MAE GWEINIDOGION CYMRU, gan weithredu ar ran Cyngor Sir Powys yn unol â threfniadau a wnaed rhwng Cyngor Sir Powys a Gweinidogion Cymru o dan adran 83(1) o Ddeddf Llywodraeth Cymru 2006, wedi gwneud Gorchymyn, drwy arfer eu pwerau o dan adran 16A o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ac adran 83 o Ddeddf Llywodraeth Cymru 2006. Mae angen y Gorchymyn er mwyn cynnal digwyddiad beicio “Ras Feicio Iau John Richards” o Lys-wen i’r Bontnewydd-ar-Wy, Powys.
Effaith y Gorchymyn yw rhoi caniatâd dros dro i gerbydau modur a ddefnyddir gan swyddogion awdurdodedig y digwyddiad gael eu gyrru heb fod yn gyflymach na 30 mya ar y darnau o’r ffyrdd a bennir isod:
(1) Ar gefnffordd yr A479 a chefnffordd yr A470 yn Llys-wen, o’r arwydd cyfyngiad cyflymder 20 mya ar yr A479, a leolir 5 metr i’r de-ddwyrain o’i chyffordd â’r is-ffordd (Llys Meillion), i’r arwydd cyfyngiad cyflymder 30 mya ar yr A470 (Glan-yr-afon), a leolir 250 o fetrau i’r gogledd-orllewin o’i chyffordd â’r is-ffordd (Church Road).
(2) Ar gefnffordd yr A470 yn Erwyd, o’r arwydd cyfyngiad cyflymder 20 mya a leolir 130 o fetrau i’r gogledd-orllewin o’i chyffordd â’r is-ffordd i Grucadarn a Llaneglwys, i’r arwydd terfyn cyflymder cenedlaethol a leolir 50 metr i’r gogledd-orllewin o’i chyffordd â’r is-ffordd (The Holmes).
(3) Ar yr C1202 yn Llanllyˆ r, o’r arwydd cyfyngiad cyflymder 20 mya a leolir 5 metr i’r gogledd-orllewin o’i chyffordd â’r A4081, i’r arwydd cyfyngiad cyflymder 30 mya a leolir 240 o fetrau i’r gogledd gogledd-ddwyrain o’i chyffordd â’r is-ffordd (Tywyn Uchel).
(4) Ar gefnffordd yr A470 a’r B4358 yn y Bontnewydd-ar-Wy, o’r arwydd cyfyngiad cyflymder 20 mya ar yr A470 a leolir 20 metr i’r gogledd o’i chyffordd â’r B4358, i’r arwydd cyfyngiad cyflymder 30 mya ar y B4358 a leolir 110 o fetrau i’r de-orllewin o’i chyffordd â’r is-ffordd (Llanafan Road).
Daw’r Gorchymyn i rym ar 30 Awst 2026 a bydd yn para am 1 ddiwrnod ar y mwyaf. Disgwylir mai dim ond rhwng 10:00 o’r gloch a 15:00 o’r gloch y bydd y cyfyngiad yn weithredol.

THE A479 AND A470
(LLYSWEN, POWYS), THE A470 (ERWOOD, POWYS), THE C1202 (LLANYRE, POWYS) AND THE A470 AND B4358 (NEWBRIDGE ON WYE, POWYS)
(TEMPORARY 30 MPH SPEED LIMIT FOR EXEMPTED VEHICLES) ORDER 2026
THE WELSH MINISTERS, acting on behalf of Powys County Council pursuant to arrangements made between Powys County Council and the Welsh Ministers under section 83(1) of the Government of Wales Act 2006, have made an Order, in exercise of their powers under section 16A of the Road Traffic Regulation Act 1984 and section 83 of the Government of Wales Act 2006, which is necessary to hold the “John Richards Junior Cycle Race” cycling event from Llyswen to Newbridge on Wye, Powys.
The effect of the Order is to temporarily allow motor vehicles being used by authorised event officials to be driven at a speed not exceeding 30 mph on the lengths of the roads specified below:
(1) On the A479 trunk road and the A470 trunk road at Llyswen from the 20 mph speed restriction sign on the A479, which is located 5 metres southeast of its junction with the minor road (Llys Meillion), to the 30 mph speed restriction sign on the A470 (Riverside), located 250 metres northwest of its junction with the minor road (Church Road).
(2) On the A470 trunk road at Erwood, from the 20 mph speed restriction sign located 130 metres northwest of its junction with the minor road to Crickadarn and Llaneglwys, to the national speed limit sign located 50 metres northwest of its junction with the minor road (The Holmes).
(3) On the C1202 at Llanyre, from the 20 mph speed restriction sign located 5 metres northwest of its junction with the A4081, to the 30 mph speed restriction sign located 240 metres north northeast of its junction with the minor road (Highbury Fields).
(4) On the A470 trunk road and the B4358 at Newbridge-on-Wye from the 20 mph speed restriction sign on the A470 located 20 metres north of its junction with the B4358 to the 30 mph speed restriction sign on the B4358 located 110 metres southwest of its junction with the minor road (Llanafan Road).
The Order comes into force on 30 August 2026 and has a maximum duration of 1 day. The restriction is only expected to operate from 10:00 hours to 15:00 hours.
