BOROUGH OF ROCHDALE
(SMITHY BRIDGE PRIMARY - SCHOOL STREET)
(EXPERIMENTAL TRAFFIC) (PROHIBITION OF MOTOR VEHICLES) ORDER 2026

NOTICE IS HEREBY GIVEN that the Rochdale Borough Council on the 27th day of August 2026, in exercise of its powers under Sections 9 and 10 of the Road Traffic Regulation Act 1984, has made the above Order which will operate for an experimental period of 18-months from 7th September 2026. 

The effect of the Order will be to experimentally prohibit motor vehicles from entering and proceeding along the lengths of roads and during the periods as specified in the SCHEDULE to this Order.

The Order contains certain exemptions relating to emergency vehicles, statutory undertakers, highway maintenance operatives and Permit Holders. 

A copy of the Experimental Order and a plan showing the lengths of roads concerned, together with a Statement of Reasons for making the Order, may be viewed on the Council’s website www.rochdale.gov.uk/roads, or by phoning Highways on 0300 303 8879 to request via post. The Rochdale Borough Council will be considering in due course whether the provisions of the Experimental Order should be continued in force indefinitely.

That within a period of six months (a) beginning with the day on which the Experimental Order came into force or (b) if that Order is varied by another Order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification comes into force, any person may object to the making of an Order for the purpose of continuing indefinitely the provisions of the Experimental Order.

Objections to the Order, stating the grounds on which they are made, must be made in writing to trafficorders@rochdale.gov.uk or, alternatively, to Network Management, Floor 2, No. 1 Riverside, Smith Street, Rochdale, OL16 1XU (quoting reference H62/14/PoMV).

If you wish to question the validity of the Order or any provisions contained therein on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act or any instrument made under it has not been complied with in relation to the Order, you may within six weeks from 27th August 2026 apply to the High Court for this purpose. The Order will come into effect on 7th September 2026.
