Oxfordshire - Multiple Temporary Closures Due To Various Works

OXFORDSHIRE COUNTY COUNCIL

(VARIOUS ROADS – VALE OF WHITE HORSE DISTRICT EXCLUDING THE PARISH OF NORTH HINKSEY) (MAP BASED) (PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO.2) ORDER 2026

NOTICE is given that on 24 August 2026 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The order, which comes into force on 28 August makes changes to some previous parking restrictions in accordance with parking policy, for road safety reasons to protect visibility and turning at junctions, to ease congestion caused to bus services and to enable short-stay parking in certain areas to assist with local parking needs.

The changes are as follows:

A. New ‘No Loading at Any Time’ (double kerb ‘blips’) restrictions:

1. ‘Triangle’ junction Gloucester Street/Marlborough Street – all of the section outside the Corn Exchange on the western side of the junction and all the sides of the triangle.

2. Gloucester Street (north side) – from a point in line with the western side of the triangle junction eastwards for 17 metres.

3. Marlborough Street (southeast side) – from a point in line with the south-western boundary of No.1 Marlborough Street, north-eastwards for 20m.

B. Previous ‘unrestricted’ Loading-bay on Gloucester Street (south side) adjacent to the Corn Exchange is amended to ‘30mins waiting Monday to Saturday 8am–6pm No return 1 hour’.

C. New ‘No Waiting at Any Time’ (Double Yellow Lines) restrictions as follows:

1. ‘Triangle’ junction Gloucester Street/Marlborough Street – all the sides of the triangle.

2. Marlborough Street:

a. southeast side – outside the Old Post Office – changed the Single Yellow Line (‘No waiting Mon-Sat 8am-6pm’) to double yellow lines;

b. northwest side – changed the Single Yellow Line (‘No waiting Mon-Sat 8am-6pm’) to Double Yellow Lines throughout its entire length.

3. Radcot Road (A4095) – extend the existing Double Yellow Lines northwards to the boundary of the 20mph speed limit.

D. Changed ‘No Waiting 7am-6pm Tuesdays’ (single yellow line) restriction in Market Place to alter the time restriction to 7am-3pm for Tuesdays only.

(Note: Other changes to Single Yellow Lines are noted under section C above).

E. Previous ‘Time limited waiting’ amended as follows:

1. Marlborough Street (southeast side)

a. introduce two new ‘2-hour time limited waiting ‘Mon to Sat 8am-6pm’ parking bays as follows:

i. for 22metres between No.1 & the DPPR (disabled parking bay) adjacent to No.7, replacing the ‘No Waiting Mon-Sat 8am-6pm’ restriction, and

ii. for 16metres between the DPPP adjacent to No.7 & No.11, replacing the previous ‘1-hour Limited waiting Mon-Sat 8am-6pm’.

b. remove the previous ‘1-hour Limited-waiting Mon-Sat 8am-6pm’ parking provision between Nos.11 & 23, leaving this stretch unrestricted.

2. Market Place – the three existing time limited bays will be amended to allow for ‘2-hours parking with no return in 2-hours’ during their respective restricted periods.

The Oxfordshire County Council (Various Roads – the Vale of White Horse District excluding the Parish of North Hinksey) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 is further amended as necessary, updating Map Tiles GB22, GC21, GC22 & GD21 in the process.

Notice of Temporary Traffic Order

Stadhampton, B480 Chiselhampton

30mph Speed Limit

Date of Order: 24 August 2026

Coming into force: 2 September 2026

This Order is being introduced to facilitate safe working for network cabling upgrade scheme which is anticipated to be completed 13 September 2026. The effect of the Order is to reduce the existing 50 mph speed limit to 30 mph along that part of the B480 south of Chiselhampton Hill from a point 150 metres north of Cuddesdon Road to a point 200 metres south of Richmond Hill Farm entrance. Exemptions are included for emergency vehicles. The relevant part of the Oxfordshire County Council (Stadhampton – Chalgrove Areas) (Speed Limits) Order 2025 will be temporarily suspended for the duration of the works. Appropriate traffic signs will be displayed to indicate when the measures are in force. Notice of Temporary Prohibition of Through Traffic

Chinnor to Thame Road, B4445

Date of Order: 14 September 2026

Coming into force: 21 September 2026

This Order is being introduced because of highway improvements to surfacing, drainage and associated work which is anticipated to take until 8 October 2026 to be completed. This is a 24 hour daily road closure. The effect of the Order is to temporarily prohibit any vehicle proceeding in that part of the B4445 from Chinnor Road junction to the entrance to Waterlands Farm Bungalow. Exemptions are included for emergency vehicles, the Works and for access to property. Appropriate traffic signs will be displayed to indicate when and where the measures are in force. Access will be maintained for cyclists and pedestrians. The alternative route for traffic is via Thame Road, Station Road, Oakley Road, Chinnor Road, A40 London Road, B4012, Thame Park Road, Wenman Road, Howland Road, Towersy Road and Chinnor Road and vice versa. Abingdon, Kysbie Close Footpath

Date of Order: 5 May 2026

Came into force: 11 May 2026

Works commence: 1 September 2026

This Order was introduced because of electrical maintenance works which were anticipated to be undertaken in May 2026, but now will take place 1 - 18 September. The effect of the Order is to close temporarily that part of the footpath from outside No.44 Kysbie Close to the cycle track. Exemptions are included for emergency services and for the works and for pedestrian access to premises which are only accessible from the closed section of footpath. Appropriate signs will be displayed to indicate when the measures are in force. The alternative route will be signed locally. This Order will remain in force for a maximum period of 6 months or until the works have been completed whichever is the sooner. (Ref: T7763/MR)

Prohibition of Through Traffic

Date of Order: 30 March 2026

Works commence: 1 September 2026

This Order was introduced because of earlier investigation works and now repair and replacement of damaged culvert work which is anticipated to take 2 months to be completed. The effect of the Order is to temporarily prohibit vehicles proceeding in the section of Bow Road from Stanford House to Chapel Road.

Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic is via a combination of B4508, Cottage Road, Faringdon Road and vice versa. This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T18318/MR)

Prohibition of Through Traffic

Date of Order: 7 September 2026

Coming into force: 14 September 2026

This Order is being introduced because of excavation to install fibre cables which is anticipated to take 4 weeks in three phases to be completed. The effect of the Order is to temporarily prohibit vehicles proceeding in the section of unnamed road running from Reading Road to Betterton House. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. Proposed diversion route: Continue to end of Road running from Reading Road to Betterton House. Turn right onto Reading Road. Continue for approx. 2.4km. turn right on The Greenway. Follow the road onto Ginge Road. Continue for approx. 2km. Turn right onto Road running through East & West Ginge. Vice versa. This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T18410/MR)

Great Coxwell & Little Coxwell, A420

30 mph Speed Limit

Date of Order: 7 September 2026

Coming into force: 14 September 2026

This Order is being introduced for road safety because the existing A420 junction is being widened and changed to a signalized junction from a give way reduction. The current 50mph will temporarily be reduced to 30mph for approximately 200 metres either side of the Coxwell Road junction. The work and speed restriction are anticipated to be completed by April 2027. Exemptions are included for emergency service vehicles. Appropriate traffic signs will be displayed to indicate when and where the measures are in force. The relevant part of the “Oxfordshire County Council (A420 Bourton to Hinton Waldrist) (50 Mph Speed Limit) Order 2026” will be temporarily suspended. Christmas Common, Northend

Prohibition of Through Traffic

Date of Order: 24 August 2026

Coming into force: 1 September 2026

This Order is being introduced because of water mains replacement and connection works which are anticipated to be completed 26 October 2026. This is a 24 hour daily road closure. The effect of the Order is to temporarily prohibit any vehicle proceeding in the length of Northend between Hollandridge and Hartwood. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. Access will be maintained for cyclists and pedestrians. The alternative route for traffic is via Patemore Lane, Stoner, Balham’s Lane, Red Lane, Howe Hill, Hollandridge Lane and vice versa.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T18393/AC)

Coxwell/Faringdon, A420

30 mph Speed Limit

Date of Order: 7 September 2026

Coming into force: 14 September 2026

This Order is being introduced in the interests of safety for the workforce and road users because of junction improvement works. The speed limit will be temporarily reduced from 60mph to 30mph along that part of the A420 for 200 metres either side of the junction with Coxwell Road/Great Coxwell Road and work is anticipated to be completed April 2027. Exemptions are included for emergency service vehicles. Appropriate traffic signs will be displayed to indicate when the measures are in force. Oxfordshire County Council intends to make a Temporary Traffic Regulation Order under Section 14(1) of the Road Traffic Regulation Act 1984.

This Order follows the Temporary Traffic Regulation Notice previously issued under Section 14(2) of the Road Traffic Regulation Act 1984 (Reference 12). The restriction remains necessary to allow the works to continue and this Order continues the temporary restriction under Section 14(1) of the Road Traffic Regulation Act 1984.

Location: Stoke Talmage Road and the Road Between Manor Farm and Lower Farm, Wheatfield/Tetsworth/Stoke Talmage, Thame, Oxfordshire. From the junction with the A40 to the junction with the Access Road to Stoke Talmage.

Description of Works: Road closure to facilitate the installation of new positive drainage assets (including road gullies, catchpits, associated pipework, ditching and headwalls) being carried out by M Group Transport.
