HARWELL: A417 READING ROAD – PROPOSED TOUCAN CROSSING
NOTICE IS HEREBY GIVEN that Oxfordshire County Council under the Road Traffic Regulation Act 1984 & the Highways Act 1980 proposes to construct a new Toucan Crossing (a signal-controlled crossing for use by both pedestrians and pedal cyclists) on the A417 Reading Road, in Harwell.
The crossing will be located between the junctions with the B4493 Wantage Road & Winaway – and is being put forward to help improve road safety for vulnerable road users in the area.
The proposals remain subject to completion of the detailed design process if approved.
Documents giving more details of the proposals are available for public inspection online by visiting https://letstalk.oxfordshire.gov.uk Hard copies may also be made available on request.
Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below (or via the web address above) no later than 09 October 2026. The County Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public. Prohibition of Through Traffic
Date of Order: 21 September 2026
Coming into force: 28 September 2026
This Order is being introduced because of gas main replacement works which are anticipated to be completed on 4 December 2026. The effect of the Order is to temporarily prohibit any vehicle proceeding in the section of Buckland Road from its junction with Aston Road (B4449) to Meadow Arch Bridge. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic affected by the closure will be signed locally. This Order is being introduced because of excavation to install fibre cables which is anticipated to take 4 weeks in three phases to be completed. The effect of the Order is to temporarily prohibit vehicles proceeding in the section of unnamed road running from Reading Road to Betterton House. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. Proposed diversion route: Continue on end of Road Running from Reading Road to Betterton House. Turn right onto Reading Road. Continue for approx. 2.4km. Turn right on The Greenway. Follow the road onto Ginge Road. Continue for approx. 2km. Turn right onto Road running through East & West Ginge. Vice versa. This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T18410/MR)

30 mph Speed Limit

This Order is being introduced for road safety because the existing A420 junction is being widened and changed to a signalized junction from a give way reduction. The current 50mph will temporarily be reduced to 30mph for approximately 200 metres either side of the Coxwell Road junction. The work and speed restriction are anticipated to be completed by April 2027. Exemptions are included for emergency service vehicles. Appropriate traffic signs will be displayed to indicate when and where the measures are in force. The relevant part of the “Oxfordshire County Council (A420 Bourton to Hinton Waldrist) (50 Mph Speed Limit) Order 2026” will be temporarily suspended. This Order is being introduced in the interests of safety for the workforce and road users because of junction improvement works. The speed limit will be temporarily reduced from 60mph to 30mph along that part of the A420 for 200 metres either side of the junction with Coxwell Road/Great Coxwell Road and work is anticipated to be completed April 2027. Exemptions are included for emergency service vehicles. Appropriate traffic signs will be displayed to indicate when the measures are in force. Appleford, Footpath Nos.106/8/10 & 373/31/10
Date of Order: 2 March 2026
Came into force: 6 March 2026
This Order was introduced because of construction of Didcot to Culham River Crossing drainage, earthworks and highways works which are anticipated to be completed November 2027. The effect of the Order is to close temporarily parts of Footpath Nos. 106/8/10 & 373/31/10 between Appleford and Sutton Courtenay. Exemptions are included for emergency services and for the Works. The footpaths will be reinstated when works are complete. The diversion route is via the footpath north of the B4016 and utilize the existing trackway running adjacent to the B4016. Footpath will be fenced to prevent unauthorized access to the adjacent finger lakes. Appropriate signs will be displayed to indicate when the measures are in force. The order, with the consent of the Secretary of State for Transport is extended until 30 November 2027 or until the works are completed whichever is the sooner.
