What is happening?
THE HAMPSHIRE (THE BOROUGH OF TEST VALLEY) (PROHIBITION AND RESTRICTION OF WAITING AND PARKING PLACES) (CONSOLIDATION) ORDER 2021 (VARIATION NO. 4) ORDER 2026
NOTICE IS HEREBY GIVEN that Hampshire County Council made the above-mentioned Order on Tuesday 25th August 2026, in exercise of its powers and duties under Sections 1, 2, 3, 4, 32, 35, 45, 46, 47, 49, 51 and 53 of the Road Traffic Regulation Act 1984 ("the Act)], Part IV of Schedule 9 of the Act and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, and having discharged its duty under section 122 of the Act.
GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to amend the following parking places as specified in the Schedules below:
Schedule 1: Revoke The Following Parking Places: Roads in Andover
Bere Hill Crescent (spine) - North-east side - From a point 161m north-east and south-east of its junction with Leigh Road to a point 6m further south-east Bere Hill Crescent (spine) - North-east side - From a point 177m north-east and south-east of its junction with Leigh Road to a point 6m further south-east Hawke Close (Admirals Way spine) - South side - From a point 267m east of its junction with London Road to a point 6.5m further east Jasmine Court, Floral Way (NE spur 3) - North-west side - From a point 21m north-west of its junction with Floral Way to a point 5m further north-west Jervis Court (Admirals Way NE spur) - East side - From a point 70m north and 57m east of its junction with Admirals Way (spine) to a point 5m further east Tintagel Close (spine) - West side - From a point 202m west and south of its junction with King Arthurs Way to a point 2.4m further south

Chambers Avenue - South side - From a point 243m east of its junction with Hillside Avenue to a point 7.5m further east Pinewood Close (turning head - East spur) - South side - From a point 6m east of its junction with Pinewood Close (spine) to a point 2.4m further east Schedule 2: Revoke disabled persons parking place and provide limited waiting Mon-Fri 10am-3pm 2 hrs no return 2 hrs or permit holders only for the following road in Andover:
South End Road - South side - From a point 172m east of its junction with Old Winton Road to a point 6m further east
Schedule 3: Revoke disabled persons parking place and provide limited waiting Mon-Fri 10am-3pm 2 hrs No return 2 hrs or Permit Holders Only (Station Zone V) Mon-Fri 10am-3pm for the following road in Andover:
Hanson Road - North side - From a point 110m west of its junction with Mylan Road to a point 6m further west
Schedule 4: Revoke disabled persons parking place and provide permit parking only (Area Q) for the following road in Romsey:
Hollman Drive - West side - From a point 27m north of its junction with Mill Lane to a point 6.5m further north
Schedule 5: New disabled persons parking place in Andover: Jervis Court (Admirals Way NE spur) - North side - From a point 70m north and 40m east of its junction with Admirals Way (spine) to a point 2.4m further east
DATE OF OPERATION: The order will come into force on Saturday 3rd September 2026.

(ii) Test Valley Borough Council, Andover Offices, Beech Hurst, Weyhill Road, Andover, SP10 3AJ (Opening hours: Monday - Thursday: 08.30 - 17.00; Friday: 08.30 - 16.30)
(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 - 17.15; Fridays 8.30 - 16.45)

APPLICATION TO THE HIGH COURT: Any person desiring to question the validity of the Order or of any of its provisions on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act or of any relevant instrument made thereunder has not been complied with in relation to the Order may, by Friday 16th October 2026 make application for the purpose to the High Court.
