THE WEST LANCASHIRE BOROUGH COUNCIL
(OFF STREET PARKING PLACES) (CONSOLIDATION) ORDER 2026

NOTICE IS HEREBY GIVEN that West Lancashire Borough Council (“the Council”), proposes to make the above Order under Sections 32, 35 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The Order shall come into operation not sooner than the 19th October 2026, the effect of which will be to:

1. All Council car parks Ormskirk Charging hours expanded from 08:30-17:30 to 08:00-18:00 (Monday-Saturday).
  1. Amend the charging hours at Council car parks as shown in the below schedule:

1. Park Road Ormskirk Introducing a new 30 minute free parking tariff.
2. Wheatsheaf Ormskirk Introducing a new 30 minutes free parking tariff in bays numbered 1-12 only.
3. Derby Street Ormskirk Existing free parking periods to be retained.

3. The following tariffs will apply in relation to short stay (maximum stay 4 hours) car parks:

4. The following tariffs will apply in relation to long stay car parks:

5. No charges for parking on Sundays and Bank Holidays.
6. No return within 2 hours of expiry or leaving the car park is to be retained.
7. The following will apply to provision of services at Council car parks:
a. Formalisation of existing operational arrangements and conditions of use.
b. Allowing implementation of future cashless parking provisions.
c. Regulation for the use of electric vehicle charging bays.
8. The following will apply to provision of permits for Council car parks:
a. Public parking permits, including at Hants Lane Car Park.
b. Permits for Council staff and elected members.
c. Flexible permit arrangements enabling future schemes without further amendment to the Order.

A copy of the proposed Order, together with plans showing the exact car parking facilities to which it relates and a statement of the Council’s reasons for proposing to make the Order, may be inspected on the Council’s website at Parking in Ormskirk - West Lancashire Borough Council and may also be inspected at West Lancashire Borough Council, 52 Derby Street‚ Ormskirk‚ Lancashire‚ L39 2DF during normal office hours.

Making Representations or Objections any person wishing to object to, support, or comment on the proposed Order must do so in writing to: Legal Services, West Lancashire Borough Council, 52 Derby Street‚ Ormskirk‚ Lancashire‚ L39 2DF or by email to carparking@westlancs.gov.uk, stating the grounds for their objection or representation, to be received no later than 8th October 2026.
