THE LONDON BOROUGH OF NEWHAM
Proposed Introduction Of Electric Vehicle Charging Bays And Electric Vehicle Charging Points At Various Locations Within THE LONDON BOROUGH OF NEWHAM

1. NOTICE IS HEREBY GIVEN that the Council of THE LONDON BOROUGH OF NEWHAM (‘the Council’) proposes to make the Orders mentioned below under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Newham (Free Parking Places) (Electric Vehicles) (No. 1, 2020) (Amendment No.) Order 202 would be to:
(i) designate new parking places for the charging of battery electric and plug-in hybrid vehicles at the locations specified in the schedules to this Notice. Two spaces would be provided at each location in Schedule 1 to this Notice and four spaces provided at each location in Schedule 2 and all parking places would be operational between 8:00am and 9:00pm every day and restricted for use by electrically propelled vehicles, the batteries of which are being actively recharged, for a maximum stay of 4 hours with no return to the same location within 2 hours; and
NOTE: Although parking in the Electric Vehicle Charging Bays would be free of charge, there would be a charge levied for use of the electrical supply, by the provider.

(ii) revoke from that order an item for Second Avenue, E12, on its north-east side which was previously published on 23 July 2025 https://www.thegazette.co.uk/notice/4932257, this is due to the withdrawal of the implementation for this location.

3. In relation to the proposed introduction of the new electric vehicle charging bays referred to in paragraph 2.(i) above (the locations of which are specified in the Schedules to this Notice):
(i) the effect of the Newham (Parking Places) (Any Controlled Parking Zone Permit) (No. 1, 2016) (Amendment No.*) Order 202 would be to: -
(a) in the Canning Town North Controlled Parking Zone (CPZ), remove 11.9 metres of 20 minute any zone permit holder parking space in Ladysmith Road, E16, on its south-west side opposite No. 35 Ladysmith Road; and
(b) in the Plaistow South CPZ, remove 15.3 metres of the 20 minute any zone permit holder parking space, in Southern Road, E13, on its north side, adjacent to No. 13 Credon Road;
(ii) the effect of the Newham (Beckton) (Parking Places) (No. 1, 2017) (Amendment No.) Order 202 would be to remove 23 metres of permit holder parking place in Allhallows Road, E6, on its east side, outside No. 1 Allhallows Road and adjacent to No. 17 Woodhatch Close;
(iii) the effect of the Newham (Canning Town) (Parking Places) (No. 1, 2017) (Amendment No.) Order 202 would be to remove 25 metres of permit holder parking place in Turner Street, E16, on its south side, between Jupiter House and Baythorne House;
(iv) the effect of the Newham (Canning Town North) (Parking Places) (No. 1, 2017) (Amendment No.) Order 202 would be to remove 11.5 metres of permit holder parking place in Liverpool Road, E16, on its east side, opposite No. 31 Liverpool Road;
(v) the effect of the Newham (Custom House) (Parking Places) (No. 1, 2017) (Amendment No.) Order 202 would be to: -
(a) remove 15.9 metres of permit holder parking place in Baxter Road, E16, on its west side, outside Nos. 103 to 121 Baxter Road;
(b) remove 12.5 metres of permit holder parking place in Baxter Road, E16, on its west side, outside Nos. 115 to 125 Baxter Road; and
(c) to ratify and formalise the shared use permit holder / 2 hour cashless payment parking place in Russell Road, E16, on its north side, adjacent to Ashburton Wood (NOTE: 26 metres of the on-site parking place will be removed to accommodate the proposed electric vehicle charging parking places mentioned in Schedule 2);
(vi) the effect of the Newham (East Ham) (Parking Places) (No. 1, 2010) (Amendment No.) Order 202 would be to: -
(a) remove 25 metres of permit holder parking place in Caledon Road, E6, on its south side, outside Nos. 153 to 171A Caledon Road;
(b) remove 25 metres of permit holder parking place in Holland Road, E6, on its north side, adjacent to Nos. 282A Burges Road; and
(c) remove 12.5 metres of shared use permit holder / 2 hour cashless payment parking place in Kempton Road, E6, adjacent to No. 73 Altmore Avenue;
(vii) the effect of the Newham (Forest Gate) (Parking Places) (Special Parking Area) (No. 1, 2002), (Amendment No.) Order 202 would be to: -
(a) remove 24.5 metres of permit holder parking place in Earlham Grove, E7, on its south-east side, adjacent to No. 78 Earlham Grove; and
(b) remove 24.5 metres of permit holder parking place in Sprowston Road, E7, on its west side, outside Nos. 29 to 53 Sprowston Road;
(viii) the effect of the Newham (Forest Gate North) (Parking Places) (No. 1, 2016) (Amendment No.) Order 202 would be to remove 25 metres of permit holder parking place in Sidney Road, E7, on its south side, adjacent to No. 152 Dames Road;
(ix) the effect of the Newham (Green Street North) (Parking Places) (No. 2, 2013) (Amendment No.) Order 202 would be to remove 12.5 metres permit holder parking place in Chaucer Road, E7, on its south side, adjacent to No. 60 Wyatt Road;
(x) the effect of the Newham (Green Street North) (Shared Use Parking Places) (No. 1, 2013) (Amendment No.) Order 202 would be to remove 11.5 metres of permit holder / 2 hour limited time free parking place in Henderson Road, E7, on its north-west side, adjacent to No. 52 Ratcliff Road;
(xi) the effect of the Newham (Green Street North) (Free Parking Places) (No. 1, 2017) (Amendment No.) Order 202 would be to remove 14.5 metres of 2 hour limited timed free parking place, in Sherrard Road, E7, on its north-west side, adjacent to No. 493 Katherine Road;
(xii) the effect of the Newham (Little Ilford) (Parking Places) (Special Parking Area) (No. 1, 2002) (Amendment No.) Order 202 and the Newham (Waiting and Loading Restriction) (Amendment No.) Order 202 would be to: -
(a) remove 12.6 metres of permit holder parking place in Elsenham Road, E12, on its north-east side, adjacent to No. 32 Rectory Road; and
(b) remove 11 metres of parking holder place and remove 1 metre of double yellow line ‘at any time’ waiting restriction in Walton Road, E12, on its west side, outside Annie Taylor House, Walton Road;
(xiii) the effect of the Newham (Little Ilford) (Shared Use Parking Places) (No. 1, 2016) (Amendment No.) Order 202 would be to: -
(a) remove 25 metres of shared use permit holder / 2 hour free parking place in Grantham Road, E12, on its south-east side, outside Nos. 5 to 23 Grantham Road; and
(b) remove 26 metres of shared use permit holder / 2 hour free parking place in Jack Cornwell Street, E12, on its south-west side, outside Landseye Court, 87 Jack Cornwell Street;
(xiv) the effect of the Newham (Monega) (Free Parking Places) (No.1, 2011) (Amendment No.) Order 202 would be to: -
(a) remove 10.34 metres of 2 hour limited timed free parking place in Strone Road, E7, on its north-west side, outside No. 91 Strone Road and adjacent to No. 428 Katherine Road; and
(b) remove 25 metres of 2 hour limited timed free parking place in Shrewsbury Road, E7, on its west side, outside No. 2A Shrewsbury Road, E7 and adjacent to No. 528 Romford Road, Rising Sun Public House;
(xv) the effect of the Newham (Monega) (Parking Places) (No.1, 2011) (Amendment No.) Order 202 would be to: -
(a) remove 2.26 metres of permit holder parking place in Strone Road, E7, on its north-west side, outside No. 91 Strone Road and adjacent to No. 428 Katherine Road; and
(b) remove 12.5 metres of permit holder parking place in Rosedale Road, E7 adjacent to No. 123 Sherrard Road;
(xvi) the effect of the Newham (Monega) (Shared Use Parking Places) (No.1, 2011) (Amendment No.) Order 202 and Newham (Waiting and Loading Restriction) (Amendment No.) Order 202 would be to remove 23.5 metres of shared use permit holder / 4 hour free parking place and remove 0.75 metres of double yellow line and double kerb markings ‘at any time’ waiting and loading restrictions in Stafford Road, E7 on its south-east side, adjacent to Nos. 348 and 350 Katherine Road;
(xvii) the effect of the Newham (Market Street) (Parking Places) (No. 1, 2012) (Amendment No.) Order 202 would be to remove 12.5 metres of permit holder parking place in Gillett Avenue, E6, on its south-west side, outside Nos. 68 and 70 Gillet Avenue;
(xviii) the effect of the Newham (Plaistow North) (Parking Places) (No. 2, 2017) (Amendment No.) Order 202 would be to: -
(a) remove 27.8 metres of permit holder parking place in Emma Road, E13, on its north-east side, outside Nos. 15 to 19 Emma Road and adjacent to No. 64 Helena Road; and
(b) remove 12.5 metres of permit holder parking place in Plaistow Grove, E15, on its west side, outside Nos. 1 to 24 Bass Court, 1A Plaistow Grove;
(xix) the effect of the Newham (Plaistow South) (Disabled Resident Parking Places) (No. 1, 2017) (Amendment No.) Order 202 would be to reposition an existing disabled resident parking place in Southern Road, E13, on its north side, outside No. 75 Southern Road, 1.8 metres eastwards to abut the proposed electric vehicle charging bay adjacent to No. 13 Credon Road (see Schedule 2 item 15);
(xx) the effect of the Newham (Plaistow South) (Parking Places) (No. 1, 2017) (Amendment No.) Order 202 would be to: -
(a) extend the existing permit holders parking place in Southern Road, E13, on its north side, outside No. 75 Southern Road for 1.8 metres to abut the repositioned disabled resident parking place (see item 3. (xix) above); and
(b) remove 25 metres of permit holder parking place in Watson Street, E13, on its north side, adjacent to No. 23 Watson Street and Nos. 13 to 47 Plaistow Park Road;
(xxi) the effect of the Newham (Plaistow South) (Shared Use Parking Places) (No. 1, 2016) (Amendment No.) Order 202 would be to remove 23.5 metres of shared use permit holder / 2-hour free parking place in Selsdon Road, E13, on its west side, adjacent to Broadgate House, No. 727 Barking Road;
(xxii) the effect of the Newham (Prince Regent) (Parking Places) (No. 1, 2014) (Amendment No.) Order 202 would be to remove 25 metres of permit holder parking place in Lincoln Road, E13, on its west side adjacent to No. 6 Elkington Road;
(xxiii) the effect of the Newham (Royal Docks East) (Parking Places) (No. 1, 2017) (Amendment No.) Order 202 would be to remove 25 metres of permit holder parking place in Leonard Street, E16, on its east side, opposite Nos. 31 to 39 Leonard Street;
(xxiv) the effect of the Newham (Stratford Northwest) (Parking Places) (No. 1, 2010) (Amendment No.) Order 202 would be to remove 24.5 metres of permit holder parking place in Bond Street, E15, on its east side, outside No. 2 Bond Street and adjacent to No. 8 Chobham Road;
(xxv) the effect of the Newham (Stratford Southeast) (Parking Places) (No. 1, 2010) (Amendment No.) Order 202 would be to: -
(a) remove 25 metres of permit holder parking place in Bull Road, E15, on its north side, opposite Nos. 28 to 32 Bull Road; and
(b) remove 11.5 metres of permit holder parking place in Holbrook Road, E15, on its west side, outside Nos. 134 and 136 Holbrook Road;
(xxvi) the effect of the Newham (Upton Park) (Parking Places) (Special Parking Area) (No. 1, 2004) (Amendment No.) Order 202 would be to: -
(a) remove 27 metres of permit holder parking place in Claude Road, E13, on its west side, outside No. 40 Claude Road and adjacent to No. 192 Harold Road;
(b) remove 12.5 metres of permit holder parking place in Crescent Road, E13, on its south side, adjacent to Nos. 13 to 18 Royston Court, Stopford Road;
(c) remove 24 metres of permit holder parking place in Dacre Road, E13, on its east side, outside No. 79 Dacre Road;
(d) remove 25.5 metres of permit holder parking place in Grangewood Street, E6, on its south-west side, outside Nos. 24 to 34 Grangewood Street;
(e) remove 14.5 metres of permit holder parking place in St Antonys Road, E7, on its east side, adjacent to No. 99a Neville Road; and
(f) remove 12.5 metres of shared use permit holder / 2 hour cashless payment parking place in Whitfield Road, E6, on its north-east side, adjacent to the Full Gospel Hall, No. 91 Plashet Grove;
(xxvii) the effect of the Newham (Wakefield) (Parking Places) (No. 1, 2014) (Amendment No.) Order 202 would be to remove 3.95 metres of permit holder parking place in Abbots Road E6, on its south-west side outside No. 64 Abbots Road; and
(xxviii) the effect of the Newham (Wakefield) (Shared Use Parking Places) (No. 1, 2014) (Amendment No.) Order 202 and the Newham (Waiting and Loading Restriction) (Amendment No.) Order 202 would be to: -
(a) remove 8.05 metres of permit holder / 30 minute limited time free parking place in Abbots Road E6, on its south-west side, partially adjacent to Nos. 159 and 159A Wakefield Street;
(b) remove 12.5 metres of permit holder / 30 minute limited time free parking place in Boleyn Road, E6, on its east side, adjacent to Nos. 2 and 18 Rochford Close; and
(c) remove 26.5 metres of permit holder / 30 minute limited time free parking place and extend the existing double yellow line ‘at any time’ waiting restriction by 2 metres in Wakefield Street, E6, on its north-west side, outside Nos. 226 and 228 Wakefield Street and adjacent to No. 75 Arragon Road.

4. In relation to the revocation for Second Avenue, E12, from the Electric Vehicle Free Parking Places Order mentioned in paragraph 2. (ii) above the effect of the Newham (Manor Park) (Shared Use Parking Places) (No. 1, 2014) (Amendment No.) Order 202 would be to amend the item description to that Order for the shared use permit holder / 1-hour free parking place in Second Avenue, E12, on its north-east side, lying adjacent to No. 107 Church Road.

5. NOTICE IS FURTHER GIVEN that the Council of THE LONDON BOROUGH OF NEWHAM proposes to provide and operate charging apparatus for electrically powered motor vehicles under Sections 16 and 17 of the London Local Authorities and Transport for London Act 2013, as amended. In accordance with these powers, it is intended to install one ‘double-headed’ electric vehicle charging point, positioned on a kerb build out, in between each of the parking place locations described in Schedule 1 to this Notice. It is also intended to install two ‘double-headed’ electric vehicle charging points, positioned on two kerb build outs, at each of the parking place locations described in Schedule 2 to this Notice.

6. For all the Electric Vehicle Charging locations described in the Schedules to this Notice, the proposed electric vehicle charging parking places would replace or convert existing lengths of parking places as set out in paragraph 3 above.

Documents and plans giving more detailed particulars of the proposed Orders and the locations of the charging point apparatus can be made available during normal office hours on Monday to Friday by emailing: traffic.orders@newham.gov.uk, or inspected (by prior appointment – please telephone 020 3373 6415) at: Newham Dockside, 1000 Dockside Road, E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

9. All objections and other representations relating to the proposed Orders and/or to the introduction of the electric vehicle charging points must be made in writing and received by 30 September 2026. All objections must specify the grounds on which they are made. 10. Under the requirements of current access to information legislation, any letter or email sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
