What is happening?

NOTICE IS HEREBY GIVEN that Hampshire County Council intends to make an order under Section 16(A) of the Road Traffic Regulation Act 1984 to allow the Winchester Half Marathon to take place on or near the highway.  
ROADS TO BE CLOSED: 1. The Broadway between its junction with Eastgate Street and its junction with High Street. (06:00-15:00) 2. High Street between its junction with The Broadway and its junction with Market Street. (06:00-15:00) 3. Market Street for its entire length. (08:55-12:40) 4. The Square for its entire length. (08:55-12:50) 5. Great Minster Street for its entire length. (08:55-12:30) 6. Symonds Street for its entire length. (08:55-12:30) 7. St Swithun Street for its entire length. (08:55-09:30) 8. St James' Lane for its entire length. (09:05-09:40) 9. Sarum Road for its entire length. (09:05-10:00) 10. Collins Lane between its junction with the A3090 and its junction with Port Lane. (09:15-10:30) 11. Port Lane for its entire length. (09:20-10:45) 12. Old Kennels Lane for its entire length. (09:20-11:00) 13. Olivers Battery Road South for its entire length. (09:25-11:15) 14. Ridgeway for its entire length. (09:30-11:30) 15. Rooks Down Road between its junction with Ridgeway and its junction with Ashbarn Crescent. (09:35-11:35) 16. Ashbarn Crescent between its junction with Rooks Down Road and its junction with Ivy Close. (09:35-11:35) 17. Ivy Close for its entire length. (09:35-11:45) 18. Stanmore/Lower Stanmore Lane between its junction with Drummond Close and its junction with the B3335 St Cross Road. (09:35-11:45) 19. Five Bridges Road for its entire length. (09:40-12:15) 20. College Street between its junction with College Walk and its junction with Kingsgate Street. (10:00-12:30) 21. Colebrook Street between its junction with High Street and its junction with Market Lane. (06:00-15:00)  
ONE-WAY RESTRICTIONS: To impose one-way traffic restrictions on the following roads: 1. B3040 Romsey Road between its junction with St James' Lane and its junction with Sarum Road. Traffic will only be permitted to travel eastbound. (09:05-09:45) 2. A3090 Main Road between its junction with Sparsholt Road and its junction with Collins Lane. Traffic will only be permitted to travel southbound. (09:00-10:30) 3. B3335 St Cross Road between its junction with Lower Stanmore Lane and its junction with Five Bridges Road. Traffic will only be permitted to travel southbound. (09:35-12:00)        
DURATION OF ORDER: from Sunday 20th September 2026 between the hours 06:00–15:00 for 1 day or until the event has ended, whichever is sooner. Reasonable facilities will be provided to allow access to adjacent premises while the event is taking place.  
The temporary road restrictions have been granted by Hampshire County Council to facilitate the Winchester Half Marathon.
