What is happening?

TRAFFIC ORDER PROPOSALS –

PARKING RESTRICTIONS ON FLAXFIELD ROAD, BASINGSTOKE

NOTICE IS HEREBY GIVEN that Hampshire County Council (“the Council”) proposes to make the above-mentioned Order, in exercise of its powers and duties under Sections 1, 2, 3, 4, 5, 32, 35, 45, 46, 47, 49, 51, 53 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 to the Act, and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act.

GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to change parking restrictions on Flaxfield Road accordingly:

(I) Remove the following restrictions:

(i) ‘Resident Permit Holders Parking Place’- South Side – Between a point 26metres south-east of its junction with Mortimer Lane and a point 19 metres further south-east

(ii) ‘Limited Waiting Monday–Saturday 8am-7pm No Return Within 2 Hours’ – South side – between a point 9 metres south-east of its junction with Mortimer Lane and a point 16 metres further south-east

(iii) ‘No Waiting Monday-Saturday 8am-7pm’ – South side – between a point 9 metres south-east of its junction with Mortimer Lane and a point 40 metre west thereof

(iv) ‘Limited Waiting Monday-Saturday 8am-7pm 2 Hours No Return Within 2 Hours’ – Southeast side – between a point 8 metres north-east of Harrison Place and a point 17 metres south-west thereof

(II) Introduce the following restrictions:

(i) ‘Resident Permit Holders Parking Place’ – South side – between a point 25 metres south-east of its junction with Mortimer Lane and a point 20 metres south-east thereof

(ii) ‘Limited Waiting Monday-Friday 8am-7pm 2 Hours No Return Within 2 Hours’ / ‘Resident Permit Holders Parking Place’ – South side – between a point 4 metres south-east of its junction with Mortimer Lane and a point 20 metres south-east thereof

(iii) ‘No Waiting Monday-Saturday 8am-7pm’ – South side – between a point 4 metres south-east of its junction with Mortimer Lane and a point 34 metres west thereof

(iv) ‘Limited Waiting Monday-Friday 8am-7pm 2 Hours No Return Within 2 Hours’ / ‘Resident Permit Holders Parking Place’ – Southeast side – between a point 8 metres north-east of Harrison Place and a point 17 metres south-west thereof.

(ii) Deanes Reception Civic Offices, London Road, Basingstoke, RG21 4AH (Opening hours: Monday – Friday: 08.30 – 16.30)

(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 – 17.15; Fridays 8.30 – 16.45)

(iv) Copies of the draft order, plan and statement of reasons can also be obtained by e-mailing public.notices@hants.gov.uk or by writing to Traffic Orders Team, Safer Roads and Parking, Universal Services, 2nd Floor, Elizabeth II Court West, The Castle, Winchester SO23 8UD quoting reference: A2166/KK

OBJECTIONS AND OTHER REPRESENTATIONS: All objections/other representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email public.notices@hants.gov.uk quoting reference: A2166/KK by Friday 25th September 2026. All objections must state the grounds on which they are made. Under the requirements of current access to information legislation, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.

TITLE: The order, if made, will be known as “The Hampshire (Basingstoke and Deane) (Prohibition and Restriction of Waiting and Parking Places) (Consolidation) Order 2026 (Variation No. 7) (Flaxfield Road) Order 2026.”
