bod CYNGOR SIR FYNWY, Neuadd y Sir, y Rhadyr, Brynbuga, NP15 1GA ("y Cyngor") yn Bwriadu gwneud Gorchymyn yn unol â'r pwerau a roddwyd gan Adran 14(1)(a) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984:  

1. Daw’r Gorchymyn i rym ar 21ain Medi 2026 a bydd yn parhau i fod mewn grym am gyfnod nad yw'n hwy na 18 mis neu nes bod y gwaith y cynigir ei wneud wedi'i gwblhau, pa un bynnag yw'r cynharaf. Disgwylir y bydd y gwaith yn cael ei gwblhau rhwng 21ain Medi 2026 a’r 21ain Medi 2027, gan weithredu rhwng 22:00-06:00. Dim ond ar y dyddiadau penodol a nodir isod y bydd y ffyrdd yn cael eu cau. Sylwch y gallai fod angen dyddiadau cau ychwanegol yn y dyfodol i hwyluso danfon deunyddiau a pheiriannau i'r safle. Mae dyddiadau cau’r ffyrdd wedi'u trefnu ar gyfer oriau'r nos lle bynnag y bo modd, er mwyn lleihau'r aflonyddwch i draffig a defnyddwyr ffyrdd. Disgwylir i’r ffyrdd gau dros nos gan ddechrau rhwng 21ain Medi 2026 a’r 2ail Hydref 2026, gan weithio rhwng 22:00-06:00 (dros nos yn unig).  

2. Mae'r Gorchymyn yn angenrheidiol i ganiatáu cludo deunyddiau a pheiriannau mewn modd diogel i’r lleoliad. Bydd mynediad rhesymol yn cael ei gynnal ar gyfer eiddo sydd ar hyd y ffyrdd a effeithir arnynt tra y bydd yr heol ar gau.  

3. Effaith y Gorchymyn fydd:
I. Cau dros dro ran o'r A4143 Heol Merthyr, Y Fenni, Sir Fynwy, ~350m o’r gyffordd â Ffordd Zinnia am ~295m.
II. Effaith y gorchymyn fydd cau dros dro ran o Heol Merthyr, Y Fenni, Sir Fynwy, ~240m o’r gyffordd â Stryd Tudor am ~50m.  

4. Bydd llwybr dargyfeirio fel a ganlyn:
I. Llwybr Dargyfeirio A: A4143 Llan-ffwyst i'r Fenni, A40 Heol Aberhonddu, A40 Heol y Parc, A40 Heol Henffordd, A40 Stryd y Mynach, A40 Stryd y Groes, Stryd Isaf y Castell, Stryd y Castell, Stryd y Tudor, Heol Merthyr.
II. Llwybr Dargyfeirio B: A4143 Llan-ffwyst i'r Fenni, A40 Heol Aberhonddu, A40 Heol y Parc, A40 Heol Henffordd, A40 Stryd y Mynach, A40 Stryd y Groes, A40 Heol Trefynwy, A465, Heol Blaenau’r Cymoedd i'r Gorllewin, Heol Zinnia, A4143.

5. Gellir enwi'r Gorchymyn hwn fel Gorchymyn Rheoleiddio Traffig Dros Dro A4143 Heol Merthyr a Heol Merthyr, Y Fenni, Sir Fynwy 2026.  

6. Yn sgil Adran 16(1) Deddf Rheoleiddio Traffig Ffordd 1984 bydd person sy'n torri cyfyngiad neu waharddiad a osodir dan Adran 14 y Ddeddf yn euog o drosedd.

TEMPORARY TRAFFIC REGULATION NOTICE
SECTION 14 - ROAD TRAFFIC REGULATION ACT 1984  

MONMOUTHSHIRE COUNTY COUNCIL
(A4143 MERTHYR ROAD and MERTHYR ROAD, ABERGAVENNY, MONMOUTHSHIRE)
TEMPORARY TRAFFIC REGULATION NOTICE 2026
 

NOTICE IS HEREBY GIVEN that MONMOUTHSHIRE COUNTY COUNCIL of County Hall, The Rhadyr, Usk, NP15 1GA (“the Council”) Intends to make an order pursuant to the powers conferred by Section 14(1)(a) of the Road Traffic Regulation Act 1984  

1. The Order shall come into operation on the 21st September 2026 and will continue to be in force for a period not exceeding 18 months or until the works which it is proposed to carry out have been completed, whichever is the earlier. It is anticipated that the works will be completed between 21st September 2026 and 21st September 2027, operating between 22:00-06:00. The closure will only come into effect on the specific dates identified below. Please note that additional closure dates may be required in the future to facilitate the delivery of materials and machinery to the site. The closures have been scheduled for night time hours wherever possible, in order to minimise disruption to traffic and road users. The night closures are anticipated to commence between the 21st September 2026 and 2nd October 2026, operating between 22:00-06:00 (nights only)  

2. The order is necessary to allow the safe delivery of materials and machinery to take place in a safe manner at the location. Reasonable access will be maintained for properties fronting the affected lengths of road during the period of the closure.  

3. The effect of the order will be:
I. To temporarily close a section of A4143 Merthyr Road, Abergavenny, Monmouthshire, ~350m from its junction with Zinnia Way for ~295m.
II. The effect of the order will be to temporarily close a section of Merthyr Road, Abergavenny, Monmouthshire, ~240m from its junction with Tudor Street for ~50m.  

4. A signed diversionary route will be in place as follows:-
I. Diversion Route A: A4143 Llanfoist to Abergavenny, A40 Brecon Road, A40 Park Road, A40 Hereford Road, A40 Monk Street, A40 Cross Street, Lower Castle Street, Castle Street, Tudor Street, Merthyr Road.
II. Diversion Route B: A4143 Llanfoist to Abergavenny, A40 Brecon Road, A40 Park Road, A40 Hereford Road, A40 Monk Street, A40 Cross Street, A40 Monmouth Road, A465, Heads of the Valley Road West Bound Off Slip, Zinnia Way, A4143.
III. Diversion Route C: A4143 Llanfoist to Abergavenny, A40 Brecon Road, A40 Park Road, A40 Hereford Road, A40 Monk Street, A40 Cross Street, A40 Monmouth Road, A465, Heads of the Valley Road West Bound Off Slip, Zinnia Way, A4143, Merthyr Road, A4143 Safeway to Heads of the Valleys Road, Heads of the Valley Road East Bound On-Slip, A465, A40.

5. This order may be cited as the A4143 Merthyr Road and Merthyr Road, Abergavenny, Monmouthshire Temporary Traffic Regulation Order 2026  

6. By virtue of Section 16(1) of the Road Traffic Regulation Act 1984 a person who contravenes a restriction or prohibition imposed under Section 14 of the Act shall be guilty of an offence.
