Cardiff - Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places

THE COUNTY COUNCIL OF THE CITY AND COUNTY OF CARDIFF (PROHIBITIONS AND RESTRICTIONS OF STOPPING, WAITING, LOADING AND STREET PARKING PLACES) (CONSOLIDATION) ORDER 2024 (AMENDMENT NO. 23) ORDER 2026

Notice is hereby given that on the 20th August 2026 the County Council of the City and County of Cardiff in exercise of its powers under the Road Traffic Regulation Act 1984 (as amended) and of all other enabling powers, made traffic regulation orders, the general effect of which to impose traffic restrictions in the lengths of road set out in the Schedule below. The title and nature of the Orders is also described in the said Schedule.

The Orders will come into operation on the 25th August 2026 or on the date that the necessary lines and signs are placed on site, whichever is the later.

The following will apply to eligible residents wishing to apply for Residents Parking Permits. No more than 3 permits will be issued per property (one of which being a Visitor Permit) and the cost of such permits will be in accordance with the County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2024 Schedule 4 which are for the time being:-

The following charges will apply to park in Pay and Stay parking places unless a valid permit is displayed:

In addition you can obtain copies of the same by sending an email request to roadtrafficorderobjections@cardiff.gov.uk or by making a written request to the address below.

If you wish to question the Order provisions or validity on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the ground that any requirement of, or any instrument made under the Act, has not been complied with in relation to the Order, you may, within six weeks from the 20th August 2026 apply to the High Court for this purpose.

SCHEDULE

1. Prevent you from waiting at any time in:

a) Woodville Road on its south east side from its junction with Crwys Road for a distance of 19 metres south west

b) Catherine Street on its north east side from a point 20 metres south east its junction with Fanny Street to a point 47 metres north west of its junction with Woodville Road

c) Rhymney Terrace on its north east side from a point 66 metres south east of its junction with Richards Street for a distance of 3 metres south east

d) Harriet Street on its north west side from a point 21 metres north east of its junction with Wyeverne Road for a distance of 4 metres north east

e) Salisbury Road on its north east side from its junction with Rhymney Street Spur for a distance of 8 metres south east

f) Maindy Road i) on its south west side from a point 93 metres north west of its projected junction with Minister Street for a distance of 30 metres north west, ii) and from a point 12 metres south east of its projected junction with Minister Street for a distance of 76 metres south east, and iii) from a point 240 metres south east of its junction with the Lane From The Rear Of 1 Maindy Road To 112 North Road for a distance of 26 metres south east, iv) and on its north east side from its junction with Minister Street for a distance of 26 metres south east

g) Dalton Street on its north west side from a point 6 metres south west of its junction with Minny Street to a point 5 metres north east of the same junction

h) Maindy Road i) on the north and south side of its traffic island from its junction with North Road to its junction with Maindy Road ii) on its south west side from a point 6 metres north west of its junction with Maindy Lane North for a distance of 6 metres north west

i) Lane to the rear of 85-139 Maindy Road throughout the length of the adopted highway

j) Gelligaer Street i) on its north west side from a point 20 metres south west of its junction with Whitchurch Road for a distance of 4 metres south west and ii) from a point 148 metres north east of its junction with Maindy Road for a distance of 3 metres north east

k) Gelligaer Gardens on both sides from the north eastern end of Gelligaer Gardens for a distance of 3 metres south west

l) Lane to the rear of 1 to 91 Cosmeston Street i) on both sides from its gated lane access adjacent to 2 Gelligaer Gardens to its gated lane access adjacent to 1 Gelligaer Gardens, ii) on both sides from its gated access adjacent to 2 Rhigos Gardens to its gated access adjacent to 1 Rhigos Gardens, and

m) Rhigos Gardens i) on its north west side from a point 23 metres south west of its junction with the Cosmeston Street to a point 11 metres south west of the same junction ii) on its south east side from a point 23 metres south west of its junction with the Cosmeston Street to a point 11 metres south west of the same junction

n) Pentyrch Street i) on its south east side from a point 62 metres north east of its junction with Birthdir Street for a distance of 9 metres north east, and on its north east side from a point 10 metres north east of its junction with Cwmdare Street for a distance of 6 metres south west ii) on its south east side from a point 61 metres north east of its junction with Brithdir Street for a distance of 9 metres south west

o) Fairoak Road i) on its north west side from a point 32 metres north east of the extended north easterly kerb line of Hazeldale Avenue for a distance of 28 metres north east, and ii) from a point 1 metre north east of the Cathays Cemetery entrance for a distance of 8 metres north east

p) Bruce Street i) on its south west side from its junction with Fairoak Road for a distance of 5 metres south east, and ii) on its north east side from its junction with Fairoak Road for a distance of 13 metres south east

q) Rhymney Street on its west side from a point 45 metres north of its closed end for a distance of 5 metres north and on its east side from a point 37 metres south of its junction with Fitzroy Street for a distance of 23 metres south

2. Prevent you from waiting between the hours of 8am – 6pm in:

a) Woodville Road i) on its north west side from a point 3 metres north east of its junction with Flora Street to a point 3 metres south west of its junction with Minny Street, ii) and from a point 3 metres north east of its junction with Minny Street to a point 3 metres south west of its junction with May Street, and iii) from a point 3 metres north east of its junction with May Street for a distance of 40 metres north east

b) Lane from Catherine Street i) on its south east side from its junction with Catherine Street for a distance of 25 metres south west, ii) and throughout its length of the rear of numbers 5 – 19 Woodville Road, and iii) on its south west side from its north west corner of the Catherine Street parking bay [FB2.1]for a distance of 13 metres south east

c) Lane from Flora Street to Letty Street on both sides throughout its length

d) Letty Street Lane on both sides throughout its length

e) Rhymney Terrace i) on its north east side from a point 42 metres south east of its junction with Richards Street for a distance of 13 metres south east, and ii) on its south west side from a point 43 metres south east of its junction with Richards Street for a distance of 18 metres south east

f) Merthyr Street on its south west side from a point 18 metres south east of its junction with Llantrisant Street for a distance of 25 metres south east

k) Dalton Street i) on its south east side from a point 24 metres north east of its junction with May Street for a distance of 7 metres north east, and ii) on its north west side from a point 22 metres north east of its junction with Flora Street for a distance of 12 metres north east

l) Hirwain Street i) On its east side from a point 55 metres east of its junction with Darran Street for a distance of 6 metres south ii) On its south side from a point 168 metres east of its junction with Merthyr Street for a distance of 5 metres south

s) Lane to the rear of 97 to 143 Allensbank Road on both sides throughout its entire length

t) Banastre Avenue on its north west side from a point 48 metres north east of its junction with Whitchurch Road for a distance of 38 metres north east

3. Prevent you from waiting between the hours of 8am – 6:30pm in Miskin Street on its north east side from a point 113.6 metres north east from its junction with Senghennydd Road for a distance of 11 metres south east

4. Prevent you from waiting and loading at any time in:
a) May Street i) on its north side from a point 5 metres east of its junction with Cathays Terrace for a distance of 30 metres east, and ii) on its south side from a point 5 metres east of its junction with Cathays Terrace for a distance of 13 metres east

b) Cathays Terrace i) on its east side from its junction with May Street for a distance of 4 metres south and 15 metres north, and ii) on its west side from a point 7 metres north of its junction with Llantrisant Street for a distance of 20 metres north

c) Kingsway Hilton Hotel Access Road i) On its south side from its junction with The Friary for a distance of 4 metres west. ii) on its south side from a point 24 metres west of its junction with The Friary for a distance of 11 metres north. iii) On its north side from its junction with The Friary to its junction with Kingsway

d) Gelligaer Street i) on its south east side from a point 5 metres south west of its junction with Whitchurch Road for a distance of 10 metres south west and ii) on its north west side from a point 5 metres south west of its junction with Whitchurch Road for a distance of 8 metres south west

e) Westgate Street on its north east side from its junction with Guildhall Street for a distance of 15 metres north west

g) Canal Street on its north west side from a point 1 metre east of its junction with Mill Lane for a distance of 14 metres north east
