What is happening?

NEATH PORT TALBOT COUNTY BOROUGH COUNCIL
CYNGOR BWRDEISTREF SIROL CASTELL-NEDD PORT TALBOT (VARIOUS LOCATIONS NEATH PORT TALBOT COUNTY BOROUGH) (TEMPORARY ROAD CLOSURES) NO. 5 ORDER 2026

NOTICE is hereby given that Neath Port Talbot County Borough Council intend in not less than seven days from the date of this Notice to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended).

The effect of the Order will be to temporarily prohibit vehicular traffic from proceeding along the lengths of roads set out in the Schedule below whilst the Order is in force. During such periods as are indicated by traffic signs informing the public that the roads are closed.

The Order is necessary to enable the Council’s Highway Section to carry out resurfacing and maintenance works in the roads.

The Order will come into force on the 21st September 2026 and shall continue in force for a maximum duration of 18 months, or until the works are completed whichever is the sooner. It is estimated that the works for each closure will take 3 days to complete.

Schedule 1

Bryn Catwg, Cadoxton will be closed from its junction with A4230 Main Road in a northerly direction for its entirety.

Stanley Place, Cadoxton will be closed from its junction with A4230 Main Road in a southerly direction for its entirety.

A4230 Main Road, Cadoxton will be closed from its junction with Beaconsfield Street in an easterly direction to its junction with Drumfields for 370m along its length.

The alternative route for vehicular traffic will be via A4230 Church Road, Main Road, A4230 Cadoxton Road, A474

Cadoxton Road, B4434 From Rhyddings to Neath, B4434 Riverside Drive, Prince of Wales Drive, Prince of Wales Drive

Gnoll Park Road Roundabout, Gnoll Park Road, Victoria Gardens, B4434 Eastland Road, A474 Stockhomes to Windsor

Road, Nelson Mandela Way, A474 Saltings Roundabout, A465, Access to Aberdulais Roundabout, A4109 Aberdulais Roundabout, A4230 Maes Gwyn and A4230 Main Road.

Schedule 2

Access to Blaendulais School, Seven Sisters will be closed from its junction with A4109 Station Road in a easterly direction to its junction with Bryn Bedd.

Bryn Bedd, Seven Sisters will be closed from its junction with Standert Terrace in a southerly direction for 30m along its length.

The alternative route for vehicular traffic will be via Standert Terrace and A4109 Station Road.

Schedule 3

Clare Road, Ystalyfera will be closed from its junction with Alltygrug Road in a southerly direction for 20m along its length.

Tanywern Lane, Ystalyfera will be closed from its junction with Alltygrug Farm Road in a southerly direction to its junction with Milborough Road.

For the duration of the closure the One-Way Traffic Order on Tanywern Lane will be suspended for the duration of the closure from the junction of Alltygrug Road to the junction of Milborough Road.

Clyngwyn Road, Ystalyfera will be closed from its junction with Tanywern Lane in an easterly direction for 20m along its length.

Alltygrug Farm Road, Ystalyfera will be closed at a point 105m east of its junction with Penywern Road in an easterly direction for 315m along its length.

The alternative route for vehicular traffic will be via the remaining unaffected section of Alltygrug Farm Road, Penywern Road, Wern Road and Alltygrug Road.

Schedule 4

Morfa Glas, Glenneath will be closed from its junction with B4242 Park Avenue in a northerly direction for 15m along its length.

Ambulance & Fire Station Access Road, Glynneath will be closed from its junction with B4242 Park Avenue in a westerly direction for 50m along its length.

B4242 Park Avenue, Glynneath will be closed from its junction with Addoldy in a westerly direction for 310m along its length.

The alternative route for vehicular traffic will be via the remaining unaffected portion of B4242 Park Avenue, A465 & B4242 High Street.

Schedule 5

Maesywerin, Gwaun Cae Gurwen will be closed from outside 24 Maesywerin in a northerly direction for 20m along its length.

Maesywerin, Gwaun Cae Gurwen will be closed from outside 64 Maesywerin in a northerly direction for 20m along its length.

The alternative route will be via unaffected section of Maes Y Werin and A4069 Brynamman Road.

Leyshon Road, Gwaun Cae Gurwen will be closed from its junction with A4069 Brynamman Road in a westerly direction to its junction with Maesywerin for 15m along its length.

The alternative route for vehicular traffic will be via the Measywerin & A4069 Brynamman Road.

A4069 Brynamman Road, Gwaun Cae Gurwen will be closed from its junction with Neuadd Road in a southerly direction to its junction with New Road for 500m along its length.

The alternative route for vehicular traffic will be via the unaffected section of A4069 Brynamman Road, A474 Heol Cae Gurwen, Heol Y Gors, Pontardawe Road, Commercial Road, Gelligron Road, James Street, Swansea Road, A474 Herbert Street, A4067, A474, A4067 from Pontardawe to Ynysmeudwy, A4067 from Ynysmeudwy to Godre’r Graig, Glan Yr Avon, A4067 from Ystalyfera to Ystradgynlais, A4067 from County Boundary to Gurnos Roundabout, A4068 from Grunos Roundabout to Bethel Road, Bethel Road, Heol Twrch, Heol Gleien, Heol Gwys, New Road, Heol Gwilym, A4068 Cwmgarw Road, A4069 Mountain Road, Station Road, Amman Road, Park Street and the A4069 Brynamman Road.

Schedule 6

A4109 from A465 To Glynneath will be closed from its junction with B4242 High Street in a southerly direction to its junction with A465 in its entirety.

The alternative route for vehicular traffic will be via A465, B4242 and B4242 High Street A4242 High Street, Glynneath will be closed from the junction of Heathfiled Avenue in an easterly direction for 260m along its length

The alternative route for vehicular traffic will be via A4109 from A465 to Glynneath, A465, B4242 and the unaffected section of B4242.

A4109 Heol Y Glyn, Glynneath will be closed from its junction with Llewellyn Street in a southerly direction for 140m along its length.

The alternative route for vehicular traffic will be via the remaining unaffected portion of A4109 Heol Y Glyn, Intervalley Road, A4221 From Dyffryn Cellwen to County Boundary, A4109 to A4221 Link Road, Heol Gaer, Main Road, Wembley Avenue, Onllwyn Road, Golwyg Y Bryn, Heol Y Felin, Brynhyfryd Terrace, Station Road, Commercial Street, High Street, Church Road, Dulais Road, A4109 From Crynant to Seven Sisters, Ynyswen Terrace, Pen Y Bont Terrace, Gabbet Place, Main Road, Neath Road, A4109 New Road, B4242 Ynysgerwen Avenue, B4242 From Aberdulais to Abergawed, Neath Road, Glynneath Road, B4242 Blaengwrach to Glynneath, Park Avenue and the remaining unaffected portion of B4242 High Street.

Schedule 7
Dyfed Road, Neath will be closed from its junction with Gnoll Park Road in an easterly direction for 300m along its length.

The alternative route for vehicular traffic will be via Dyfed Road, Ivy Avenue, Harle Street, B4434 Gnoll Park Road.

For the duration of the closure the One-Way Traffic Order on Woodland Road will be suspended from the junction of Dyfed Road for 100m along its length.

Schedule 8
Heol Glynderwen, Bryncoch will be closed from its junction with Dwr Y Felin Road in a south-westerly direction to its junction with Wrenwood for approximately 135m.

The alternative route for vehicular traffic will be via Dwr Y Felin Road, Wern Fraith and the remaining unaffected area of Heol Glynderwen.

Schedule 9
Holly Street, Pontardawe will be closed from its junction with Herbert Street in an easterly direction for 215m along it length.

Arthur Terrace, Pontardawe will be closed at a point 30m south of its junction with George Street in a southerly direction for 70m along its length.

The alternative route for vehicular traffic will be via Herbert Street, B4603 High Street and George Street.

Fuller Street, Pontardawe will be closed from its junction with Holly Street in a northerly direction for 70m along its length.

For the duration of the closure the One-Way Traffic Order on Fuller Street will be suspended from its junction with Holly for 70m north along its length.

Orchard Street, Pontardawe will be closed from its junction with Herbert Street in a northerly direction for 110m along its length.

For the duration of the closure the One-Way Traffic Order on Orchard Street will be suspended from its junction with Herbert Street for 110m along its length.
