THE SURREY COUNTY COUNCIL

Amendments to Waiting, Loading and Unloading Restrictions and

Disabled Parking Places in D1169 Taynton Drive, Merstham in the Borough of Reigate and Banstead

Surrey County Council propose to make “The Surrey County Council (Various Roads in Reigate and Banstead) (Amendment of Waiting Loading and Unloading Prohibition and On-Street Parking Places Orders) Order 2018 (Amendment No. 10) Order 202-” under Sections 1(1), 2(1) to (3), 4(2), 32, 35, 36, 45, 46, 49, 51 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, the purpose and effect of which will be to make amendments to “The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition and Restriction of Waiting Loading and Unloading and Revocation) Order 2013” and “The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition of Stopping Outside Schools) Order 2013” so as to:- 

(1) introduce new School Keep Clear markings which will prohibit stopping between Monday to Friday 8.15am-9.15am and 2.45pm-4.30pm; 

(2) such restrictions will be installed on the northern side of D1169 Taynton Drive, Merstham extending from a point 2.4m west of the property boundary wall of No.79 westwards for a distance of 43m; and on the southern side D1169 Taynton Drive, Merstham, extending from the western property boundary wall of No.2 westwards for a distance of 37.5m; 

(3) the existing 39m of ‘single yellow line restriction’ on the northern side of D1169 Taynton Drive, Merstham and the existing 35m of ‘single yellow line restriction’ on the southern side of D1169 Taynton Drive, Merstham, as described above, will be revoked.

The usual exemptions for the prohibition of stopping shall apply, namely any person causing a vehicle to stop in order to avoid an accident or if required to do so by law; anything done with the permission of a police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council.

Certain drafting amendments to the following existing Orders are also proposed, which will not affect the operation of those prohibitions and restrictions:- 

(a) “The Surrey County Council (Various Roads in Reigate and Banstead) (Free Street Parking Places) (Disabled Persons) Order 2013”; 

(b) “The Surrey County Council (Various Roads in Reigate and Banstead) (Consolidation of Free Street Parking Places and Revocation) Order 2013”; (c) “The Surrey County Council Permit Holders On-Street Parking Place (Permit Zone) in the Borough of Reigate and Banstead Order 2015”; (d) “The Surrey County Council (Various Roads in Reigate and Banstead) (Residents’ On- Street Parking Places) Order 2013”; 

(e) “The Surrey County Council (Various Roads in Redhill Controlled Parking Zone) (Prohibition and Restriction of Waiting, Loading and Unloading and Free Street Parking Places) Order 2013”; 

(f) “The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition of Waiting) (Restricted Zone) Order 2019”; 

(g) “The Surrey County Council (Various Roads in Redhill Controlled Parking Zone) (Prohibition and Restriction of Waiting, Loading and Unloading and Free Street Parking Places) (No. 2) Order 2016”; 

(h) “The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition of Stopping Outside Schools) Order 2013”; 

(i) “The Surrey County Council (D1175) Quality Street and Old Mill Lane, Merstham in the Borough of Reigate and Banstead (On-Street Parking Place) (Restricted Zone) Order 2013”; 

(j) “The Surrey County Council (Gardens Estate Horley Controlled Parking Zone) (Prohibition and Restriction of Waiting and Free Street Parking Places) Order 2013”; 

(k) “The Surrey County Council (Various Roads in Reigate Controlled Parking Zone) (Prohibition and Restriction of Waiting, Loading and Unloading and Free Street Parking Places) Order 2013”; 

(l) “The Surrey County Council Reigate and Banstead (On-Street Car Club Parking Places) Order 2016”; 

(m) “The Surrey County Council (Various Roads in Reigate and Banstead) (Free On- Street Loading Bays) Order 2013”; 

(n) “The Surrey County Council (Borough of Reigate and Banstead) On-Street Bus Parking Places Order 2018”; 

(o) “The Surrey County Council (Various Roads in the Borough of Reigate and Banstead) Electric Vehicle Parking Places Order 2023”; and (p) “The Surrey County Council (Various Roads in the Borough of Reigate and Banstead) Parking Places for Which a Charge is Made Order 2024”.

A copy of this Notice, plans showing the lengths of roads to which the Order relate and a Statement of the Council’s reasons for proposing to make the Order may be viewed on-line at http://www.surreycc.gov.uk/roads-and-transport/policies-plans-consultations/roadsand-transport-consultations.    

These documents and copies of the proposed Order may also be viewed, free of charge at; (1) Merstham Library, Merstham Community Hub, 2a Portland Drive, RH1 3HY between 10am and 5pm on Mondays, Tuesdays and Wednesdays; between 10am and 1pm on Wednesdays and Thursdays; and between 10am and 4pm on Saturdays; (2) Reception, Reigate and Banstead Borough Council, Town Hall, Castlefield Road, Reigate, Surrey, RH2 0SH between 10am and 4pm Mondays to Fridays; (3) Reception, Surrey County Council, Hazel House, Merrow Lane, Guildford, Surrey, GU4 7BQ (by appointment) between 9am and 4pm Mondays to Fridays. If you wish to object to the proposed Orders, or make representations thereto, you must send the grounds for your objection or representations (including any in support) , by (1) using the online form via the webpage quoted above; or (2) in writing to Traffic Regulation Orders Team Hazel House, Merrow Lane, Guildford, Surrey, GU4 7BQ; by 2 October 2026.
