NOTICE IS HEREBY GIVEN that the following application(s) have been made to the Flintshire County Council in respect of the above legislation.

FUL/651/26 – Proposed Change of Use: Class A1 to Class A3 (Cafe). The premises, which were previously occupied as a carpet retail shop and are currently vacant, are proposed to be changed from Class A1 (Retail) to Class A3 (Cafe) at 6A, High Street, Caergwrle. (This development affects the character or appearance of a Conservation Area).

TEMPORARY TRAFFIC NOTICE

FLINTSHIRE COUNTY COUNCIL

TEMPORARY PROHIBITION OF THROUGH TRAFFIC ORDER

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14

CAERWYS

The Flintshire County Council hereby intends not sooner than 7 days from the 21 August 2026 to make an Order which will prohibit any vehicle from proceeding on Pen-y-Cefn Lane, between its junctions with Croes-wian Crossroads and Drovers Lane, in the County of Flintshire.

The reason for the closure is to allow for scaffolding so that repair works to a private property can take place. The application has been made by Rent a Pump Traffic management.

Alternative routes will be signed accordingly with the use of prescribed signs. Pedestrian access will be maintained throughout the period of the restriction.

It is anticipated that the Order will come into force on the 7 September 2026, or as soon as possible thereafter. The road will be closed for approximately 2 weeks, or until the earlier completion of the works, subject to a maximum period of eighteen months.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14

HOPE

The Flintshire County Council hereby intends not sooner than 7 days from the 21 August 2026 to make an Order which will prohibit any vehicle from proceeding on Willow Avenue, between its junctions with Queensway, Hope, in the County of Flintshire.

The reason for the restriction is to facilitate Gas mains replacement with associated works by Wales and West Utilities.

Alternative routes will be signed accordingly with the use of prescribed signs. Pedestrian access will be maintained throughout the period of the restriction.

It is anticipated that the Order will come into force on the 7 September 2026, or as soon as possible thereafter. The road will be closed for approximately 11 weeks, or until the earlier completion of the works, subject to a maximum period of eighteen months.

HAWARDEN

The Flintshire County Council hereby intends not sooner than 7 days from the 21 August 2026 to make an Order which will prohibit any vehicle from proceeding on Cottage Lane, between its junctions with A550 Gladstone Way and Mancot Lane, Hawarden in the County of Flintshire.

The reason for the closure is to facilitate the installation of gas reinforcement mains with associated works by PN Daly Ltd for the Gladstone Way development.

Alternative routes will be signed accordingly with the use of prescribed signs. Pedestrian access will be maintained throughout the period of the restriction.

It is anticipated that the Order will come into force on the 7 September 2026, or as soon as possible thereafter. The road will be closed for approximately 3 weeks, or until the earlier completion of the works, subject to a maximum period of eighteen months.

NOTICE OF EXTENSION OF TEMPORARY PROHIBITION OF PEDESTRIANS ORDER

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14

FLINTSHIRE COUNTY COUNCIL (PUBLIC FOOTPATH NO. 27 IN THE COMMUNITY OF LLANASA) (TEMPORARY PROHIBITION OF PEDESTRIANS) ORDER 2026

The above Order came into force from the 6 March 2026 for a period of 6 months, until and including 9 June 2023, the order has since been extended with the approval of the Welsh Government until and including 5 September 2026.

Notice is now hereby given that the said Order made by Flintshire County Council on the 6 March 2026 is hereby extended with the approval of the Welsh Government and will continue in force until and including 4 March 2027, or until works are completed, whichever is earlier.

The effect of the Order is that no person shall proceed in using that section of Public Footpath No. 27 in the Community of Llanasa from a point at NGR 312530 383950 for an approximate distance of 640 meters in a southerly direction then turning in a westerly direction to the junction with Public Footpath No.48 at NGR 312070 383770.

The reason for the continued closure is to facilitate a construction compound associated with the redevelopment of ENI point of Ayr Terminal as part of the Liverpool Bay Carbon Capture Scheme. There is an alternative route available.

THE FLINTSHIRE COUNTY COUNCIL (VARIOUS ROADS) (20MPH, 30MPH, 40MPH, 50MPH AND NATIONAL SPEED LIMITS. RESTRICTED AND DERESTRICTED ROADS) (WEPRE LANE, CONNAH’S QUAY) (30MPH SPEED LIMIT) (AMENDMENT NO. 26) ORDER 2026

Notice is hereby given that on the 18th August 2026, Flintshire County Council made an Order in exercise of its powers under Sections 82 (2) (a) and 84 of the Road Traffic Regulation Act 1984 and Part IV of Schedule 9 to the Act and of all other enabling powers, the effect of which is to amend The Flintshire County Council (Various Roads) (20mph, 30mph, 40mph, 50mph and National Speed Limits. Restricted and Derestricted Roads) Order 2023, so as to impose:

a) A speed limit of 30mph on:-

Wepre Lane: from a point 115 metres south west of its junction with Maes Uchaf, to a point 32 metres south west of its junction with Mountain View Close.

The Order will revoke The Flintshire County Council (Wepre Lane, Connah’s Quay) (30mph Speed Limit) Order 2019 in its entirety and be consolidated into The Flintshire County Council (Various Roads) (20mph, 30mph, 40mph, 50mph and National Speed Limits. Restricted and Derestricted Roads) Order 2023.

In all other respects the present provisions of The Flintshire County Council (Various Roads) (20mph, 30mph, 40mph, 50mph and National Speed Limits. Restricted and Derestricted Roads) Order 2023 will remain in force.

PROHIBITION OF WAITING AT ANY TIME

Notice is hereby given that on the 18th August 2026, Flintshire County Council made an Order in exercise of its powers under the Road Traffic Regulation Act 1984, the Traffic Management Act 2004, Part IV of Schedule 9 and all other enabling powers, the effect of which is to amend The Flintshire County Council (Prohibition and Restriction of Waiting and Loading and Parking Places) (Civil Enforcement and Consolidation) Order 2013, so as to:

  1. Introduce ‘No Waiting at Any Time’ restrictions:-

    a. At the junction of Field Park with Wepre Lane, Connah’s Quay.

    b. At various locations on both sides of Wepre Lane, Connah’s Quay.

In all other respects the present provisions of the ‘The Flintshire County Council (Prohibition and Restriction of Waiting and Loading and Parking Places) (Civil Enforcement and Consolidation) Order 2013’ will remain in force.
