankfield Street; & Sandhills Lane, northerly side, from its junction with Dunes Way to its junction with Commercial Road. General
6. This Order will be operational (in part or in full as required) for periods of time as determined necessary prior to, during and after an event being held at Everton Stadium (Goodison Park), between the hours of 7am and 11.59pm, from the 26 September 2026 until the 30 June 2027.
7. If a vehicle is left at any time in contravention of a provision of Articles 5(a), 5(b) and 5(c) of this Order a penalty charge shall be payable.
8. In the case of a vehicle in respect of which a penalty charge is payable, a penalty charge notice showing the information required by The Traffic Management Act 2004 may then be issued by a civil enforcement officer in accordance with the requirements of that Act and any Statutory Instruments made by the Secretary of State there under.
9. Any person who contravenes Articles 1, 2, 3 and 4 of this Order, or who uses a vehicle, or causes or permits a vehicle to be used in contravention of Articles 1, 2, 3 and 4 of this Order, shall be guilty of an offence.
