NOTICE IS HEREBY GIVEN that Hampshire County Council made the above-mentioned Orders on Tuesday 1st September 2026, in exercise of its powers and duties under Sections 1, 2, 3, 4, 5, 84 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, and having discharged its duty under section 122 of the Act.
GENERAL NATURE AND EFFECTS OF THE ORDERS:
ORDER 1(C896): Will be to implement 40 miles per hour speed limit on A3222 Welborne Link Road between its junction with A32 Wickham Road and its roundabout junction with the M27 motorway westbound slip road, including the circulatory carriageways of all roundabouts on the Welborne Link Road between those two points.
ORDER 2 (A2175): will be to implement a no waiting at any time restriction on A3222 Welborne Link Road between its junction with A32 Wickham Road and its roundabout junction with the M27 motorway westbound slip road, including the circulatory carriageways of all roundabouts on the Welborne Link Road between those two points.
ORDER 3 (A2176): Will be to:
(i) prohibit entry from A3222 Welborne Link Road (at its junction with the westbound off-slip onto teardrop roundabout) onto M27 westbound off-slip
(ii) prohibit entry from A3222 Welborne Link Road (at its junction with the eastbound off-slip onto A3222 Welborne Link Road) onto M27 eastbound off-slip
DATE OF OPERATION: The orders will come into force on Monday 14th September 2026.

(ii) Fareham Borough Council, Civic Offices, Customer Services, Civic Way, Fareham, PO16 7AZ (Opening hours: Monday to Friday 08,45 – 17.15)
(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 – 17.15; Fridays 8.30 – 16.45)

APPLICATION TO THE HIGH COURT: Any person desiring to question the validity of the Order or of any of its provisions on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act or of any relevant instrument made thereunder has not been complied with in relation to the Order may, by Friday 23rd October 2026 make application for the purpose to the High Court.
