THE BOROUGH COUNCIL OF SANDWELL (CLENT ROAD)
(20MPH ZONE) ORDER 2026
The Borough Council of Sandwell in exercise of its powers under Section 84 (1) and (2) of the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act”) and all other enabling powers and after consultation with the Chief Officer of Police in accordance with the provisions of Part Ill of Schedule 9 to the said Act of 1984 hereby makes the following Order:-
1) Prohibit any vehicle exceeding a speed of 20mph on the length of Clent Road from the junction with Wolverhampton Road to a point 80m North of its junction with Ramsay Road.
2) The provisions of this Order shall not apply to:- any vehicle on occasion when it is being used for fire brigade, ambulance or police purposes, if the observance of that provision would be likely to hinder the use of the vehicle for the purpose for which it is being used on that occasion, or to a vehicle being used: (a) for Serious Organised Crime Agency purposes, or (b) for training persons to drive vehicles for use of Serious Organised Crime purposes. However, (except where it is being used for training the person by whom it is being driven), the exemption does not apply in relation to a vehicle unless it is being driven by a person who has been trained in driving vehicles at high speeds.
3) The Order shall not apply to a vehicle if it is a vehicle used for the naval military or air force purposes and that vehicle it is being driven by a person or a member of the armed forces of the Crown on an occasion when:- (a) the person driving the vehicle is a member of the Special Forces as defined in the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011; and (b) the vehicle is being driven:- (i) in response, or for practice in responding, to a national security emergency by a person who has been trained in driving vehicles at high speeds; or (ii) for the purpose of training a person in driving vehicles at high speeds.
A copy of the Order, a statement of reasons for making the Order and maps showing the roads affected may be examined at the offices of the Executive Director – Place, Highways Services, Sandwell Council House, Freeth Street, Oldbury, West Midlands, B69 3DE between the hours of 9am-5pm, Monday to Friday.
This Order was made on the 27th August 2026 and shall come into operation on the 28th August 2026.
Any person wishing to question the validity of the Order on the ground that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or that any Regulation made under the Act has not been complied with, that person may, within 6 weeks from the 28th August 2026 apply for the purpose to the High Court.
