(OXFORD, TRAFFIC FILTERS) (EXPERIMENTAL TRAFFIC MANAGEMENT) ORDER 2026

NOTICE IS GIVEN that on 24th August 2026 Oxfordshire County Council made the above experimental order under the Road Traffic Regulation Act 1984 (“the 1984 Act”). The effect of the order, which comes into force on 28th September 2026 is to introduce six traffic filters at the following locations and times:

• 7.00am to 7.00pm on all days:

– Hythe Bridge Street – west of its junction with Rewley Road,

– St Clements – east of its junction with Boulter Street and Jeune Street,

– St Cross Road – south of its junction with Manor Road,

– Thames Street – east of its junction with Blackfriars Road

• 7.00am to 9.00am & 3.00pm to 6.00pm on Monday to Saturday:

– Hollow Way – between James Wolfe Road and Dene Road,

– Marston Ferry Road – west of the access to The Swan School.

During the times of operation, M1 vehicles (passenger cars) without a permit will be prohibited from driving through the traffic filters.

Exemptions or permits will be available for certain M1 vehicles (passenger cars) including but not limited to: blue badge holders and other disabled persons’ vehicles, certain residents’ vehicles, health and care workers, certain emergency service employees’ vehicles, those in receipt of mobility-related benefits or direct travel payments, car club vehicles, vehicles used by non-professional carers, and certain cars used for eligible business purposes.

Non-exempted vehicles or those without a valid permit will be subject to a penalty charge notice of £70 if they contravene the restrictions.

The Experimental Order comes into force on 28 September 2026 and may remain in force for a maximum of 18 months. If the provisions of the experimental Order is made permanent the measures may be incorporated into the existing Oxfordshire County Council Traffic Regulation Order.

The order contains provisions allowing for the Corporate Director for Environment & Place to modify or suspend the Order or any provisions of the Order (if appropriate) in accordance with Section 10(2) of the Road Traffic Regulation Act 1984.

The Council will be considering in due course whether the provisions of the experimental Order should be continued in force indefinitely. Any person may object to the making of an order for the purposes of such indefinite continuation within a period of 6 months (a) beginning with the day on which an experimental Order comes into force or (b) if an Order is varied or modified by the Council pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification comes into force.

Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below. The Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.

If you wish to question the validity of the Experimental Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to an Order, you may within 6 weeks from 24th August 2026 apply to the High Court for this purpose. TEMPORARY TRAFFIC REGULATION ORDER

ROAD TRAFFIC REGULATION ACT 1984

Notice is hereby given that Oxfordshire County Council, in exercise of its powers under Section 14(1) of the Road Traffic Regulation Act 1984, intends to make a Temporary Traffic Regulation Order as detailed below:

Nature of Restriction: Road Closure

Location: Dene Road, Oxford, Oxfordshire

Description of Works: Road closure required for hoist to carry out overhead cabling work being carried out by Openreach.

Duration: Starting on 11/11/2026 00:00

The anticipated completion date is 11/11/2026 23:59 (inclusive)

(Temporary Traffic Regulation Orders have a maximum duration of 18 months, or 6 months for footpaths, bridleways, cycle tracks and byways that are open to all traffic).

Access: Access will be maintained for emergency service vehicles and for properties within the closed section of road where reasonably practicable.

Suggested Alternative Route: via Dene Road, Coverley Road, Bulan Road, B4495 and vice versa.
