ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(BLACKPOOL ROAD, NEWTON ROAD, ST ANDREWS ROAD AND TULKETH BROW, PRESTON, PRESTON CITY) (REVOCATION, PROHIBITION AND RESTRICTION OF WAITING) ORDER 2026

NOTICE IS HEREBY GIVEN that on 18th August 2026 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the "Lancashire County Council (Preston City Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
a) Item (446)a) of Schedule 10.01;
b) Items (32)a) and (32)b) of Schedule 11.040;
c) Items (26) and (194) of Schedule 11.075.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Blackpool Road, Preston, the north west side, from its junction with the Centreline of St Andrew's Avenue for a distance of 11 metres in a north easterly direction;
b) Blackpool Road, Preston, the north west side, from a point 8.5 metres south west of its junction with the Centreline of First Avenue for a distance of 74.5 metres in a north easterly direction;
c) Blackpool Road, the south east side, from a point 13.5 metres south west of its junction with the Centreline of Tulketh Road For a distance of 84 metres in a north easterly direction;
d) First Avenue, Preston, both sides, from its junction with the Centreline of Blackpool Road for a distance of 14 metres in a northerly direction;
e) Newton Road, Preston, both sides, from its junction with the Centreline of Blackpool Road for a distance of 18.5 metres in a south easterly direction;
f) St Andrews Avenue, Preston, both sides, from its junction with the Centreline of Blackpool Road for a distance of 22.5 metres in a northerly direction;
g) Tulketh Brow, Preston, the north east side, from its junction with the Centreline of Blackpool Road to its junction with the Centreline of Kimberley Road;
h) Tulketh Brow, Preston, the south west side, from its junction with the Centreline of Blackpool Road to a point 11.5 metres north west of its junction with the projected Centreline of Mafeking Road;
i) Tulketh Road, Preston, both sides, from its junction with the Centreline of Blackpool Road for a distance of 20.5 metres in a south easterly direction.
3. Introduce a restriction of waiting Monday to Friday between 8am and 6pm in the following lengths of road:
a) Blackpool Road, Preston, the north west side, from a point 37.5 metres north east of its junction with the projected Centreline of Tulketh Road for a distance of 43.5 metres in a north easterly direction;
b) Blackpool Road, Preston, the north west side, from a point 8.5 metres south west of its junction with the Centreline of First Avenue for a distance of 34.5 metres in a south westerly direction;
c) Blackpool Road, Preston, the south east side, from a point 71 metres north east of its junction with the Centreline of Tulketh Road for a distance of 10.5 metres in a north easterly direction;
d) Blackpool Road, Preston, the south east side, from its junction with the Centreline of Newton Road for a distance of 82 metres in a north easterly direction;
e) Blackpool Road, Preston, the south east side, from a point 13.5 metres south west of its junction with the Centreline of Tulketh Road for a distance of 60 metres in a south westerly direction;
f) Blackpool Road, Preston, the north side, from a point 11 metres north east of its junction with the Centreline of St Andrew's Avenue for a distance of 54.5 metres in a north easterly direction;
g) Tulketh Road, Preston, the north east side, from a point 20.5 metres south east of its junction with the Centreline of Blackpool Road for a distance of 98 metres in a south easterly direction;
h) Tulketh Road, Preston, the south west side, from a point 20.5 metres south east of its junction with the Centreline of Blackpool Road to its junction with the Centreline of Meads Road.

This Order will come into force on the 31st August 2026. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Preston City Council, PO Box 10, Town Hall, Lancaster Road, Preston, PR1 2RL, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website

Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
