What is happening?

THE COUNCIL OF THE BOROUGH OF MIDDLESBROUGH 

(CENTRAL AND NORTH AREA) (WAITING AND LOADING AND PARKING PLACES) (CONSOLIDATION) ORDER 2026 AMENDMENT ORDER No 1, 

(TRAFFIC MOVEMENTS) (CONSOLIDATION) ORDER 2022 AMENDMENT ORDER No 4 and NEWPORT ROAD SCHEME CONSTRUCTION OF ROAD HUMPS AND OTHER TRAFFIC CALMING WORKS 2026

NOTICE is hereby given that the Council of the Borough of Middlesbrough ("The Council") propose to make an Order under Sections 1, 2, 3, 32, 35, 45, 46, 47, 49, 51 and 53 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act. 

The proposed Order will amend the Schedules of The Council of the Borough of Middlesbrough (Central and North Area) (Waiting and Loading and Parking Places)(Consolidation) Order 2026 as listed in the First Schedule hereto and amend the Schedules of The Council of the Borough of Middlesbrough (Traffic Movements)(Consolidation) Order 2022 as listed in the Second Schedule hereto. 

Exemptions will apply to any vehicle to be used for emergency purposes by the fire brigade, ambulance or police. 

FIRST SCHEDULE The following Schedules of The Council of the Borough of Middlesbrough (Central and North Area) (Waiting and Loading and Parking Places) (Consolidation) Order 2026 are amended as follows: (1) Items deleted from

Schedule 1 - No Waiting: Hartington Road 905, 908, 910 & Newport Road 1179, 1183 - Monday to Saturday 8am to 6pm; Hartington Road 906, 907, 909 & Newport Road 1178, 1180, 1181 - All days, all hours. 

(2) Items added to Schedule 1 - No Waiting: Newport Road 1817 - Monday to Saturday 8am to 6pm; Hartington Road 1814, Newport Road 1815, 1816, 1818, 1819 & Parliament Road 1820 - All days, all hours. 

(3) Items deleted from Schedule 2 - No Loading: Newport Road 150, 151 - Monday to Saturday 8am to 9.15am & 4.30pm to 6pm. 

(4) Items added to Schedule 2 - No Loading: Newport Road 184 - Monday to Saturday 8am to 9.15am & 4.30pm to 6pm; Newport Road 182, 183, 185, 186 & Parliament Road 187 - All days, all hours. 

SECOND SCHEDULE The following Schedules of The Council of the Borough of Middlesbrough (Traffic Movements) (Consolidation) Order 2022 are amended as follows: 

(1) Items deleted from Schedule 16 - Bus Lanes: item 5 Newport Road - south-westwards.

(2) Items added to Schedule 16 - Bus Lanes: item 11 Newport Road - southwestwards, item 12 Newport Road - north-eastwards. 

(3) Items added to Schedule 17 - Mandatory Cycle Lanes: item 3 Parliament Road Cycle Lane (Eastbound) , item 4 Gilkes Street Cycle Lane (Eastbound (One-way)) . 

NOTICE IS ALSO HEREBY GIVEN that The Council in exercise of its powers under Section 90A, 90C and 90G of the Highways Act 1980 and all other enabling powers proposes to add traffic calming measures on the road(s) and of a type as specified in the Schedule hereto.

SCHEDULE: Full width raised flat top road humps, approx. maximum dimensions up to 5.5m by 15m, maximum height 100mm, at Parliament Road (8m north of the northern kerb line of Leven Street) and at Gilkes Street / Harris Street junction. 

Full details and descriptions are contained in the draft Order and the Traffic Calming Notice which, together with associated plans, a statement of the Council's reasons for making the Order may be examined at Central Library, Centre Square, Middlesbrough, TS1 2AY Monday to Wednesday, Friday and Saturday 9am to 5pm and at www.middlesbrough.gov.uk.  

If you wish to object to the proposals above you should send the grounds of your objection in writing to Legal Services, Middlesbrough Council, P O Box 503, Middlesbrough, TS1 9FX by 14th September 2026.
