Multiple Roads, Hampshire - Multiple Temporary Restrictions

NOTICE IS HEREBY GIVEN that Hampshire County Council made the above-mentioned Order on Tuesday 1st September 2026, in exercise of its powers and duties under Sections 1, 2, 4, 5, 32, 35, 45, 46, 39, 53 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 of the Act and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, and having discharged its duty under section 122 of the Act.
General nature and effects of the Order: Will be to:  (i) implement ‘No Waiting at Any Time’ restrictions as follows: (a) Oaklands Close – Both Sides - Between its junction with Romsey Road and a point 15 metres north-east. (b) Olivers Battery Road south – Both sides - Between a point 69 metres south of its junction with Compton Way and a point 89 metres south of that point. (c) Old Kennels Lane – South side - Between its junction with Olivers Battery Road South and a point 40 metres west of that junction. (d) Old Kennels Lane – North side - Between its junction with Olivers Battery Road South and a point 43 metres west of that junction. (e) Old Kennels Lane – North side - Between its junctions Mount View Road and Braeside Close, an approximate distance of 55 metres. (f) Old Kennels Lane – South & east side - Between a point 40 metres west of its junction with Farley Close and a point 90 metres west and south of that point. (g) Minden Way – South-west side - Between its junction with Stanmore Lane to a point 11 metres south of its junction with Walpole Road. (h) Minden Way – South-east side - Between its junction with Stanmore Lane and a point 10.0 metres south of that junction (i) Kilham Lane – Both Sides - Between a point 20 metres north of its junction northern junction with Woodfield Drive and a point 20 metres south of that junction. (j) Woodfield Drive – Both sides - Between its junction with Kilham Lane and a point 20 metres north-east of that junction. (k) Moorside Road – West side - Between a point 127.0 metres north of its junction with Easton Lane and a point 777 metres north of that junction. (l) Moorside Road – East side - Between a point 477.7 metres north of the junction with Easton Lane and a point 761 metres north and west of that junction. (m) Marnhull Rise – West side - Between its junction with Sarum Road and a point 31 metres south thereof. (n) Marnhull Rise – East Side – Between its junction with Sarum Road and a point 20 metres south thereof.  (ii) implement a ‘No Waiting 8.00am to 10.00pm Monday to Saturday’ restriction on the north and west side of Marnhull Rise, between a point 72 metres south of its junction with Sarum Road and a point 27 metres further south. (iii) Implement a ‘Limited Waiting 4 Hours No Return in 2 Hours’ restriction on the east side of Olivers Battery Road south, between a point 14 metres south of its junction with Downlands Road and a point 46 metres south of that junction. This Order will revoke and reinstate The Hampshire (Various Roads, Winchester) (Parking Places and Restriction of Waiting) (Controlled Zone) (Consolidation) Order 2010 (Variation No. 52) Order 2018 [Seal Register 10422] with no change of substance save for the details above. 
DATE OF OPERATION: The order will come into force on Monday 14th September 2026.

APPLICATION TO THE HIGH COURT: Any person desiring to question the validity of the Order or of any of its provisions on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act or of any relevant instrument made thereunder has not been complied with in relation to the Order may, by Friday 23rd October 2026 make application for the purpose to the High Court.
