MAE GWEINIDOGION CYMRU, gan weithredu ar ran Cyngor Sir Caerfyrddin yn unol â threfniadau a wnaed rhwng Cyngor Sir Caerfyrddin a Gweinidogion Cymru o dan adran 83(1) o Ddeddf Llywodraeth Cymru 2006, wedi gwneud Gorchymyn, drwy arfer eu pwerau o dan adran 16A o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ac adran 83 o Ddeddf Llywodraeth Cymru 2006. Mae angen y Gorchymyn er mwyn cynnal digwyddiad beicio “Taith Iau John Richards” yn Llanwrda a Rhos-maen a gerllaw iddynt.
Effaith y Gorchymyn yw rhoi caniatâd dros dro i gerbydau modur a ddefnyddir gan swyddogion awdurdodedig y digwyddiad gael eu gyrru heb fod yn gyflymach na 30 mya ar y darnau o’r priffyrdd lleol fel y’u disgrifir isod:
1. Y darn hwnnw o’r isffordd C2156 o’r arwydd cyfyngiad cyflymder 20 mya a leolir 175 o fetrau i’r gorllewin o gyffordd isffordd â’r C2156 Siloh, hyd at yr arwydd cyfyngiad cyflymder 30 mya ar yr C2156, 155 o fetrau i’r de-ddwyrain o ddwy gyffordd mân safle fferm, â’r C2156 Siloh.
2. Y darn hwnnw o’r isffordd C2156 o’r arwydd cyfyngiad cyflymder 20 mya a leolir 85 o fetrau i’r gorllewin o gyffordd isffordd â’r C2156 Porthyrhyd, hyd at yr arwydd cyfyngiad cyflymder 30 mya ar yr C2156, 190 o fetrau i’r de-orllewin o is-gyffordd â’r C2156, Porthyrhyd.
3. Y darn hwnnw o’r A482 o’r arwydd cyfyngiad cyflymder 20 mya a leolir 5 metr i’r gogledd o’i chyffordd â’r isffordd a elwir Penylan Road, Llanwrda â chefnffordd yr A40, Llanwrda hyd at arwydd cyfyngiad cyflymder y Terfyn Cyflymder Cenedlaethol a leolir 25 metr i’r gogledd-orllewin o’i chyffordd â’r A482 a’r A40, Llanwrda.
Bydd hyn yn eu galluogi i fod ychydig o flaen y ras er mwyn cyflawni eu dyletswyddau o sicrhau bod y ffordd yn glir a dal traffig, pan fo’n briodol. Bydd yn gweithredu “swigen ddiogelwch” a ddylai sicrhau bod y ras yn cael ei chynnal yn ddiogel i feicwyr a’r cyhoedd.
Daw’r Gorchymyn i rym ar 29 Awst 2026 a bydd yn para am 1 diwrnod ar y mwyaf. Disgwylir mai dim ond rhwng 13:30 o’r gloch a 18:00 o’r gloch y bydd y cyfyngiad yn weithredol.

THE A482 (LLANWRDA, CARMARTHENSHIRE) AND THE C2156
(PORTHYRHYD AND SILOH, CARMARTHENSHIRE) (TEMPORARY 30 MPH SPEED LIMIT FOR EXEMPTED VEHICLES) ORDER 2026
THE WELSH MINISTERS, acting on behalf of Carmarthenshire County Council pursuant to arrangements made between Carmarthenshire County Council and the Welsh Ministers under section 83(1) of the Government of Wales Act 2006, have made an Order, in exercise of their powers under section 16A of the Road Traffic Regulation Act 1984 and section 83 of the Government of Wales Act 2006, which is necessary to hold the “John Richards Junior Tour” cycling event at and near Llanwrda and Rhosmaen, Carmarthenshire.
The effect of the Order is to temporarily allow motor vehicles being used by authorised event officials to be driven at a speed not exceeding 30 mph on the lengths of the local highways described as follows:
1. That length of the minor road C2156 from the 20 mph speed restriction sign situated 175 metres west of the junction of a minor road with the C2156 Siloh, to the 30 mph speed restriction sign on the C2156, 155 metres southeast of two minor farm premises junctions, with the C2156 Siloh.
2. That length of the minor road C2156 from the 20 mph speed restriction sign situated 85 metres west of the junction of a minor road with the C2156 Porthyrhyd, to the 30 mph speed restriction sign on the C2156, 190 metres southwest of a minor junction with the C2156, Porthyrhyd.
3. That length of the A482 from the 20 mph speed restriction sign situated 5 metres north of its junction with the minor road known as Penylan Road, Llanwrda with the A40 trunk road, Llanwrda to the National Speed Limit speed restriction sign situated 25 metres northwest of its junction with the A482 and the A40, Llanwrda.
This will enable them to get a short distance ahead of the race to carry out their duties of ensuring the road is clear and holding traffic, where appropriate. It will implement a “safety bubble” that should ensure that the race is delivered safely for riders and the public.
The Order comes into force on 29 August 2026 and has a maximum duration of 1 day. The restriction is only expected to operate from 13:30 hours to 18:00 hours.
