ORDER 2021 (HORNBY AVENUE, SIDMOUTH AVENUE

AND HORNBY CLOSE) EXPERIMENTAL ORDER 2026

ROAD TRAFFIC REGULATION ACT 1984

The Southend-on-Sea City Council has made the above-named Experimental Order under Sections 9 and 10 of the Road Traffic Regulation Act 1984 (“the 1984 Act”), as amended, and all other enabling powers, and in consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the 1984 Act.

1. The effect of the Experimental Order will be to:

a) Introduce ‘No waiting at any time’ restrictions on Hornby Close:

(i) On the west side, for a distance of 13.7 metres; adjacent to No.59 Hornby Avenue

(ii) On the east side, for a distance of 13.5 metres; adjacent to No. 61 Hornby Avenue

b) Introduce ‘No waiting at any time’ restrictions on Sidmouth Avenue:

(i) On the west side, for a distance of 20.1 metres, adjacent to No. 87 Sidmouth Avenue;

(ii) On the east side, for a distance of 20.8 metres, adjacent to No. 89 Sidmouth Avenue;

c) Extend the existing ‘No Waiting at Any Time’ restriction on the south side of Hornby Avenue, from a point 3.0 metres east of the extended common building line of Nos. 81 and 83 Hornby Avenue for a distance of 83.5 metres westwards

(i) Extend the existing ‘No stopping on School Keep Clear markings’ restriction, operational Monday to Friday, 8am to 9.30am and 2.30pm to 4.30pm;

(ii) Extend the existing ‘No waiting at any time’ restriction so that it applies over the full extent of the existing and extended School Keep Clear markings;

(iii) Introduce a ‘No loading at any time’ restriction over the full extent of the existing and extended School Keep Clear markings.

1. The Experimental Order may remain in force for a maximum period of 18 months. During this period, the Council will monitor the scheme and consider whether its provisions should be continued in force indefinitely by means of a permanent Order.

2. The Order will come into operation on 2nd September 2026. Copies of the Order, the statement of reasons for making the Order and plans showing the affected streets can be inspected throughout the period that the Experimental Order remains in force:

• At the Civic Centre, Victoria Avenue, Southend-on-Sea, SS2 6ER, during normal office hours.

1. Within a period of six months beginning with the day on which the Experimental Order comes into force, any person may object to the making of a permanent Order for the purpose of continuing those provisions in force indefinitely. If the Experimental Order is subsequently varied by another Order or modified pursuant to section 10(2) of the 1984 Act, the six-month period will run from the day on which the variation, modification or latest variation or modification comes into force.

2. Any objection must be made in writing, state the grounds on which it is made and be sent to the Traffic Regulation Order Team, Civic Centre, Victoria Avenue, Southend-on-Sea, SS2 6ER or via email to traffweb@southend.gov.uk within the applicable six-month period.

3. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the powers of the relevant provisions of the Road Traffic Regulation Act 1984, or that any of the relevant requirements of that Act or of any relevant regulations made thereunder has not been complied with, may, within six weeks from the date on which the Order was made, make an application for the purpose to the High Court.

4. All written representations received concerning Traffic Regulation Orders are public documents that may be inspected by any person on demand.
