Proposed Introduction And Removal Of Disabled Persons Parking Places - The Merton (Free Parking Places) - (Disabled Persons) (No. 297) Order 2026 - The Merton (Parking Places) (3E) - (Amendment No. 2) Order 2026 - The Merton (Parking Places) (GC3) - (Amendment No. 3) Order 2026 - The Merton (Parking Places) (S1) - (Amendment No. 2) Order 2026
1. NOTICE IS HEREBY GIVEN that the Council of THE LONDON BOROUGH OF MERTON made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

2. The General Effect Of The ‘Free Parking Places’ Order Will Be To:-
(a) designate a parking place on the carriageway at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as the ‘Blue Badge’) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) relocate the disabled persons parking place outside Nos. 31 and 32 Merevale Crescent north-eastward for a distance of 1 metre;
(f) revoke the redundant disabled persons parking places in Manor Way and outside No. 9 Effra Road.

3. The general effect of the ‘Parking Places Amendment’ Orders will be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads.

4. A copy of the Orders which will come into operation on 14 September 2026, and other documents giving more detailed particulars of the Orders, can be inspected Monday to Friday during normal office hours at: Merton Link, Merton Civic Centre, London Road, Morden, SM4 5DX.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within 6 weeks of the date on which the Orders were made make application for the purpose to the High Court.

Chestnut Grove, CR4; the east side, from the common boundary of Nos. 74 and 76 Chestnut Grove, southward for a distance of 6.6 metres.
Faraday Road, SW19; the north-west side, from the common boundary of Nos. 18 and 20 Faraday Road, north-eastward for a distance of 6.6 metres. (CPZ 3E)
Marham Gardens, SM4; the west side, from a point 2.4 metres north of the northernmost property boundary of No. 8 Marham Gardens, northward for a distance of 6.6 metres.

LONDON BOROUGH OF MERTON - Road Traffic Regulation Act 1984 - Section 14(1) - (Kingston Road, SW19) - (Temporary Restriction Of Traffic) - Order 2026
1. The Council of THE LONDON BOROUGH OF MERTON hereby give notice that to facilitate crane works in Kingston Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During The Works, No Person Would Cause Or Permit Any Vehicle To:-
(a) proceed in Kingston Road, between its junction with Mayfield Road and its junction with Kingswood Road; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the length of road specified in paragraph (a) above; or
(c) enter or proceed in the footway on the north side of the length of road specified in sub-paragraph (a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular traffic affected by road closure should proceed via: Mayfield Road and Kingswood Road or vice-versa.

5. Pedestrians affected by the footway closure should proceed using the footway opposite or as directed by signage.

6. Nothing in the Order would apply:-
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation from 22:00 on Saturday 26 September 2026 to 07:00 Sunday 27 September 2026. However, the Order would remain in force for a maximum period of 3 months.

LONDON BOROUGH OF MERTON - Road Traffic Regulation Act 1984 -Section 14(1) - (Harcourt Road, SW19) - (Temporary Restriction Of Traffic) - Order 2026
1. The Council of THE LONDON BOROUGH OF MERTON hereby give notice that to facilitate water connection works, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic from entering, proceeding or waiting, including in any parking places, in Harcourt Road.

2. During The Works No Person Would:-
(a) cause or permit any vehicle to enter or proceed in Harcourt Road, from a point outside the common boundary of Nos. 8 and 9 Harcourt Road to a point outside the common boundary of Nos. 11 and 12 Harcourt Road; or
(b) enter or proceed in the northern footway the length of road that extends between the common boundary of Nos. 1 and 2 Harcourt Road and the common boundary of Nos. 4 and 5 Harcourt Road; or
(c) cause or permit any vehicle to wait, including for the purpose of loading or unloading a vehicle, in the length of road specified in sub paragraph 2(a) above; or adjacent to the length of road specified in sub paragraph 2(b) above.

3. Any designated parking place situated in the road or lengths of road specified in paragraph 2 above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply:-
(a) any vehicle being used in the execution of the said works or for the loading or unloading of construction vehicles; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) any person requiring vehicular access to properties adjacent to the lengths of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed via: Palmerston Road, Granville Road, Russell Road and Kingston Road or vice versa.

7. Pedestrians affected by the footway closure should proceed using the footway opposite or as directed by signage.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into operation on 28 September 2026, and it is anticipated the works would be completed on 2 October 2026. However, the Order would remain in force for a maximum period of 3 months should further works be required.
