(Temporary Prohibition of Driving, Prohibition of Waiting/Loading & Unloading & Coach Parking Place) Order 2026

Notice is hereby given that the Council intends to make the above-mentioned Order under Section 14 of The Road Traffic Regulation Act, 1984, so as to: -

1. The City Council of Liverpool (Football Match Parking Places & Controlled Parking Zone) Order, 2009: - (a) is hereby suspended insofar as it relates to the unrestricted parking place on Utting Avenue, southeast side, from a point 76.3m northeast of its junction with Pinehurst Avenue to a point 50m southwest of its junction with Hildebrand Road; & (b) is hereby varied to include a temporary coach parking place on Utting Avenue, southeast side, from a point 76.3m northeast of its junction with Pinehurst Avenue to a point 50m southwest of its junction with Hildebrand Road.

2. To prohibit any vehicle from proceeding on: - Alroy Road, Arkles Lane (including the junction with Priory Road and Utting Avenue), Anfield Road (from its junction with Walton Lane to its junction with Arkles Lane), Attwood Street, Back Rockfield Road, Bagnall Street, Blessington Road, Burleigh Road North, Burleigh Road South, Burnand Street, Donaldson Street, Gilman Street, Hartnup Street, Norgate Street, Priory Road (from its junction with Arkles Lane/Utting Avenue to its junction with Walton Lane), Pulford Street, Rockfield Road, Saker Street, Skerries Road, Sleepers Hill, Venmore Street, Walton Breck Road (from its junction with Walton Lane to its junction with Oakfield Road) & Wylva Road. The roads will be temporarily closed (in part or in full as required) for a period of time as determined necessary prior to, during, and after football matches held at the Stadium.

3. The City Council of Liverpool (Football Match Parking Places & Controlled Parking Zone) Order, 2009, is hereby varied to include the temporary prohibition of waiting: - (a) (24 hours, MonSun incl.), (b) for the purposes of loading and unloading (24 hours, Mon-Sun incl.) restrictions on - (i) Arkles Lane (central reservation) along its full length and width, (ii) Oakfield Road, both sides, from its junction with Walton Breck Road to its junction with Kemp Avenue/Houlding Street,

(iii) Pinehurst Avenue, both sides, from its junction with Utting Avenue to its junction with Lycett Road/Trouville Road, (iv) Utting Avenue, northwest side, from its junction with Priory Road to its junction with Ince Avenue,

(v) Utting Avenue, southeast side, from its junction with Hildebrand Road to its junction with Pinehurst Avenue & (vi) Utting Avenue, central reservation, along its full length and width; (c) (24 hours, Mon-Sun incl.); & (d) for the purposes of loading and unloading (10am to midnight, Mon-Sun incl., 1 August- 30 June incl.) restrictions on - (i) Anfield Road (both sides) from Rockfield Road to Edith Road, (ii) Arkles Road, (northwesterly side); (iii) Gilman Street (both sides);

(iv) Priory Road (both sides) from Walton Lane to Arkles Lane/Utting Avenue; 

(v) Walton Breck Road (both sides) from Pulford Street to Hawkesworth Street, & 

(vi) Wylva Road (southeasterly side). This part of the Order specifically excludes those parts of any road within residents parking places, permitted parking areas, footway parking, coach parking & hackney carriage clearways.

4. The Order will be operational from the 20 September 2026 to 30 June 2027 and is required to safely enable vehicular traffic and pedestrians to be managed around Liverpool Football Club (Anfield) Stadium.

5. If a vehicle is left at any time in contravention of a provision of Articles 1(b), 3(a), 3(b), 3(c) & 3(d) of this Order a penalty charge shall be payable.

6. In the case of a vehicle in respect of which a penalty charge is payable, a penalty charge notice showing the information required by The Traffic Management Act 2004 may then be issued by a civil enforcement officer in accordance with the requirements of that Act and any Statutory Instruments made by the Secretary of State there under.

7. Any person who contravenes Article 2 of this Order, or who uses a vehicle, or causes or permits a vehicle to be used in contravention of Article 2 of this Order, shall be guilty of an offence.
