Amendments to Waiting and Parking Restrictions in the Borough of Waverley
On 20 August 2026 Surrey County Council (“the Council”) made “The Surrey County Council (Various Roads in Waverley) (Amendment of Waiting Loading and Unloading Prohibition and On-Street Parking Places Order) (Amendment No.1) Order 2026” under Sections 1, 2, 4, 32, 35, 36, 45, 46, 49, 51 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, the effect of which will be to amend:-
(1) The Surrey County Council (Various Roads in Waverley) (Revocation and Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions) Order 2007;
(2) The Surrey County Council (Various Roads in Waverley) Electric Vehicle Parking Places Order 2021;
(3) The Surrey County Council (Various Roads in Waverley) (Consolidation of Free Street Parking Places) Order 2007;
(4) The Surrey County Council (Various Roads in Waverley) (Prohibition of Stopping Outside Schools) (No. 1) Order 2008;
(5) The Surrey County Council Farnham Railway Station Controlled Parking Zone (Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2007;
(6) The Surrey County Council Farnham Town Centre Controlled Parking Zone (Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions and On-Street Parking Places) Order 2007;
(7) The Surrey County Council (Various Roads in Waverley) (Residents’ Only On-Street Parking Places) (No.1) Order 2013;
(8) The Surrey County Council (Various Roads in Godalming and Farncombe in the Borough of Waverley) (Residents’ Only On-Street Parking Places) (No. 1) Order 2014;
(9) The Surrey County Council (Various Roads in Waverley) (Residents’ Only On-Street Parking Places) (No. 2) Order 2012;
(10) The Surrey County Council (Various Roads in Waverley) (Consolidation of Free Street Parking Places) (Disabled Persons) (No. 1) Order 2007; which will come into force on 24 August 2026, the effect of which will be to:-
(a) Prohibit waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice, on the days and at the times indicated in the said Schedule;
(b) Exemptions for loading on and unloading from vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the First Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore-mentioned restrictions;
(c) Provide disabled persons’ parking places in certain lengths of the roads specified in the Second Schedule to this Notice to operate at the times and with such limitations as specified therein;
(d) Provide that certain other vehicles may wait in the on-street parking places described above in certain circumstances e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.;
(e) Residents of “No.1 and 2 Eastcott, St James’s Place, Cranleigh” to become eligible to buy resident and visitor permits under the Terms and Conditions of Waverley Residents’ Only On-Street Parking Places (No.2) Area C
(f) Residents of Properties in X67963 Fox Yard, Farnham to become eligible to buy resident and visitor permits under the Terms and Conditions of the Farnham Town Centre (Zone A)
(g) Residents of “No.30 The Borough, Farnham” to be excluded from being eligible for permits within the Farnham Town Centre (Zone A)
(h) Residents of Properties in X5327 Whitebines, Farnham (situated east of “No.25 The Fairfield”) to become eligible to buy resident and visitor permits under the Terms and Conditions of the Farnham Railway Station (Zone B)
(i) Residents of the new Woolmead residential development (located between B3228 Woolmead and B3228 East Street) to be excluded from being eligible for permits within the Farnham Town Centre (Zone A) (j) The terms and conditions for the allocation and use of such permits referred to in sub-paragraphs (e), (f) and (h) shall be:- (i) the vehicles which may be left in the parking place during the hours of operation shall be vehicles either displaying a valid residents parking or having a valid virtual residents parking permit bearing the appropriate identifying letter issued by the Council or its agents, or a vehicle either displaying a valid residents’ visitor’s parking permit, a valid carer’s parking permit or a valid operational parking permit or having a valid virtual version thereof; (ii) provide residents’ parking permits for residents of the said properties, which will allow them to park in the said on-street permit holders’ only parking place during the hours of operation. Such permits will cost £84 for the first permit, £104 for a second permit and £134 for any subsequent permit (as applicable) and will be valid for a period of twelve months. These charges will increase by £4 on the 1st of January on each of 2026, and 2028. The charge for a duplicate permit or a change of permit due to the change of vehicle will be £15; (iii) provide that such residents shall be allocated using the following calculation: the sum of the number of vehicles registered to the place of abode minus the number of off-street parking places for such place of abode; (iv) provide for: residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 150 pa, or £1 which will be valid for 2 hours limited to 250 pa; operational permits or use by doctors and nurses, community care personnel and Carers Permits, for carers and who are required to make visits to housebound residents, which will be free of charge; and child care permits for persons employed to visit a resident for the purpose of childcare, pursuant to a contract of employment, will incur the same cost as a resident’s permit, dependant on how many permits the resident has already been issued; Business permits issued on the same criteria as residents’ permits will be available for the scheme referred to in paragraph (k) and (n) herein, at a cost of £150; (k) Revoke without replacement school keep clear zigzag markings in D5317 Weydon Lane, Farnham outside the “Highfield South Farnham Primary School” (l) Amend the Traffic Regulation Order plans so to correctly reflect the position of the Electric Vehicle (EV) Recharging Bay (Monday to Saturday 8am to 6pm max stay 4 hours) in D5414 Wolseley Road, Farncombe as installed, on the north side, by the junction with D5414 Marshall Road. (m) Amend the Traffic Regulation Order plans so to correctly reflect the layout on the ground in D5413 Ballfield Road, Farncombe. The Electric Vehicle (EV) Recharging Bay (Monday to Saturday 8am to 6pm max stay 4 hours) which has not been installed shall be revoked. (n) Revoke without replacement parking places and restrictions on waiting in certain lengths of the roads specified in the Third Schedule to this Notice; Make certain amendments to the following existing Orders which impose waiting, loading and unloading and parking prohibitions and restrictions in the Borough of Waverley, which will not affect the operation of those prohibitions and restrictions:- (1) The Surrey County Council (Various Roads in Waverley) (Free On-Street Loading Bays) (No. 1) Order 2013; (2) The Surrey County Council Sandrock (5523) Haslemere in the Borough of Waverley (Restricted Zone) (Off-Street Parking Place) Order 2013. A copy of the plans showing the lengths of roads to which this Notice relates and a Statement of the Council’s reasons for making the Order may be inspected on our website, at:- www.surreycc.gov.uk/ waverleyparking Copies of these documents and the made Order, may also be viewed in person, during normal opening hours at:- (a) Waverley Borough Council, The Burys, Godalming GU7 1HP; (b) Farnham Town Council, Town Council Office, South Street, Farnham GU9 7RN; (c) Farnham Library, Vernon House, 28 West Street, Farnham GU9 7DR; (d) Cranleigh Library, High Street, Cranleigh GU6 8AE; (e) Haslemere Library, 91 Wey Hill, Haslemere GU27 1HP; (f) Godalming Library, Bridge Street, Godalming GU7 1HT; (g) Bramley Community Library, High Street, Bramley GU5 0HG; and (h) Surrey County Council, Hazel House, Merrow Lane, Guildford, Surrey GU4 7BQ. If you wish to question the validity of the Orders or of any provision contained in them on the grounds that it is not within the powers conferred by the Act or on the grounds that any requirement of the Act, or of any Instrument made under it, has not been complied with in relation to the Orders you may, within six weeks from the date of the making of the Order, apply to the High Court for this purpose. Note: References in the Schedules to roads refer to part of the said roads listed, see plans on the website for details. Where a new restriction in this Notice is proposed, any existing restriction on the same length of road shall be revoked, unless otherwise stated.

The speed limit proposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011.
