Party In The Park Various Roads - Temporary Traffic Management

(TEMPORARY TRAFFIC MANAGEMENT)
(PARTY IN THE PARK) ORDER 2026

NOTICE is hereby given that Luton Borough Council, the Highway Authority for the said Borough, intends to make the above Order under the relevant provisions of the Road Traffic Regulation Act 1984 (as amended).
The Order will come into operation on 12th September 2026 and cease operation after 13th September 2026 or when the proposed Party in the Park events have finished, whichever is the earlier. Specific dates and times will be signed locally. The Order will therefore be in operation during such date and time and to such extent as indicated by traffic signs, barriers or cones.
The effect of the Order will allow the Council to close to unauthorised vehicular traffic the following roads and lengths of roads, namely the whole lengths of Durler Gardens, Holmfield Close, Old Orchard, Parkland Drive, Sutherland Place, West Hill Road, Whitehill Avenue. Diversion route for all seven road closures will be via London Road, Castle Street, Windsor Street, Farley Hill. Anticipated dates of road closures will be 12th September 2026 to 13th September 2026. No person shall cause or permit any vehicle to enter or proceed in these roads or lengths of roads as specified during the period of closure with exception to vehicles used by the emergency services, vehicles being used in connection with the events and authorised residents’ vehicles.
In conjunction with the road closures the Council intends to impose temporary “No Waiting and No Loading” on the following roads and lengths of roads, namely A1081 Slip Road to its junction with London Road North Roundabout, Barn Owl Close the whole length, Cutenhoe Road from its junction with London Road to its junction with West Hill Road, Farley Farm Road from its junction with Farley Hill to its junction with Homestead Way, Farley Fields the whole length, Farley Hill from its junction with Newlands Road to its junction with Stockwood Crescent (B4540), Homestead Way the whole length, Lawn Gardens the whole length, Lawn Path the whole length, Leyhill Drive the whole length, London Road the whole length, Luton Road from its junction with Farley Hill to its junction with the M1 Bridge, Newlands Road the whole length, Ruthin Close the whole length, Stockwood Crescent the whole length, Tennyson Road from its junction with London Road to its junction with West Hill Road, Whipperley Way from its junction with Farley Hill to its junction with Whipperley Way Roundabout, Whipperley Way Roundabout the whole length, Wild Cherry Drive the whole length, Wilsden Avenue from its junction with Farley Hill to its junction with Red Rails, Windsor Street the whole length. Any vehicle deemed to be in contravention of the restrictions will be issued with a penalty charge notice and removed. This will be in force when traffic signs, barriers or cones are displayed.
The Order is intended to create a window for the Party in the Park events to take place, and it is anticipated that the events will take place over a period within the dates described above. The purpose of the Order is to enable the safe passage of highway users attending the Party in the Park events.
Access will be maintained as best as possible to properties where this may be done safely whilst the Party in the Park events are taking place and diversions for traffic will be marked by signs. Details of road closures and diversions can be found at
