2. During the works no person will cause or permit any vehicle to:-

(a) enter or proceed in Griffiths Road from the eastern flank wall of No. 2 Griffiths Road to a point opposite the common boundary of Nos. 10 and 12 Griffiths Road; or

(b) wait, including for the purpose of loading or unloading a vehicle, in the length of Griffiths Road specified in sub-paragraph (a) above; or

(c) wait, including for the purpose of loading or unloading a vehicle, in the length of Griffiths Road which lies between the common boundary of Nos. 1 and 2 Griffiths Road and the common boundary of Nos 11 and 13 Griffiths Road.

3. Any designated parking place situated in the roads or lengths of roads specified in paragraph 2 above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to:-

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.

6. Vehicular traffic affected by the road closure should proceed using one or more of the following roads as required –

Merton Road, Montague Road, Pelham Road and The Broadway.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into force on 1 September 2026 and will remain in force for a period of 6 months should further works be required.

LONDON BOROUGH OF MERTON

(LIBERTY AVENUE, SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026

1. The Council of the London Borough of Merton hereby give notice that to facilitate footway resurfacing and associated works in Liberty Avenue, SW19, they intend to make an Order, the effect of which would be to temporarily restrict traffic in the said road.

2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Liberty Avenue, the south side, between its junction with Brangwyn Crescent and its junction with Willow View.

3. Any designated parking place situated in the road or length of road specified in paragraph 2 above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to:-

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

2. The general effect of the ‘Electric Vehicle Charging Points’ Orders would be to:-

(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;

(b) provide that the parking places would operate at all times, unless otherwise stated;

(c) specify that the parking places listed in Schedule 1 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, without charge, provided that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed;

(d) specify that the parking places in the controlled parking zones referred to in Schedule 2 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed.

3. The general effect of the ‘Parking Places Amendment’ Orders would be to remove lengths of parking place in the lengths of roads listed in Schedule 2 to this notice and make amendments to accommodate the introduction of parking places designated for electric vehicle charging.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/EV/2026/batch28, no later than 18 September 2026.
