3) Schedule 17 - the new Prohibition of Loading & Unloading at any time on:- (a) Boundary Street (north side) from a point - (i) 68m from its junction with Latimer Street to its junction with Vauxhall Road in a south-westerly direction; (ii) 121m from its junction with Boundary Street for a distance of 21m in a south-westerly direction; (iii) 192m from its junction with Vauxhall Road for a distance of 236.5m in a south-westerly direction; (b) Boundary Street (north side) from its junction with Vauxhall Road for a distance of 88.2m in a south-westerly direction; (c) Boundary Street (south side) from a point - (i) 68m from its junction with Latimer Street to its junction with Vauxhall Road in a south-westerly direction; (ii) 204.5m west of its junction with Vauxhall Road for a distance of 36.5m in a south-westerly direction; (iii) 294m from its junction with Vauxhall Road for a distance of 134.5 metres in a south-westerly direction; & (d) Boundary Street (south side) from its junction with Vauxhall Road for a distance of 166.5m in a south-westerly direction.

(4) Schedule 18 - the new Prohibition of Loading & Unloading (10am-12 midnight) on Boundary Street (south side) from a point: - (i) 16m from its junction with Steel Court for a distance of 43m in a south-westerly direction; & (ii) 99m from its junction with Steel Court for a distance of 52m in a south-westerly direction.

9. In relation to Boundary Street, this Part of the Notice is for the purpose of enabling the Council to discharge its statutory duty to secure the safe, convenient, and expeditious movement of traffic on its highway network. 

The temporary measures set out herein are necessary to facilitate effective traffic management in response to operational demands arising from the Hill Dickinson Stadium on event days. Furthermore, in relation to Hankin Street, this Notice is required to facilitate the continued operation of local businesses, particularly those between Nº3 - Nº13 Stanley Road, Kirkdale, and to support the broader aims of the Hill Dickinson Stadium/Bramley Moore Docks Area Scheme.

The exceptions referred to in Articles 8(2), 8(3) & 8(4) only will enable a vehicle to wait for so long as is necessary to enable:- (a) a person to board or alight from the vehicle; (b) the vehicle, if it cannot conveniently be used for such purposes in any other road, to be used in connection with any of the following operations, namely: - (i) building, industrial or demolition operations; (ii) the removal of any obstruction to traffic; (iii) the maintenance, improvement or reconstruction of the said sides of lengths of roads; (iv) the laying, erection, alteration or repair in, or in land adjacent to, the said sides of lengths of roads of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus as defined in Section 4 of The Telecommunications Act, 1984, including telephone kiosks; (c) the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority in pursuance of statutory powers or duties; (d) the vehicle to be used by a postal operator for the purpose of delivering or collecting postal packets from premises or postal boxes adjacent to the said sides of lengths of roads; (e) the vehicle to be used in connection with any wedding or funeral; (f) the vehicle to be used for fire brigade, ambulance or police purposes; (g) the vehicle which, for a period not exceeding three hours, displays a valid disabled person’s badge and parking disc/clock and that same vehicle is to be used by a disabled person whose badge and parking disc/clock is correctly on display in accordance with the Department for Transport’s guidebook, “The Blue Badge Scheme: Rights And Responsibilities In England” (excluding Articles 8(3) & 8(4)); (h) to enable goods to be loaded on to or unloaded from the vehicle (excluding Articles 10(3) & 10(4)); or (i) the vehicle to wait upon an authorised parking place; or being a hackney carriage, to wait upon a hackney carriage stand.

General
10. This Order will be operational from the 30 September 2026 until the 30 March 2028, or for such a lesser period of time as dictated by the formal introduction of two new Experimental Traffic Regulation Orders, and is to facilitate the continued operation of local businesses surrounding the Hill Dickinson Stadium/Bramley Moore Docks Area and to support the broader aims of the overall Hill Dickinson Stadium/Bramley Moore Docks Area Scheme.

11. If a vehicle is left at any time in contravention of a provision of Articles 1(3)(A), 1(3)(B1), 1(3)(B2), 1(3)(B3), 1(3)(B3), 1(3)(B4), 1(4), 2(3)(A), 2(3)(B), 2(4), 3(C), 3(D), 3(E), 6(4), 6(7), 6(11), 6(12), 8(2), 8(3) & 8(4) of this Order a penalty charge shall be payable.

12. In the case of a vehicle in respect of which a penalty charge is payable, a penalty charge notice showing the information required by The Traffic Management Act 2004 may then be issued by a civil enforcement officer in accordance with the requirements of that Act and any Statutory Instruments made by the Secretary of State there under.
