Blackett Street, Red Route - Waiting Restrictions And On Street Parking Places Order

(WAITING RESTRICTIONS AND ON STREET PARKING PLACES) ORDER 2026
(BLACKETT STREET - RED ROUTE)
EXPERIMENTAL TRAFFIC REGULATION ORDER 2026

1. NOTICE IS HEREBY GIVEN that on the 20th August 2026 the Council of the City of Newcastle upon Tyne ("the Council") made an Order under Sections 9, 10 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. 

2. The effect of the Order, which will come into operation on the 7th September 2026, is to -

(a) introduce a 24 hour red route restriction which means no stopping at any time for any purpose on Blackett Street - both sides, between its junctions with Percy Street and Northumberland Street (including the verges and footways) except the restriction will not apply to buses stopped at bus stop clearways, emergency services vehicles on operational duty, vehicles stopped by statutory undertakers/ the Council whilst carrying out maintenance duties, licensed taxi (hackneys) only for so long as is necessary to drop off/pick up passengers BUT NOT in the red route bus stop clearways, Royal Mail postal vehicles BUT NOT in the red route bus stop clearways, vehicles required by law to stop, vehicles stopped to avoid an accident, vehicles stopped from proceeding by circumstances outside their control, and vehicles displaying a disabled person's badge stopped only for so long as is necessary to enable a disabled person to get into/out of the vehicle BUT NOT in the red route bus stop clearways. 

Note - the effect of this Order will not have any effect on the existing provisions of the City of Newcastle upon Tyne (Bus Lanes) Traffic Regulation Order 2014, therefore notwithstanding the provisions of this Order, the length of road in the red route will still be a Bus Gate.

(b) designate a section of Blackett Street as a parking place for loading only by any vehicle. The parking place will be in operation all days and at all times.

(c) suspend the existing no waiting at any time restrictions on Blackett Street.

3. The Order is required to maintain the efficient movement of public transport, and improve safety for pedestrians and cyclists. 

4. 5. The Order will be in force for a period not exceeding 18 months during which time consideration will be given to making a permanent Order in like terms.

6. If you wish to object to the possibility of the Order being made permanent, you should send your objection or representation by the 8th March 2027 to Newcastle Parking Services, PO Box 2BL, Newcastle upon Tyne, NE99 2BL, or by email to traffic.notices@newcastle.gov.uk in either case quotingreference TROST07. Any objection or representation MUST be made in writing and where an objection is made, it must state the grounds of the objection.

7. If it appears essential to the Council that it is necessary in the interests of the expeditious, convenient or safe movement of traffic or of the provision of suitable and adequate parking facilities on the highway or for preserving or improving the amenities of the area through which the length of road affected by the Order runs, then a nominated officer of the Council may modify or suspend the Order or any provisions thereof.

8. If you wish to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act or of any instrument made under it has not been complied with in relation to the Order you may, within six weeks from 20th August 2026, apply to the High Court for this purpose.
