Proposed Traffic Calming Measures
and the alteration of Zebra Crossings to Raised Zebra Crossings in Various Roads in Bagshot
Notice is hereby given that Surrey County Council, in exercise of their powers under Section 23 of the Road Traffic Regulation Act 1984 and Section 90(A) to (I) inclusive of the Highways Act 1980, and after consultation with the Chief Officer of Police in accordance with Section 23(2)(A) of the said Act of 1984, propose to (a) introduce a series of physical measures to improve pedestrian safety and reduce vehicle speeds in Bridge Road (B3029) and Guildford Road (B3029) Bagshot. The details of the types of physical measures, and their locations are as specified in the First Schedule to this Notice; and (b) introduce three road tables, one in Bridge Road (B3029) Bagshot and two in Guildford Road (B3029) Bagshot, these road tables will be at the same locations as the current Zebra Crossings.
The Zebra Crossings will be reconstructed to sit upon the raised tables to improve pedestrian safety by increasing the visibility of the crossings and reducing the approaching vehicle speeds. The details of these raised Zebra Crossings and their locations are as specified in the Second Schedule to this Notice. (1) Bridge Road (B3029) Bagshot
(a) triple speed cushions – the centre line of which will be located at a point 7.9 metres north of the property boundary between the properties known as “Ridgeway” and “The Substation”. The proposed speed cushions will measure 75 millimetres in height, 3 metres overall in length with a 1.8 metre flat top and tapered edges and main ramps of 0.6 metres at a gradient of 1:8. The two outer cushions will be 2 metres wide overall and the central cushion will be 1.6 metres wide overall.
(2) Guildford Road (B3029) Bagshot
(a) a pair of speed cushions – the centre line of which will be located at a point 8 metres west of the centre line of its junction with (D504) Waverley Road. The proposed speed cushions will measure 75 millimetres in height, 3.2 metres overall in length with a 2 metre flat top and tapered edges, they will be 1.7 metres wide with 0.6 metre ramps at a gradient of 1:8
(b) a pair of speed cushions – the centre line of which will be located at a point 3.2 metres southeast of the property boundary between No. 32 and No.34 Guildford Road. The proposed speed cushions will measure 75 millimetres in height, 3.4 metres overall in length with a 2.2 metre flat top and tapered edges, they will be 1.7 metres wide with 0.6 metre ramps at a gradient of 1:8
(c) a pair of speed cushions – the centreline of which will be located at a point 8 metres northwest of the western property boundary of No. 20 Guildford Road. The proposed speed cushions will measure 75 millimetres in height, 3.4 metres overall in length with a 2.2 metre flat top and tapered edges, they will be 1.7 metres wide with 0.6 metre ramps at a gradient of 1:8. The carriageway will also be narrowed at this point.
Second Schedule
(1) Bridge Road (B3029) Bagshot
(a) a raised zebra crossing – the centre line of which will be located at a point 2.9 metres north of the property boundary between No.2 and No.3, The Deans (Bridge Road). The Zebra Crossing will extend 2.8 metres in width and be placed on a flat-topped raised table, which will extend across the full width of the carriageway, rise to a height of 75 millimetres and measure 5 metres in length with 1.2 metre ramps at a 1:16 gradient.
(2) Guildford Road (B3029) Bagshot
(a) a raised zebra crossing – the centre line of which will be located 24.2 metres northwest of the centre line of its junction with (D506) Bagshot Green. The Zebra Crossing will extend 2.8 metres in width and be placed on a flat-topped raised table, which will extend across the full width of the carriageway, rise to a height of 75 millimetres and measure 7.5 metres in length with 1.5 metre ramps at a gradient of 1:20.
(b) a raised zebra crossing – the centre line of which will be located 24.8 metres southeast of the centre line of its junction with (D506) Manor Way. The Zebra Crossing will extend 2.8 metres in width and be placed on a flat-topped raised table, which will extend across the full width of the carriageway, rise to a height of 75 millimetres and measure 7.5 metres in length with 1.5 metre ramps at a gradient of 1:20.

(20mph Speed Limit Zone) Order 202-
Surrey County Council propose to make the above-named Order, under Section 84 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended) and of all other enabling powers, the effect of which will be to (a) impose a 20mph speed limit zone on the lengths of roads specified and described in the Schedule to this Notice; (b) revoke “The Surrey County Council The Borough of Surrey Heath High Street (B3029) The Square (B3029) and Park Street (D11) Bagshot (20mph Speed Limit) Order 2011” in its entirety; and (c) revoke any Speed Limit Order made or having effect as if made under Sections 82, 83 and/or 84 of the Act insofar as it affects High Street (D10) Bagshot. The speed limit proposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011

(Prohibition of Heavy Commercial Vehicles) Order 202-
Surrey County Council propose to make the above-named Order under Sections 1(1), 2(1) and (4), and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended), the purpose and effect of which will be to (a) prohibit any heavy commercial vehicle, the maximum gross weight of which exceeds 7.5 tonnes, from entering or proceeding in those lengths of road specified and described in the Schedule to this Notice; (b) revoke the existing 7.5 tonne weight limit currently imposed by “Surrey County Council (Bagshot High Street and A30 London Road) Bagshot (Weight Restriction and Prohibition of Right-Hand Turns) Order 1980. NB this weight restriction will be replaced by the above-named Order; and (c) revoke the “Surrey Heath Borough Council (Bagshot High Street and A.30 London Road) Bagshot (Weight Restriction and Prohibition of Right-Hand Turns) (Amendment) Order 1984 in its entirety. The prohibition described in part (a) to this Notice will not apply in relation to vehicles requiring access to premises or land in or adjacent to the roads mentioned in the Schedule to this Notice, including access for the purpose of loading and unloading.
The restriction also does not apply to buses, vehicles used by the emergency services or for the purposes of essential services, works and maintenance, refuse collection, for local authority or agricultural purposes and vehicles proceeding in accordance with directions given by Surrey Police, when requiring access to the said lengths of roads.
