Dell Piece & B2149 Havant Road, Havant - 30mph speed limit

NOTICE IS HEREBY GIVEN that Hampshire County Council (“the Council”) proposes to make the above-mentioned Order, in exercise of its powers and duties under Sections 82, 83, 84 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 to the Act, and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act.  
GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to: (i)        designate B2149 Dell Piece East between its roundabout junction with B2149 Havant Road and a point 130 metres west of that junction (previously national speed limit) as a Restricted Road (30mph) (ii)       implement a 30mph speed limit on B2149 Havant Road between a point 55 metres north of its roundabout junction with B2149 Dell Piece East and a point 17 metres south of its junction with Pyle Lane, an approximate distance of 536 metres (previously national speed limit)            (iii)      implement a 40mph speed limit B2149 Havant Road between a point 17 metres south of its junction with Pyle Lane and a point 320 metres south of that point. (previously national speed limit)   This order will revoke and re-instate ‘The Hampshire (Various Roads, Clanfield and Horndean) (Restricted Road and 30, 40 and 50 Miles Per Hour Speed Limit) (No. 2) Order 2017’ with no change of substance save for the extended 30 miles per hour limit, described above, the revocation of schedule I restricted roads from the original 2017 order (with the exception of Dell Piece East – (i), above). However, these restricted roads contained within schedule I will remain by virtue of section 82(1)(a) of the Act, 30 miles per hour with no requirement for an Order.

OBJECTIONS AND OTHER REPRESENTATIONS: All objections/other representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email public.notices@hants.gov.uk quoting reference: C895/KK, by Friday 9th October 2026. All objections must state the grounds on which they are made. Under the requirements of current access to information legislation, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.   TITLE: The order, if made, will be known as “The Hampshire (Various Roads, Clanfield and Horndean) (30, 40 and 50 Miles Per Hour Speed Limit) Order 2026.”
