Havant - Temporary Footpath Closure and Taxi Rank and Loading Restrictions

HAVANT FOOTBRIDGE REPLACEMENT WORKS:

TEMPORARY FOOTPATH CLOSURE, TAXI RANK AND LOADING RESTRICTIONS, HAVANT

NOTICE IS HEREBY GIVEN that Hampshire County Council intends to make the following Orders under Section 14 of the Road Traffic Regulation Act 1984 to allow works to be carried out on or near a footpath and road.

1) FOOTPATH TO BE CLOSED: Havant Footbridge and the approach footpaths between its junction with Havant Railway Station and its junction with Elmleigh Road.

ALTERNATIVE ROUTE: Waterloo Road, New Lane, Eastern Road, Leigh Road, Elmleigh Road.

2) TEMPORARY TAXI RANK: The existing limited waiting parking bay on North Street, Havant, will be suspended and a prohibition of stopping at any time except by taxis will be introduced.

3) TEMPORARY LOADING RESTRICTION: A prohibition of loading at any time will be introduced on the western side of Market Parade, Havant, between Nos. 1 and 11 Market Parade.

DURATION OF ORDERS:

1) Temporary Footpath Closure – From 28 September 2026 for a period of six months. The footbridge replacement project is expected to take approximately 12 months to complete. Hampshire County Council therefore intends to apply to the Secretary of State for an extension to the closure beyond the initial six-month period.

2) Temporary Prohibition of Stopping Except by Taxis– From 28 September 2026 for a period of 18 months, or until completion of the works, whichever is sooner. Notwithstanding this, it is anticipated that the restriction will be required for no longer than 12 months.

3) Temporary Prohibition of Loading at Any Time – From 28 September 2026 for a period of 18 months, or until completion of the works, whichever is sooner. Notwithstanding this, it is anticipated that the restriction will be required for no longer than 12 months and will operate only when indicated by traffic signs.

REASONS FOR RESTRICTIONS:

1) The footpath closure is required to enable Hampshire County Council to safely demolish the existing footbridge and construct a new, wider bridge. The replacement bridge will provide improved accessibility for pedestrians and additional space for cyclists.

2) The temporary prohibition of stopping except by taxis on North Street is required to accommodate displaced taxi operations during works associated with the replacement of Havant Footbridge and the temporary closure of taxi facilities within the Havant Railway Station area.

3) The temporary prohibition of loading at any time is required to facilitate the use of Market Parade as a temporary location for rail replacement buses.
