ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)

Temporary Waiting Restrictions

Sandycombe Road, Richmond

(Reference 26/162)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to remove obstructive parking, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Sandycombe Road, Richmond.

2. Whilst the Order is in effect, waiting restrictions operating at any time will operate in Sandycombe Road on its eastern side, opposite the junctions of Gordon Road and Burdett Road. 6 parking bays in Zone KB will be suspended.

3. The order will come into effect on 14 September 2026. The order will remain in force for a period of 18 months.

4. The prohibitions apply only during such times and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

   (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

   (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

   (c) any vehicle being used for Police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

20 MILES PER HOUR SPEED LIMIT

PARTS OF HAMPTON WICK HIGH STREET, HAMPTON

COURT ROAD AND CHURCH GROVE. (Reference 26/168)

1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under section 84 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the 20 MPH SPEED LIMIT AMENDMENT ORDER will be to introduce a 20 mile per hour speed limit in the London Borough of Richmond upon Thames in all lengths of High Street, Hampton Wick, Hampton Court Road and Church Grove, in the vicinity of Kingston Bridge Roundabout. The speed limit is currently 30 miles per hour in these lengths of road.
   1. Copies of the proposals, a plan showing the location and effect of the Order and the Council’s Statement of Reasons for making the Order:-

      (a) can be inspected, quoting Reference 26/168, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

      (b) may be viewed on the Council’s web-site at https://www.richmond.gov.uk/services/roads_and_transport/vehicles/road_regulations/public_notices 

   2. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ by no later than 25 September 2026, giving the grounds of their objection. Representations may also be sent by email to trafficorders@richmond.gov.uk.

   The Vineyard, Richmond. (Reference 26/164)

   1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer connection works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in The Vineyard, Richmond.

   2. Whilst the works takes place no person shall cause or permit any vehicle to proceed, wait or stand in The Vineyard, Richmond from the junction with The Hermitage to the junction with Lancaster Park.

   3. The order will come into effect 14 September 2026. These works are anticipated to be in progress from 14 September to 21 September 2026. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

   4. Whilst the closure is in place an alternative route for traffic will be via The Vineyard, Lancaster Park. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

   5. Nothing in the Order applies to:

      (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

      (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

      (c) any vehicle being used for Police, fire brigade or ambulance purposes.

      1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water connection and sewer works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Wensleydale Road, Hampton.

      2. Whilst the work takes place no person shall cause or permit any vehicle to proceed, wait or stand in Wensleydale Road, outside number 6.

      3. There will also be parking restrictions in place from the junction with Tudor Road to outside number 6 on both sides of the road.

      4. The order will come into effect on 14 September 2026. The works are anticipated to be in progress from 14 September to 18 September 2026. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

      5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
